Manchester council has made a promise to motorists after a new report revealed how much parking fines earned last year.<\/p>\n

The authority collected \u00a323.7m in fines last year, and earned another \u00a316.8m from the start of this financial year to the end of September.<\/p>\n

A new report said 600,153 parking penalties were issued by council officers last year, or more than one every minute.<\/p>\n

Last year\u2019s revenue was used to pay for enforcing parking rules, with the \u00a38.4m surplus paid into a reserve, the report added.<\/p>\n

And Coun Richard Kilpatrick, who represents West Didsbury<\/a>, said the \u2018not insignificant\u2019 \u00a316.8m takings so far this year should be reinvested into the city\u2019s roads.<\/p>\n

\u201cResidents have things they want fixed and they are told there\u2019s no money,\u201d he told the council\u2019s resource scrutiny committee.<\/p>\n

\u201cIt says \u00a37.1m [was expected to] go to the reserve. It should be that there is a mechanism to reinvest that into the highway. It\u2019s important for residents.<\/p>\n

That led a top council officer to make a promise to motorists. City treasurer Tom Wilkinson said: \u201cIdeally we would not get any fines income because everyone is compliant.<\/p>\n

\u201cIf we were budgeting that we would get any fines income, that would be unethical. So any surplus is put into reserves.<\/p>\n

\u201cThat can be drawn down to highways improvements. It\u2019s recycled, 100pc, as required by statute.\u201d<\/p>\n

The largest category of parking fines were for \u2018on-street- infringement, with 215,385 fines issued, with 14,544 being cancelled after an appeal.<\/p>\n

Another major category was breaches of residents\u2019 parking schemes, with 119,081 penalties, although 5,610 were cancelled after an appeal.<\/p>\n

The 177,000 bus lane fines was \u2018a reduction\u2019, the report said, due to the \u2018Bridge Street Bus Gate stabilising\u2019 and drivers getting used to the new rule. Last year, Manchester council secured powers to police \u2018moving traffic offences\u2019 at six junctions, and the authority handed out 47,000 fines for breaking rules like entering a yellow box when prohibited.<\/p>\n
