of negotiations, the <a href=\"https:\/\/www.irishtimes.com\/tags\/mercosur\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mercosur\/\">Mercosur<\/a> <a href=\"https:\/\/www.irishtimes.com\/tags\/trade\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/trade\/\">trade<\/a> deal between the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> and countries in <a href=\"https:\/\/www.irishtimes.com\/tags\/latin-america\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/latin-america\/\">South America<\/a> is almost over the finish line. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">To take effect, it needs to be ratified by a qualified majority of EU member states \u2013 at least 15 countries that collectively make up at least 65 per cent of the population. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Securing that support is proving challenging, however, mainly because of fears over the potential impact on European <a href=\"https:\/\/www.irishtimes.com\/business\/farming-food\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/business\/farming-food\/\">farmers<\/a>. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\"><a href=\"https:\/\/www.irishtimes.com\/ireland\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/\">Ireland<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/france\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/france\/\">France<\/a> are among the countries <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/28\/opposition-to-mercosur-trade-deal-waning-as-crunch-eu-vote-approaches\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/28\/opposition-to-mercosur-trade-deal-waning-as-crunch-eu-vote-approaches\/\">most vocal<\/a> in opposition. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The deal with the EU applies to <a href=\"https:\/\/www.irishtimes.com\/tags\/brazil\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/brazil\/\">Brazil<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/argentina\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/argentina\/\">Argentina<\/a>, Uruguay and Paraguay. <\/p>\n<p class=\"c-paragraph paywall \">Brazil and Argentina are the biggest countries in the region and the market for EU exports would be lucrative. <\/p>\n<p class=\"c-paragraph paywall \">The Mercosur deal would reduce the high tariffs on machinery, IT and communications equipment, textiles, chocolate, spirits and wine, cutting prices for South American consumers. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\"> However, these countries are also major producers of beef which Irish farmers fear would come into the EU at cheaper prices because of reduced import tariffs at the European end, and economies of scale, weaker food quality and environmental regulations at the South American end. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The EU has moved to counter these concerns, stressing only 99,000 tonnes  of Mercosur beef \u2013 about half the volume imported into Europe annually \u2013 would qualify for the lower tariffs.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Irish farmers, however, are getting good prices for beef for the first time in many years,  and do not want anything to jeopardise that. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/28\/opposition-to-mercosur-trade-deal-waning-as-crunch-eu-vote-approaches\/\" rel=\"noreferrer noopener\" target=\"_blank\">Opposition to Mercosur trade deal waning as crunch EU vote approaches Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">They also fear for their long-term viability if they are perpetually at risk of being undercut from overseas. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The European Commission has offered to insert a <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/09\/03\/emergency-brake-proposed-to-guard-against-eu-mercosur-deal-harming-irish-farmers\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/09\/03\/emergency-brake-proposed-to-guard-against-eu-mercosur-deal-harming-irish-farmers\/\">safeguard clause to be activated<\/a> if import prices fell 10 per cent below domestic prices and imports increased by more than 10 per cent.<\/p>\n<p class=\"c-paragraph paywall \">An investigation would begin and if EU farmers were found to be adversely affected, the lower tariffs could be suspended. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Farming organisations say at that point the damage  would already have been done.<\/p>\n<p class=\"c-paragraph paywall \">Emergency financial support \u2013 a Unity Safety Net \u2013 has also been promised to help farmers if a crisis develops but that has also failed to win the sector over. <\/p>\n<p class=\"c-paragraph paywall \">Farming groups \u2013 backed by environmental and climate experts \u2013 are also concerned about agricultural practices and standards in South America. <\/p>\n<p class=\"c-paragraph paywall \">Rainforest clearance for livestock, greater pesticide use, animal welfare standards and labour rights violations have all been highlighted.<\/p>\n<p class=\"c-paragraph paywall \">The commission says imports will have to meet EU production standards and that audits will take place at the source to ensure traceability of produce and compliance with regulations. <\/p>\n<p class=\"c-paragraph paywall \">It has also been at pains to say that European dairy and grain producers could benefit greatly from new markets in South America. <\/p>\n<p class=\"c-paragraph paywall \">Still, Irish farming organisations remain opposed to the deal and they have political backing. <\/p>\n<p class=\"c-paragraph paywall \">In the Programme for Government, the Coalition pledged to: \u201cWork with like-minded EU countries to stand up for Irish farmers and defend our interests in opposing the current Mercosur trade
