money from the developer is expected to go towards a new school(Image: Persimmon Homes)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">More than \u00a31.7m was received by Rhondda Cynon Taf Council through developments last year to go towards <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/news\/wales-news\/important-new-details-released-llanharan-32579112\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">improving local infrastructure.<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">The council\u2019s annual community infrastructure levy (CIL) monitoring report showed that <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/all-about\/rhondda-cynon-taf-council\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">RCT Council <\/a>brought in \u00a31.75m in 2024\/2025 and of this, 80% was classed as \u201cstrategic\u201d to be spent on the council\u2019s regulation 123 list which is a list containing infrastructure projects that are fully or partly funded by CIL.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">This money is paid by developers towards the cost of extra infrastructure developments might create a need for, such as schools and roundabouts.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">The amount of strategic CIL income received in 2024\/2025 was \u00a31.24m and the amount of strategic income <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/news\/local-news\/money-rct-council-received-developers-27947529\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">brought forward from 2023\/2024 was \u00a31.89m.<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">There was no strategic income spent in 2024\/2025 so the balance of strategic CIL income carried forward to 2025\/2026 was \u00a33.13m<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Of the total CIL income, 15% is classed as \u201clocal\u201d and so is passed on to town and community councils where developments have taken place.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Local CIL income received in 2024\/2025 was \u00a3386,716.33.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">RCT has 12 community or town council areas, which are: Gilfach Goch, Hirwaun, Llanharan, Llanharry, Llantrisant, Llantwit Fardre, Pontyclun, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/all-about\/pontypridd\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Pontypridd<\/a>, Rhigos, Taffs Well, Tonyrefail, and Ynysybwl.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Local CIL income received between April 1, 2024, and September 30, 2024, was \u00a3114,175.81 which was passed to the relevant town or community councils in October, 2024.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Local CIL (15%) income received between October 1, 2024, and March 31, 2025, was \u00a3272,540.52.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">This was passed on to the relevant town or community councils in April, 2025.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">The balance for areas where there is no town or community council as at 2024\/2025 was \u00a38,478.82.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Llanharan Community Council payments brought forward from 2023\/2024 (\u00a3143,086.77 and \u00a3153,860.57) were released in May, 2024. publication=\"walesonline\">Pontyclun Community Council payments brought forward from 2023\/2024 (\u00a354,789.60 and \u00a323,625.15) were released in May, 2024.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Of the total income, 5% is administrative income and the amount of this received in 2024\/2025 was \u00a3128,522.90.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">Administrative income brought forward from 2023\/2024 was \u00a3255,562.13 with \u00a360,000 being spent in 2024\/2025 so the balance of administration income carried forward to 2025\/2026 was \u00a3324,085.03.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">One change is proposed to the regulation 123 list which is to remove new or additional education provision to serve Trane Farm, Tonyrefail, as the development is no longer taking place.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"walesonline\">The rest of the list is set to remain unaltered and includes:<\/p>\n<ul class=\"UnorderedList_unordered-list__gzblI\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"unordered-list\" publication=\"walesonline\">\n<li class=\"sc-700e1ff3-0 VljCu\">New or additional education provision to serve the land at Mwyndy\/Talbot Green<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">New or additional education provision at the former opencast site north of the A473, Llanilid<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Provision of the A473\/A4119 Talbot Green to Ynysmaerdy relief road<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">A4119\/A4093 roundabout, Tonyrefail \u2013 signalised junction and active travel improvements<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Llanharan Sustainable Transport Corridor<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Cynon Gateway North<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">South Coed Ely link dualling \u2013 upgrade the A4119 between Talbot Green and Coedely to dual carriageway standard<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">A4119 Castell Mynach signalised junction<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Talbot Green to Bridgend CBC via Llanharan \u2013 construction of new activetravel routes.<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Trefforest Industrial Estate \u2013 construction of new active travel routes<\/li>\n<li class=\"sc-700e1ff3-0 VljCu\">Trefforest Industrial Estate
