From Saturday, November 1 <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.mylondon.news\/all-about\/hammersmith-and-fulham\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Hammersmith and Fulham<\/a> will be amending some of the Fixed Penalty Notices (FPNs) issued by its Law Enforcement Team, with charges for graffiti and flyposting also among those to rise.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">The changes follow <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.mylondon.news\/news\/west-london-news\/fly-tipping-littering-hammersmith-fulham-29293072\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">a series of hikes agreed by the council\u2019s Cabinet last year<\/a>, which was the first time the charges had been raised since December 2017. At that meeting Conservative councillor Adronie Alford told the Labour Cabinet members while she had no problem with the increases per se she was concerned about residents receiving FPNs due to rubbish being left by refuse collectors.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">\u201cI don\u2019t really want to get a fixed penalty, and I don\u2019t really want any of my residents to get a fixed penalty because of something that hasn\u2019t been caused by a resident but has regretfully been caused by the failure of our operatives,\u201d she said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">Cllr Stephen Cowan, Leader of the Council, said he had also previously been frustrated by waste left by collectors though that performance had improved under the contract with Veolia. <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/democracy.lbhf.gov.uk\/ieDecisionDetails.aspx?ID=5042\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">The latest amendments<\/a>, which have been agreed by the Cabinet member for Social Inclusion and Community Safety, Cllr Rebecca Harvey, list several offences for which the FPNs have been increased.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">Namely:<\/p>\n<ul class=\"UnorderedList_unordered-list__gzblI\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"unordered-list\" publication=\"getwestlondon\">\n<li class=\"sc-700e1ff3-0 VljCu\">Littering is going up from \u00a3150, with an early repayment amount of \u00a3100, to \u00a3250, or \u00a3200 if paid early<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Graffiti and flyposting is going from \u00a3100 to \u00a3500, or \u00a3250 if paid early<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Household Duty of Care breaches going from \u00a3400, with an early repayment amount of \u00a3250, to \u00a3600 or \u00a3300 if paid early<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Commercial waste receptacle breaches going from \u00a3110 to \u00a3150<\/li>\n<\/ul>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">A change has also been agreed to fly-tipping, which attracts a \u00a31,000 FPN after last year\u2019s decision. Following a review it was proposed, and has since been approved, that fly-tipping should only be applied to rubbish dumped in public spaces that is not part of the regular household waste collection<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">This may include the likes of bulky items, such as mattresses and furniture. For normal household waste not put out at the correct times for collection will instead be dealt with as a littering offence.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">According to the decision paper: \u201cThis balanced approach to enforcement aims to ensure streets remain clear of waste for the maximum amount of time, whilst not being overly burdensome.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">On the financial impact, council officers wrote: \u201cThe level of income from the proposed amendments cannot be predicted but will be closely monitored as fines are issued. All funds collected from the FPNs will be used to contribute towards the costs of removing litter and fly tipping and the costs of enforcement.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\">\u201cAny costs associated with implementing these amendments and setting of the new FPNs will be contained within the existing Law Enforcement Team revenue budget for 2025\/26.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"getwestlondon\"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.mylondon.news\/all-about\/hammersmith\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Hammersmith<\/a> and Fulham Council\u2019s FPNs appear to be roughly in-line with other nearby local authorities. Kensington and Chelsea Council, for example, charges \u00a3300 for littering, fly-posting and graffiti offences.
