{"id":52903,"date":"2025-04-26T19:42:09","date_gmt":"2025-04-26T19:42:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/52903\/"},"modified":"2025-04-26T19:42:09","modified_gmt":"2025-04-26T19:42:09","slug":"norway-approves-teslas-fsd-testing-on-public-roads-potential-for-europe-wide-deployment","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/52903\/","title":{"rendered":"Norway Approves Tesla\u2019s FSD Testing on Public Roads; Potential for Europe-Wide Deployment"},"content":{"rendered":"<p>                    April 26, 2025                <\/p>\n<p>By Karan Singh<\/p>\n<p>        <img decoding=\"async\" data-enlarge=\"true\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/fsd-beta-vis.jpg\" alt=\"\" style=\"aspect-ratio: 1200 \/ 675;\"\/><\/p>\n<p>According to filings found by <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/kroelandschap\/status\/1915505890150797348\">Kees Roelandschap<\/a> on X, Tesla has obtained a 2-year exemption from UNECE autonomy regulations to run FSD Supervised on public roads in Norway. This marks one of the first positive developments for regulations and autonomy in Europe \u2014 great news for European customers.<\/p>\n<p>Previously, European transportation agencies <a href=\"https:\/\/www.notateslaapp.com\/news\/2586\/teslas-fsd-in-europe-faces-more-regulatory-delays\" target=\"_blank\" rel=\"noopener\">stressed additional caution<\/a> and requested more time to legislate, further delaying the widespread UNECE regulation changes for autonomous vehicles.<\/p>\n<p>Norwegian FSD &#8211; Employees Only<\/p>\n<p>Following the recent approval from the Norwegian Road Authority, Tesla will be permitted to use its Supervised vehicles on public roads in a testing capacity. This exemption <strong>does not yet apply to customers<\/strong>, so we will have to wait and see how testing progresses.<\/p>\n<p>Tesla will specifically be allowed to run FSD V13 and its derivative builds (meaning AI4 vehicles only) with automated steering and speed controls on EU-registered and approved vehicles.<\/p>\n<p>Tesla will also be required to have Tesla-trained drivers (employees) conduct the testing. There is no specific policy in place that enables the use of FSD for customers at this time. However, as testing is conducted and bureaucratic hurdles are overcome across various transportation departments, Tesla may be able to extend the offer to European customers. According to Tesla\u2019s latest earnings call, the company still plans to <a href=\"https:\/\/www.notateslaapp.com\/news\/2668\/tesla-provides-update-on-fsd-region-specific-training-europe-future-price-hike-fsd-unsupervised-for-customers\" target=\"_blank\" rel=\"noopener\">release FSD in Europe by the end of the year<\/a>.<\/p>\n<p>Tesla has already begun <a href=\"https:\/\/www.notateslaapp.com\/news\/2640\/tesla-teases-fsd-in-europe-with-new-video\" target=\"_blank\" rel=\"noopener\">testing in the Netherlands<\/a>, showing off FSD\u2019s capabilities in Amsterdam.<\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" data-media-max-width=\"560\">\n<p lang=\"en\" dir=\"ltr\">FSD Supervised in Europe, pending regulatory approval <a href=\"https:\/\/t.co\/PYkcATjSUN\">pic.twitter.com\/PYkcATjSUN<\/a><\/p>\n<p>\u2014 Tesla Europe &amp; Middle East (@teslaeurope) <a href=\"https:\/\/twitter.com\/teslaeurope\/status\/1908573920296415451?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 5, 2025<\/a><\/p><\/blockquote>\n<p> Article 39 Exemption<\/p>\n<p>The UNECE can grant exemptions for innovative technologies that move faster than legislation under Article 39. However, Tesla requires the backing of a national ministry of transport to bring this to the UNECE\u2019s attention. The next round of voting on critical issues is expected on May 12, 2025, which may not leave Tesla much time to present its findings to UNECE.<\/p>\n<p>We don\u2019t expect Tesla to receive authorization immediately. The only vehicles it doesn\u2019t apply to are the Foundation-Series Cybertruck or a Launch-Series Model Y, which already come with FSD included.<\/p>\n<p>If you\u2019re conducting an FSD transfer, you\u2019ll need to reach out to your Tesla delivery coordinator through the Tesla app to confirm you\u2019re eligible and to get the process started.<\/p>\n<p>Note that once you take delivery, FSD access is removed from your older vehicle, regardless if you plan to trade in your vehicle or keep it.<\/p>\n<p>Canada and Mexico<\/p>\n<p>For those in Canada and Mexico, there\u2019s some good news. The Cybercab will join the network in 2026.