{"id":563823,"date":"2025-11-11T15:23:19","date_gmt":"2025-11-11T15:23:19","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/563823\/"},"modified":"2025-11-11T15:23:19","modified_gmt":"2025-11-11T15:23:19","slug":"suspect-arrested-in-romania-for-attempt-to-bribe-minister-in-ukraine-arms-purchase","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/563823\/","title":{"rendered":"Suspect Arrested In Romania For Attempt To Bribe Minister In Ukraine Arms Purchase"},"content":{"rendered":"<p>Authorities in Romania have arrested a former senator for allegedly attempting to offer a 1 million-euro ($1.16 million) bribe to the country\u2019s defense minister to facilitate an arms deal that could be fraudulently financed by a European Union program.<\/p>\n<p>The deal in question was convoluted: to purchase Russian-made shells in Kazakhstan, import them to Romania, refurbish and relabel them as Romanian shells, then sell them on to Ukraine via an intermediary in Bulgaria.<\/p>\n<p>The idea was to create a scheme for future business that might obtain funds from the EU\u2019s <a href=\"https:\/\/www.rferl.org\/a\/europe-ukraine-aid-us-funding-freeze-nato-defense-jozwiak\/33335955.html\" target=\"_blank\" class=\"wsw__a\" dir=\"ltr\" rel=\"noopener\"><strong>Rearm Europe<\/strong><\/a> program, launched in March to support weapons manufacturing in the 27-nation bloc. The Russian-type shells are widely used in Ukraine but not produced in EU countries.<\/p>\n<p><a href=\"https:\/\/romania.europalibera.org\/a\/dosarul-mita-pentru-ministrul-apararii-o-retea-vrea-munitie-ruseasca-pentru-ucraina-pe-banii-ue-berceanu-mi-au-oferit-10-mil-de-euro\/33586230.html\" target=\"_blank\" class=\"wsw__a\" dir=\"ltr\" rel=\"noopener\"><strong>RFE\/RL\u2019s Romanian Service<\/strong><\/a> has spoken to two key figures in the case. <\/p>\n<p>One described being approached by former Senator Marius Ovidiu Isaila, another by a Bulgarian businessman called Roman Ivanov Angelov.<\/p>\n<p>In early October, Angelov allegedly led a delegation that approached the head of Romtehnica, an arms trading company that represents the Romanian Defense Ministry, seeking to make use of its contacts in Kazakhstan.<\/p>\n<p><strong>A &#8216;Suspicious&#8217; Offer<\/strong><\/p>\n<p>&#8220;They proposed a deal to me,\u201d Romtehnica chief Razvan Mincu told RFE\/RL. \u201cWe would take ammunition from Kazakhstan and resell it to them.\u201d <\/p>\n<p>But Mincu said the offer looked \u201csuspicious\u201d and that he rejected the proposals.<\/p>\n<p>According to a report by Romanian prosecutors, Isaila approached an intermediary to try to bribe Defense Minister Ionut Mosteanu to facilitate the deal.<\/p>\n<p>RFE\/RL has spoken to the intermediary, politician Octavian Berceanu, who turned whistleblower and made 17 undercover recordings for law enforcement of his meetings with Isaila.<\/p>\n<p>&#8220;This is about a group that wants to bring Russian or Russian-type ammunition to Romania, which it can then export to Bulgaria and from there to Ukraine. All (purchased) with European Union money,&#8221; he said.<\/p>\n<p>&#8220;They offered me 10 million euros ($11.57 million) to be part of this group. That&#8217;s the method, they offer impressive sums to politicians to co-opt them.<strong>&#8220;<\/strong><\/p>\n<p>Isaila\u2019s statements in transcripts of recordings made by Berceanu, published on November 10 by Romanian website <a href=\"https:\/\/www.gandul.ro\/exclusiv\/gandul-publica-interceptari-spectaculoase-din-dosarul-de-coruptie-mita-la-mapn-senatorul-arestat-marius-isaila-in-discutii-monitorizate-de-dna-cu-octavian-berceanu-despre-ionut-mos-20700151\" class=\"wsw__a\" dir=\"ltr\" target=\"_blank\" rel=\"noopener\"><strong>Gandul<\/strong><\/a>, suggest he was working with others \u2013 often referring to \u201cus\u201d and hinting at large amounts of money and political influence.<\/p>\n<p>At one point, he is quoted as saying: \u201cI am the one opening the door! And I open the door for you: NATO, US Embassy, Germany.\u201d<\/p>\n<p>In another exchange, he is quoted as telling Berceanu: &#8220;Tell me how much you need, and in the evening&#8230;in 24 hours, you have all the money.\u201d<\/p>\n<p>Isaila is also quoted describing how the scheme will work. \u201cWe buy [shells] from Kazakhstan, we disassemble them ourselves, we bring them disassembled here\u2026reassemble them, paint them, arrange them, and the Romanian state sells them.\u201d<\/p>\n<p><strong>&#8216;Billionaires Overnight&#8217;<\/strong><\/p>\n<p>In the transcripts, Isaila also suggests that a similar scheme was already carried out in Albania, making those involved \u201cbillionaires overnight.\u201d The Albanian Defense Ministry and anti-corruption authority did not respond immediately to RFE\/RL inquiries.<\/p>\n<p>Defense Minister Mosteanu posted on social media that \u201ca person tried to buy my influence with one million euros to facilitate a contract with Romtehnica. I categorically refused any meeting with that person.\u201d<\/p>\n<p>While Isaila has been placed in detention for 30 days, Bulgarian businessman Roman Angelov\u2019s whereabouts are unknown. <a href=\"https:\/\/www.svobodnaevropa.bg\/a\/33587331.html\" target=\"_blank\" class=\"wsw__a\" dir=\"ltr\" rel=\"noopener\"><strong>Angelov<\/strong><\/a> is the sole shareholder of a company called Sofia Arm Tech, that received a license for international arms trading last year.<\/p>\n<p>Prior to that, the company did not list any activity in documents it submitted to Bulgaria\u2019s commercial register after being established in 2020.
