Russian officials and state media dismissed the Western measures, claiming they are largely ineffective.<\/p>\n<p>The sanctions are intended as part of a broadened effort to choke off the revenue and supplies that fuel <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">Moscow\u2019s invasion of Ukraine<\/a> and compel President Vladimir Putin to negotiate an end to the war.<\/p>\n<p>The measures are a triumph for Ukrainian President Volodymyr Zelenskyy, who has long campaigned for the international community to punish Russia more comprehensively for attacking his country.<\/p>\n<p>\u201cWe waited for this. God bless, it will work. And this is very important,\u201d the Ukrainian leader said in Brussels, where EU countries attending a summit announced the latest round of Russia sanctions.<\/p>\n<p>Despite <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-putin-trump-1f22a02dda9adff079383370ee69f95c\" rel=\"nofollow noopener\" target=\"_blank\">U.S.-led peace efforts<\/a> in recent months, the war shows no sign of ending after more than three years of fighting, and European leaders are <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/europe-drones-russia-defense-security-ukraine-ef7b332d66117beb702aa620b649ebf9\" rel=\"nofollow noopener\" target=\"_blank\">increasingly concerned<\/a> about the threat from Russia.<\/p>\n<p>Ukrainian forces have largely held Russia\u2019s bigger army at bay in a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-territory-control-timeline-9eb40089dfb402d273b47b7930199d89\" rel=\"nofollow noopener\" target=\"_blank\">slow and ruinous war of attrition<\/a> along a roughly 1,000-kilometer (600-mile) front line that snakes along eastern and southern Ukraine. Almost daily Russian long-range strikes have taken aim at <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-blackout-energy-winter-grid-074fafac8a4b5bb556308379808d041b\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine\u2019s power grid<\/a> ahead of the bitter winter, while Ukrainian forces have <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-drones-weapons-industry-russia-7201ab851544c394ee454407058b10ba\" rel=\"nofollow noopener\" target=\"_blank\">targeted Russian oil refineries<\/a> and manufacturing plants.<\/p>\n<p>Sanctions target key areas of Russian economy<\/p>\n<p>Energy revenue is the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-economy-ukraine-war-ac83e7a74d9e426cb18c5168c5929d38\" rel=\"nofollow noopener\" target=\"_blank\">linchpin of Russia\u2019s economy<\/a>, allowing Putin to pour money into the armed forces without worsening inflation and avoiding a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/why-is-ruble-falling-ee777eeaf897d42befae052336fc35d5\" rel=\"nofollow noopener\" target=\"_blank\">currency collapse<\/a>.<\/p>\n<p>The EU measures especially target Russian oil and gas. They ban imports of Russian liquefied natural gas into the bloc, and add port bans on more than 100 new ships in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-sanctions-shadow-fleet-oil-baltic-ukraine-76b66900d599d6e49692643674907fc0\" rel=\"nofollow noopener\" target=\"_blank\">the Russian shadow fleet<\/a> of hundreds of aging tankers that are dodging sanctions. The latest sanctions bring the total number of such ships to be banned to 557.<\/p>\n<p>The measures also target transactions with a cryptocurrency increasingly used by Russia to circumvent sanctions; prohibit operations in the bloc using Russian payment cards and systems; restrict the provision of AI services and high-performance computing services to Russian entities; and widen an export ban to include electronic components, chemicals and metals used in military manufacturing.<\/p>\n<p>A new system for limiting the movement of Russian diplomats within the 27-nation EU will also be introduced.<\/p>\n<p>Zelenskyy urged more nations to punish Russia. \u201cThis is a good signal to other countries in the world to join the sanctions,\u201d he told reporters in Brussels.<\/p>\n<p>International crude prices <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/stocks-markets-oil-trump-china-a3ff10477f2693b81d8e5a0050c0c4f3\" rel=\"nofollow noopener\" target=\"_blank\">jumped more than $2 per barrel<\/a> Thursday on news of the additional sanctions.<\/p>\n<p>Russia brushes off the US, EU sanctions<\/p>\n<p>Russian Foreign Ministry spokeswoman Maria Zakharova described the new U.S. sanctions as \u201centirely counterproductive, including in terms of signaling in favor or achieving a meaningful negotiated solution to the Ukrainian conflict.\u201d<\/p>\n<p>\u201cIf the current U.S. administration follows the example of its predecessors, who attempted to coerce or force Russia into sacrificing its national interests through unlawful sanctions, the result will be exactly the same \u2014 disastrous from a domestic political standpoint and detrimental to the stability of the global economy,\u201d Zakharova said.<\/p>\n<p>State-run and pro-Kremlin Russian media mostly shrugged at the news.<\/p>\n<p>\u201cPressure or no pressure, it won\u2019t make things any sweeter for Zelenskyy. And what\u2019s more, it won\u2019t bring peace any closer,\u201d Komsomolskaya Pravda, a popular pro-Kremlin tabloid, said.<\/p>\n<p>Russian state news agency RIA Novosti said in a column that the new sanctions were \u201cpainful, as usual, but not deadly. Also as usual.\u201d <\/p>\n<p>The effectiveness of economic sanctions in forcing Putin\u2019s hand is questionable, analysts say. Russia\u2019s economy has so far proved resilient, although it is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-economy-ukraine-inflation-war-putin-e148e045efd383faf31436dd6e7bb5b6\" rel=\"nofollow noopener\" target=\"_blank\">showing signs of strain<\/a>.<\/p>\n<p>Senior officials in Europe and the United States have debated for months over how best to crank up pressure on the Kremlin.<\/p>\n<p>The new EU measures took almost a month to decide. The 27-nation bloc has already slapped <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/europe-eu-russia-sanctions-oil-fleet-ce7b2fa3ebb4e07cc3251b456a5e99af\" rel=\"nofollow noopener\" target=\"_blank\">18 packages<\/a> of sanctions against Russia over the war, but getting final agreement on whom and what to target can take weeks. Moscow has also proved adept at sidestepping sanctions.<\/p>\n<p>The U.S. sanctions against Russian oil giants Rosneft and Lukoil came after Trump said that his <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-zelenskyy-putin-russia-ukraine-e3a1d62d2a24f459aa6dbbfa940e1067\" rel=\"nofollow noopener\" target=\"_blank\">plan for a swift meeting<\/a> with Putin was on hold because he didn\u2019t want it to be a \u201cwaste of time.\u201d It was the latest twist in Trump\u2019s hot-and-cold efforts to end the war as Putin refuses to budge from his demands.<\/p>\n<p>In what appeared to be a public reminder of Russian atomic arsenals, Putin on Wednesday <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-putin-nuclear-drills-trump-ukraine-a0de66dbf9d5e7771634c4ad5b4fe83e\" rel=\"nofollow noopener\" target=\"_blank\">directed drills<\/a> of the country\u2019s strategic nuclear forces.<\/p>\n<p>Drone strikes continue overnight<\/p>\n<p>The two sides continued to pummel each other with strikes overnight.<\/p>\n<p>In a village in Ukraine\u2019s northeastern Kharkiv region, Russia conducted a so-called double-tap drone strike, hitting the same place a second time when first responders arrived at the scene of the first strike, regional head Oleh Syniehubov said.
