In the past few weeks the Russians have ramped up drone and missile attacks on Ukrainian cities, their soldiers are mounting a renewed offensive aimed at creating a breakthrough in the east and <a href=\"https:\/\/www.economist.com\/europe\/2025\/04\/16\/power-is-being-monopolised-in-ukraine\" target=\"_blank\" rel=\"noopener\">Volodymyr Zelensky<\/a>, Ukraine\u2019s president, is coming under intense American pressure to <a href=\"https:\/\/www.economist.com\/europe\/2025\/04\/15\/trumps-ukraine-ceasefire-is-slipping-away\" target=\"_blank\" rel=\"noopener\">sign up to a peace plan<\/a> that looks much more favourable to Russia than to Ukraine. On April 25th Donald Trump\u2019s envoy, Steve Witkoff, met Vladimir Putin in Moscow for talks that Mr Trump later described as having reached agreement on \u201cmost of the major points\u201d.
