In particular, the&#13;<br \/>\nlack of specific legislation to govern skins gambling leaves many&#13;<br \/>\nplayers, especially minors, at risk of harm, as evidenced by the&#13;<br \/>\nassociation between skins gambling and problem gambling behaviours,&#13;<br \/>\nand problem gambling severity.<\/p>\n<p>The report emphasises the need for legislative clarity and&#13;<br \/>\nreform. The report says that the UK government, alongside&#13;<br \/>\ninternational regulatory bodies, must recognise skins gambling as a&#13;<br \/>\ndistinct form of gambling, ensuring it falls under appropriate&#13;<br \/>\nregulatory oversight.