<\/p>\n<p>Robotaxi Plans<\/p>\n<p>Tesla confirmed during the Earnings Call that it is on track to conduct the pilot launch of its <a href=\"https:\/\/www.notateslaapp.com\/news\/2622\/musk-confirms-robotaxi-on-track-for-june-more-cities-coming-customer-owned-cars-in-2026\" target=\"_blank\" rel=\"noopener\">Robotaxi network in Austin<\/a> in June 2025. The first vehicles deployed for this service won\u2019t be Cybercabs, as production for those is still  in the prototyping stage.<\/p>\n<p>However, Tesla did outline part of their plan for the Robotaxi network rollout. The initial aim is to begin driverless operations in Austin and then expand the service to other cities within the United States by the end of 2025. Interestingly, Tesla is also <a href=\"https:\/\/www.notateslaapp.com\/news\/2568\/tesla-applies-for-robotaxi-license-in-california\" target=\"_blank\" rel=\"noopener\">testing in California<\/a> &#8211; albeit with safety drivers at this time.<\/p>\n<p><img decoding=\"async\" data-enlarge=\"true\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/robotaxi-app-3.jpg\" alt=\"\" loading=\"lazy\" style=\"aspect-ratio: 1200 \/ 675;\"\/><\/p>\n<p>Looking further ahead, there are ambitious plans to ramp up operations to have millions of vehicles operating autonomously within the network by the end of 2026. While substantial revenue generation won\u2019t be immediate, Tesla anticipates that the Robotaxi network will start to \u201cmeaningfully move the financial needle\u201d in the second half of 2026.<\/p>\n<p>Tesla also highlighted the current real-world benefits that FSD is already offering today\u2014and will be able to offer to many more people in the near future.<\/p>\n<p>These include reducing effort and time spent on daily commuting or transit, as well as improving mobility for customers with disabilities. Tesla plans to emphasize some of these community stories and wants to highlight the advantages and capabilities of FSD to improve people\u2019s lives.<\/p>\n<p>Robotaxi App and Robotaxi Vehicle UI<img decoding=\"async\" data-enlarge=\"true\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/robotaxi-app-1.jpg\" alt=\"\" loading=\"lazy\" style=\"aspect-ratio: 1200 \/ 675;\"\/><\/p>\n<p>After the call, Tesla AI also shared a video showcasing the Robotaxi interface in the Tesla app, as well as some footage that included the in-vehicle UI, at least as it currently stands.<\/p>\n<p>The video shows Tesla employees using and testing Robotaxi features, although there are safety drivers in place. It looks like there is already a set of well-integrated UI mechanisms for both the front and rear screen when in Robotaxi mode.<\/p>\n<p>Tesla is testing this today, and this network has already completed 1,500 trips, totaling approximately 15,000 miles. The system is being tested for vehicle allocation, mission control, and remote assistance operations.<\/p>\n<p>Remote Operators<\/p>\n<p>Inevitably, edge cases or unique situations will come up, and they will be difficult to handle. For these cases, where a Robotaxi vehicle gets stuck or requires assistance, Tesla will likely implement remote support.\u00a0<\/p>\n<p>While they didn\u2019t completely confirm remote support operators on the Earnings Call, Tesla has previously posted positions for Teleoperator Engineers for Robotaxi, and an AI T=team member <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.linkedin.com\/posts\/brandon-goh_the-fsd-supervised-ride-hailing-service-has-activity-7320848524911206401-uy43?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAAA3HFCsBcGa269hpgkuaGv4M1iagNGWPw5Y\">posted on LinkedIn<\/a> about testing for remote assistance operations.<\/p>\n<p>Scaling Up<\/p>\n<p>Tesla initially intends to deploy a relatively small fleet in Austin, with its pilot beginning with about 10 to 20 vehicles on day 1. They will scale up gradually as the systems are validated and operations are refined, and the target is for anyone visiting Austin to be able to hail a robotaxi by the end of June or early July 2025.<\/p>\n<p>Scaling Out<img decoding=\"async\" data-enlarge=\"true\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/robotaxi-screen.jpg\" alt=\"\" loading=\"lazy\" style=\"aspect-ratio: 1200 \/ 753;\"\/><\/p>\n<p>Tesla\u2019s confidence in scaling out stems from its generalized approach with FSD. The team believes that once FSD is thoroughly verified and capable in a few diverse North American cities, deploying it to any other North American city should be technically feasible. After all, driving regulations don\u2019t vary much from one major city to another, except for things like no right turns on red lights.