{"id":524124,"date":"2025-10-24T06:58:49","date_gmt":"2025-10-24T06:58:49","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/524124\/"},"modified":"2025-10-24T06:58:49","modified_gmt":"2025-10-24T06:58:49","slug":"belfast-trust-bullying-report-warns-of-ongoing-risk-to-patient-safety-the-irish-news","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/524124\/","title":{"rendered":"Belfast Trust bullying report warns of \u201congoing risk\u201d to patient safety \u2013 The Irish News"},"content":{"rendered":"<p class=\"c-paragraph\">A report into <a href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/heart-surgeons-threw-instruments-during-surgery-at-belfast-hospital-as-unit-in-chaos-JJGLZWWM3RHFVFQT6DPYZ2BEFM\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/heart-surgeons-threw-instruments-during-surgery-at-belfast-hospital-as-unit-in-chaos-JJGLZWWM3RHFVFQT6DPYZ2BEFM\/\">bullying among some heart surgeons in the Belfast Trust<\/a> has concluded \u201cthere is little trust between them\u201d and \u201can ongoing risk to service delivery and patient safety\u201d. <\/p>\n<p class=\"c-paragraph\">The allegations were first reported in June about staff in the <a href=\"https:\/\/www.irishnews.com\/tags\/royal-victoria-hospital\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.irishnews.com\/tags\/royal-victoria-hospital\/\">Royal Victoria Hospital\u2019s<\/a> cardiac surgery unit with claims of bullying of junior staff by senior staff, surgeons working from home and even the throwing medical instruments during operations.<\/p>\n<p class=\"c-paragraph\">Providing <a href=\"https:\/\/www.health-ni.gov.uk\/sites\/default\/files\/2025-10\/doh-wms-221025-belfast-trust-report.pdf\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.health-ni.gov.uk\/sites\/default\/files\/2025-10\/doh-wms-221025-belfast-trust-report.pdf\">a written update to the Assembly on Wednesday,<\/a> Health Minister Mike Nesbitt said: \u201cThe behaviours detailed in the report were appalling and I committed to urgent action and oversight by way of engaging independent experts to support my Department\u2019s enhanced Support and Intervention processes, which were set at level 5, the highest level, for the Trust.\u201d<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"The Royal Victoria Hospital in Belfast.\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/RW3GHXCQZ5FPRMNPVDO6DU2SDM.png\"  width=\"800\" height=\"534\"\/>The Royal Victoria Hospital in Belfast. <\/p>\n<p class=\"c-paragraph\">The Minister\u2019s written statement to the Assembly outlined how a number of measures have already been implemented. It stated that \u201ca number of actions have already been undertaken, relating to for example, Civility training, Governance and Leadership\u201d. (Liam McBurney\/PA) <\/p>\n<p class=\"c-paragraph\"><a href=\"https:\/\/www.health-ni.gov.uk\/sites\/default\/files\/2025-10\/doh-mcbride-hill-report-2025.pdf\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.health-ni.gov.uk\/sites\/default\/files\/2025-10\/doh-mcbride-hill-report-2025.pdf\">Further detail in the expert\u2019s report<\/a> noted the \u201cimpossible\u201d pressure facing the health system in Northern Ireland, and how some staff had related \u201cextremely distressing accounts of how they have been treated\u201d and how \u201cunfairly and badly\u201d the Belfast Trust has dealt with them.<\/p>\n<p class=\"c-paragraph\">They added that this must be balanced with \u201cmultiple examples of excellent behaviours and actions\u201d.<\/p>\n<p class=\"c-paragraph\">They also said that cardiac surgical consultants \u201chave continued to question the conclusions and validity\u201d of the original report that identified bullying concerns.<\/p>\n<p class=\"c-paragraph\">\u201cOur ongoing concern is that, after individual meetings with each of the Cardiac surgeons, the interim (Cardiac Surgery Clinical Director) and the management team, we concluded that there is a fundamental breakdown in relationships between some of the Consultant Cardiac surgeons, there is little trust between them, and consequently there is an ongoing risk to service delivery and patient safety.\u201d<\/p>\n<p class=\"c-paragraph\">While stating the Trust had made \u201cgood progress\u201d, they said \u201cthere is still significant risk associated with the dysfunctional team dynamics within the Cardiac surgical team\u201d.<\/p>\n<p class=\"c-paragraph\">On how the issues of poor cultures and behaviours extended to the rest of the Belfast Trust, the experts acknowledged there would be problems within any organisation of over 20,000 staff.<\/p>\n<p class=\"c-paragraph\">Other leaders and staff reported \u201cbehaviours that fall short of what the organisation expressly expects\u201d and the \u201cdistress and pain this causes\u201d.<\/p>\n<p class=\"c-paragraph\">While this was \u201cdisappointing,\u201d the experts said this was not the only narrative and said staff had now felt emboldened into speaking up.<\/p>\n<p class=\"c-paragraph\">Rates of grievances, disciplinary and bullying\/harassment cases were found to have remained steady over the past five years while legal claims by staff against the Trust have increased in this time \u2013 mainly from nursing and midwifery as well as medical and dental staff. <\/p>\n<p class=\"c-paragraph\">Understanding the \u201canxiety\u201d of staff about the report, the experts said they expected \u201csome perceived defensiveness\u201d because of the otherwise outstanding work and reputation from the Trust.<\/p>\n<p class=\"c-paragraph\">\u201cThe purpose of this exercise is not to diminish this, but to provide additional intelligence from the experience of the significant number of staff who have raised concerns, so that improvements can be made.\u201d<\/p>\n<p class=\"c-paragraph\">Concluding with a list of 10 recommendations, the Belfast Trust was told to monitor relationships within the Cardiac Surgery Consultant team and their impact on service delivery and patient safety.<\/p>\n<p class=\"c-paragraph\">Other measures included;
