It breaks a weeks-long absence of Lavrov from the public sphere after the collapse of attempts to stage a Putin-Trump summit in Hungary. Speaking to Russia\u2019s Ria state news agency, Lavrov signalled there was no change in Moscow\u2019s maximalist demands for Ukraine\u2019s capitulation. He said peace could not be achieved without \u201ctaking Russian interests into account\u201d.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">Lavrov appeared to be contradicted by the Kremlin after the reappearing foreign minister said work had begun on <strong>Vladimir Putin\u2019s order to prepare plans for a possible Russian nuclear test<\/strong>. Putin ordered officials to study the possibility of resuming nuclear testing after Donald Trump\u2019s statements that the US would begin immediately to <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/29\/trump-pentagon-us-nuclear-weapons\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">match nuclear tests by China and Russia<\/a> \u2013 even though, like the US, neither is known to have exploded a nuclear bomb since the 1990s. On Sunday, Kremlin spokesman Dmitry Peskov said: \u201cPutin has repeatedly said that Russia is committed to its obligation to end nuclear tests, and that we have no intention [of conducting them].\u201d Putin has said Russia would not conduct a nuclear test unless the US did so first.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Ukrainian strikes disrupted power and heating to Voronezh and Belgorod \u2013 large Russian cities near the Ukrainian border<\/strong>, Russian officials reported on Sunday. In Voronezh, home to just over a million people, a drone started a fire at an energy facility, said the area\u2019s governor. Russian and Ukrainian news channels on Telegram said the <strong>Voronezh strike targeted a thermal power plant<\/strong>.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">A missile strike late on Saturday affected <strong>about 20,000 Belgorod households, said the local governor, Vyacheslav Gladkov, who declared the \u201celectricity and heating supply network has suffered severe damage\u201d<\/strong>. In the western Kursk region, \u201ca fire broke out at one of the power plants in the village of Korenevo\u201d, cutting power to 10 localities, said the governor, Alexander Khinshtein.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Ukrainian crews scrambled on Sunday to repair damage caused by one of the most <a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/09\/ukraine-facing-widespread-power-cuts-after-generating-capacity-reduced-to-zero-by-russian-attacks\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">devastating Russian attacks on Ukraine\u2019s energy infrastructure<\/a><\/strong>, Volodymyr Zelensky said. \u201cAlthough the situation is difficult, thousands of people are involved in stabilising the system and repairing the damage,\u201d Ukraine\u2019s president said. The situation was most difficult in the north-eastern regions of Kharkiv and Sumy.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Russia has switched tactics, simultaneously striking generation facilities as well as power transmission and distribution systems<\/strong>, said deputy Ukrainian energy minister Artem Nekrasov. \u201cThis complicates the prompt restoration of normal power supply and the normal operation of the energy system.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">In the <strong>central region of Poltava, one of the areas most affected, power was mostly restored on Sunday<\/strong> but damaged equipment left parts of its main city still in the dark, local authorities said. Ukraine\u2019s energy minister, Svitlana Grynchuk, said the wave of attacks, which killed four people, marked \u201cone of the most difficult nights\u201d for Ukrainian energy since the Russian invasion began in February 2022.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">In an <strong>exclusive interview, Volodymyr Zelenskyy<\/strong> <a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/09\/volodymyr-zelenskyy-why-should-i-be-afraid-donald-trump\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">told the Guardian\u2019s Luke Harding<\/a> that \u201ceveryone in the world\u201d was afraid of Trump. Asked if that applied to him as well, Ukraine\u2019s president said: \u201cNo \u2026 we are not enemies with America. We are friends. So why should we be afraid? \u2026 Trump was elected by his people. We have to respect the choice made by the American people, just as I am elected by my people.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Zelenskyy credited King Charles with a crucial behind-the-scenes role<\/strong> in encouraging the US president to support Ukraine more enthusiastically. During a <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/18\/trump-lauds-special-relationship-between-uk-and-us-as-historic-second-state-visit-sees-thousands-protest\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">state visit to the UK in September<\/a>, Trump held a one-on-one meeting with the king. \u201cI don\u2019t know all the details but I understand His Majesty sent some important signals to President Trump,\u201d Zelenskyy said. He said Trump respected the king and considered him to be \u201cvery important\u201d, a genuine compliment not extended \u2013 he thought \u2013 to very \u201cmany people\u201d. \u201cHis Majesty is very sensitive to our people. Maybe sensitive is not the right word. He\u2019s very supportive.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">In recent days Russian troops have <a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/05\/russian-forces-appear-to-tighten-grip-on-strategic-city-of-pokrovsk\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">captured most of the <\/a><strong><a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/05\/russian-forces-appear-to-tighten-grip-on-strategic-city-of-pokrovsk\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">eastern city of Pokrovsk<\/a>, after a<\/strong> <strong>long and bloody campaign<\/strong>. Zelenskyy said Moscow had thrown enormous forces into its operation \u2013 \u201c170,000 men\u201d \u2013 with the war at its fiercest and most brutal in Donetsk province, Putin\u2019s main objective. \u201cThat\u2019s the whole story. <strong>There is no [Russian] success there. And many casualties<\/strong>,\u201d he said.