\u00a0<\/p>\n<p>The primary limitation with scaling out geographically is expected to be securing regulatory approvals in different regions and jurisdictions. While the principles of Tesla\u2019s FSD are expected to apply globally, as with the\u00a0<a href=\"https:\/\/www.notateslaapp.com\/news\/2562\/tesla-launches-fsd-in-china-first-look-video\" target=\"_blank\" rel=\"noopener\">China rollout<\/a>, regulation will continue to be a considerable hurdle.<\/p>\n<p>Cybercab<\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" data-media-max-width=\"560\">\n<p lang=\"en\" dir=\"ltr\">FSD Supervised ride-hailing service is live for an early set of employees in Austin &amp; San Francisco Bay Area.<\/p>\n<p>We&#8217;ve completed over 1.5k trips &amp; 15k miles of driving.<\/p>\n<p>This service helps us develop &amp; validate FSD networks, the mobile app, vehicle allocation, mission control &amp;\u2026 <a href=\"https:\/\/t.co\/pYVfhi935W\">pic.twitter.com\/pYVfhi935W<\/a><\/p>\n<p>\u2014 Tesla AI (@Tesla_AI) <a href=\"https:\/\/twitter.com\/Tesla_AI\/status\/1915080322862944336?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 23, 2025<\/a><\/p><\/blockquote>\n<p>Tesla\u2019s fully autonomous, two-seater vehicle, the\u00a0<a href=\"https:\/\/www.notateslaapp.com\/news\/2314\/teslas-cybercab-robotaxi-price-fsd-hardware-release-date-screen-size-and-more\" target=\"_blank\" rel=\"noopener\">Cybercab<\/a>, is also being developed. While volume production for the Cybercab won\u2019t begin until 2026, Tesla is already undergoing sample production validation. The first actual Cybercab builds are expected to be completed near the end of Q2 2025, and we\u2019re excited to see if anything changes from the prototypes shown at We, Robot.<\/p>\n<p>Tesla intends to build Cybercab at Giga Texas, and the production line is on schedule, according to Tesla. Cybercab production will not require a new building and will be built inside the existing Giga Texas factory.<\/p>\n<p>Unboxed Method<\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" data-media-max-width=\"560\">\n<p lang=\"en\" dir=\"ltr\">Tesla&#8217;s Shareholder Deck for Q1 2025 is now out, and we&#8217;re 40 minutes away from the Earnings Call.<\/p>\n<p>It seems Tesla won&#8217;t be using the unboxed process for its more affordable model &#8211; which is a new vehicle.<\/p>\n<p>Instead, they plan to use it for Cybercab soon! <a href=\"https:\/\/t.co\/0yddfWieJQ\">pic.twitter.com\/0yddfWieJQ<\/a><\/p>\n<p>\u2014 Not a Tesla App (@NotATeslaApp) <a href=\"https:\/\/twitter.com\/NotATeslaApp\/status\/1914784300509049305?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 22, 2025<\/a><\/p><\/blockquote>\n<p>The Cybercab\u2019s production and low-cost methodology heavily rely upon Tesla\u2019s innovative new <a href=\"https:\/\/www.notateslaapp.com\/news\/1981\/unboxing-innovation-how-teslas-new-manufacturing-method-will-transform-the-industry\" target=\"_blank\" rel=\"noopener\">unboxed manufacturing method<\/a>. Tesla\u2019s executive team mentioned that progress and implementation with this new manufacturing solution was going well, and it will be key to lowering the cost of production while considerably raising the level of automation.<\/p>\n<p>Tesla has already achieved key milestones with this method, including successfully integrating large sub-assemblies and resolving challenges related to connecting portions of the vehicle&#8217;s ceiling during the process. They have also successfully completed corrosion testing related to the new assembly method, as well as begun initial crash testing for the Cybercab.<\/p>\n<p>All of that and more will eventually be incorporated into other vehicle production lines, and the Cybertruck is already benefiting from some aspects of these developments. With a final ambition of achieving a 5-second cycle time per Cybercab, Tesla has come a long way\u2014but it still has quite a bit to go. They\u2019ve managed to meet a 33-second cycle time for the Model Y at Giga Shanghai between two production lines, but 5 seconds per vehicle is quite ambitious.<\/p>\n<p><img decoding=\"async\" data-enlarge=\"true\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/robotaxi-ui-2.jpg\" alt=\"\" loading=\"lazy\" style=\"aspect-ratio: 1200 \/ 675;\"\/><\/p>\n<p>With all that said, between Robotaxi and Cybercab, there is a lot of interesting news coming from Tesla.
