The document warns that <strong>climate change<\/strong> is accelerating the risk and exceeding the limits predicted by historical models.<\/p>\n<p data-start=\"529\" data-end=\"846\">The report identifies <strong data-start=\"551\" data-end=\"575\">10,197 facilities<\/strong> within areas with a possibility of flooding every 500 years, although recent events show that this frequency has already been surpassed. <strong>Extreme rains<\/strong>, increasingly frequent and intense, are turning vast regions of the country into <strong>vulnerable scenarios<\/strong>.<\/p>\n<p data-start=\"848\" data-end=\"1142\">Of this total, <strong data-start=\"865\" data-end=\"899\">71% present a very serious risk<\/strong>, 13% serious, and 16% mild. The study focused on <strong>4,340 essential infrastructures<\/strong>, classified into six categories: vulnerable populations, state security, health, environmental security, basic services and industry, and transportation.<\/p>\n<p data-start=\"1144\" data-end=\"1456\"><strong data-start=\"1144\" data-end=\"1173\">Catalonia concentrates 37%<\/strong> of the <strong>most threatened facilities<\/strong>, followed by Galicia, the Basque Country, Andalusia, Castile and Le\u00f3n, Murcia, the Valencian Community, and Aragon. These figures reflect the magnitude of the risk and the urgent need to implement adaptation strategies in the face of the <strong>impacts of climate change<\/strong>.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\" wp-image-122234\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/bajo-el-agua-300x200.jpeg.webp.webp\" alt=\"Spain, under water: floods affected several of its cities. Photo: AP News.<br \/>\nCities at risk: the challenge of a flooding country<\/p>\n<p data-start=\"1527\" data-end=\"1897\">The most vulnerable areas include <strong data-start=\"1562\" data-end=\"1592\">420 nursing homes<\/strong>, <strong data-start=\"1594\" data-end=\"1612\">1,126 schools<\/strong>, and <strong data-start=\"1615\" data-end=\"1643\">232 kindergartens<\/strong>, located within high-risk zones. Added to these are campsites, health centers, barracks, treatment plants, and electrical substations. This exposure jeopardizes not only essential services but also the lives of the most fragile populations.<\/p>\n<p data-start=\"1899\" data-end=\"2262\">In the area of state security, the report notes <strong data-start=\"1958\" data-end=\"1984\">51 fire stations<\/strong>, <strong data-start=\"1986\" data-end=\"2023\">116 Civil Guard barracks<\/strong>, and <strong data-start=\"2026\" data-end=\"2044\">114 police stations<\/strong> at risk of flooding. In health, there are <strong data-start=\"2096\" data-end=\"2114\">112 hospitals<\/strong> and <strong data-start=\"2117\" data-end=\"2138\">3 medical centers<\/strong>, while in environmental security there are <strong data-start=\"2180\" data-end=\"2199\">375 treatment plants<\/strong>, <strong data-start=\"2201\" data-end=\"2233\">82 radioactive facilities<\/strong>, and <strong data-start=\"2236\" data-end=\"2259\">77 chemical plants<\/strong>.<\/p>\n<p data-start=\"2264\" data-end=\"2587\">Energy and water infrastructures are also compromised: <strong data-start=\"2332\" data-end=\"2364\">415 electrical substations<\/strong>, <strong data-start=\"2366\" data-end=\"2411\">282 supply and sanitation networks<\/strong>, and <strong data-start=\"2415\" data-end=\"2433\">455 industries<\/strong> are within potentially floodable areas. In transportation, there are <strong data-start=\"2502\" data-end=\"2535\">262 critical infrastructures<\/strong>, including stations, roads, and airports.<\/p>\n<p>Factors aggravating urban floods<\/p>\n<p data-start=\"2647\" data-end=\"3023\">Floods in Spain are not only a consequence of increased extreme rains. <strong data-start=\"2735\" data-end=\"2765\">Uncontrolled urbanization<\/strong>, <strong data-start=\"2770\" data-end=\"2791\">soil sealing<\/strong>, and the <strong data-start=\"2797\" data-end=\"2825\">lack of natural drainage<\/strong> amplify the impact of rainfall. Cities replaced permeable soil with asphalt and cement, preventing water from seeping in and causing runoff to accumulate.<\/p>\n<p data-start=\"3025\" data-end=\"3339\">Added to this is the <strong data-start=\"3043\" data-end=\"3079\">loss of natural ecosystems<\/strong> like <strong>wetlands, marshes, and secondary channels<\/strong>, which historically functioned as natural sponges. Deforestation and excessive river channeling reduce their capacity to cushion floods, increasing the risk of overflows in urban areas.<\/p>\n<p data-start=\"3341\" data-end=\"3729\">The <strong data-start=\"3344\" data-end=\"3364\">climate change<\/strong> intensifies this scenario. Torrential rains are now shorter but more violent, and they combine with <strong>drier summers<\/strong> that harden the soils, reducing their absorption capacity. In recent events, such as the 2024 DANA in Valencia, more than <strong data-start=\"3638\" data-end=\"3670\">16,000 additional hectares<\/strong> overflowed, showing that forecasting models are no longer sufficient.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-122236\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/bajo-el-agua-2-300x169.jpg.webp.webp\" alt=\"Spain, under water: floods affected several of its cities. Photo: AP News.<br \/>\nUrgent solutions for resilient planning<\/p>\n<p data-start=\"3797\" data-end=\"4202\">The Observatory proposes creating <strong data-start=\"3827\" data-end=\"3858\">early warning systems<\/strong>, implementing a <strong data-start=\"3876\" data-end=\"3913\">flood risk label<\/strong> on public and private infrastructures, and <strong data-start=\"3957\" data-end=\"3991\">prohibiting new constructions<\/strong> in vulnerable areas. It also recommends <strong data-start=\"4033\" data-end=\"4068\">reviewing urban plans<\/strong>, incorporating <strong data-start=\"4081\" data-end=\"4120\">nature-based solutions<\/strong>, and <strong data-start=\"4123\" data-end=\"4164\">adapting critical infrastructures<\/strong> to new climate scenarios.<\/p>\n<p data-start=\"4204\" data-end=\"4530\">Among the most effective measures are the <strong data-start=\"4250\" data-end=\"4279\">restoration of wetlands<\/strong>, the <strong data-start=\"4284\" data-end=\"4326\">reforestation of watersheds<\/strong>, and the construction of <strong data-start=\"4348\" data-end=\"4375\">urban green spaces<\/strong> capable of absorbing rainwater. These natural solutions reduce the risk of floods and improve air quality and local biodiversity.<\/p>\n<p data-start=\"4532\" data-end=\"4932\" data-is-last-node=\"\" data-is-only-node=\"\">The report concludes that <strong>floods<\/strong> should no longer be <strong><a href=\"https:\/\/noticiasambientales.com\/medio-ambiente\/colapso-y-alarma-inundaciones-de-glaciar-cerca-de-la-capital-de-alaska-baten-records-y-fuerzan-evacuaciones-de-vecinos\/\" target=\"_blank\" rel=\"noopener\">considered exceptional phenomena<\/a><\/strong>, but rather a <strong data-start=\"4632\" data-end=\"4656\">structural reality<\/strong>. Protecting life, essential services, and the environment requires a new urban culture based on <strong data-start=\"4765\" data-end=\"4833\">resilience, sustainable planning, and climate justice<\/strong>.
