Vladimir Putin and\u00a0Kassym-Jomart<br \/>\nTokayev signed the\u00a0Declaration on\u00a0the\u00a0Transition of\u00a0Interstate Relations between<br \/>\nthe\u00a0Russian Federation and\u00a0the\u00a0Republic of\u00a0Kazakhstan to\u00a0the\u00a0Level of\u00a0Comprehensive<br \/>\nStrategic Partnership and\u00a0Alliance.<\/p>\n<p>* * *<\/p>\n<p><b>President of\u00a0Russia Vladimir Putin<\/b>: Mr President, ladies and\u00a0gentlemen, friends,<\/p>\n<p>We are delighted to\u00a0welcome in\u00a0the\u00a0Kremlin the\u00a0President of\u00a0the\u00a0Republic of\u00a0Kazakhstan who is in\u00a0Russia on\u00a0a\u00a0state visit.<\/p>\n<p>Our talks were held in\u00a0a\u00a0business-like and\u00a0constructive atmosphere and\u00a0yielded tangible results which is<br \/>\nfully consistent with the\u00a0truly friendly and\u00a0neighbourly relations between<br \/>\nRussia and\u00a0Kazakhstan. We had a\u00a0detailed discussion on\u00a0bilateral cooperation in\u00a0all its aspects, and\u00a0shared views on\u00a0pressing regional and\u00a0international<br \/>\nmatters.<\/p>\n<p>The\u00a0key outcome of\u00a0the\u00a0visit is the\u00a0declaration on\u00a0the\u00a0transition of\u00a0relations between Russia and\u00a0Kazakhstan to\u00a0an\u00a0entirely new and\u00a0more advanced level of\u00a0comprehensive strategic partnership and\u00a0alliance. Also, an\u00a0extensive package of\u00a0intergovernmental and\u00a0interagency<br \/>\nagreements and\u00a0memorandums was signed laying out specific long-term provisions<br \/>\nfor\u00a0joint effort in\u00a0terms of\u00a0security policy, trade, investment, culture and\u00a0humanitarian affairs.<\/p>\n<p>Obviously, economic ties were a\u00a0priority of\u00a0these talks. Last year, trade reached US$28.7 billion, which<br \/>\naccounts for\u00a0a\u00a0fifth of\u00a0Kazakhstan\u2019s foreign trade.<\/p>\n<p>For\u00a0Russia, Kazakhstan is one of\u00a0the\u00a0biggest trade partners within the\u00a0Commonwealth of\u00a0Independent States and\u00a0across<br \/>\nthe\u00a0Eurasian space in\u00a0general. Moreover, our mutual trade is structured in\u00a0a\u00a0way that enables us to\u00a0constantly diversify it by\u00a0increasing the\u00a0share of\u00a0non-primary goods. As\u00a0for\u00a0the\u00a0share of\u00a0national currencies<br \/>\nin\u00a0our mutual settlements, it already exceeds 96 percent, which enables us to\u00a0make<br \/>\nour business transactions immune to\u00a0negative external impacts, including political<br \/>\nfactors.<\/p>\n<p>Russia is a\u00a0leading investor in\u00a0Kazakhstan, with<br \/>\ncumulative capital investments totalling approximately US$10 billion. Over<br \/>\n17,000 enterprises with Russian participation operate on\u00a0the\u00a0Kazakhstani<br \/>\nmarket, and\u00a0the\u00a0two countries are implementing around 70 major joint projects<br \/>\nacross all key sectors of\u00a0Kazakhstan\u2019s economy.<\/p>\n<p>Bilateral energy cooperation is steadily<br \/>\nadvancing. The\u00a0majority of\u00a0Kazakhstan\u2019s oil exports transit through Russia,<br \/>\nwhile Russian oil is shipped via Kazakhstan to\u00a0markets in\u00a0Asia. <\/p>\n<p>In\u00a0turn, Russia imports Kazakhstan\u2019s coal, and\u00a0the\u00a0two nations have established mutual electricity supplies. Russia is also<br \/>\nparticipating in\u00a0modernising thermal and\u00a0hydroelectric power facilities in\u00a0Kazakhstan.<\/p>\n<p>I\u00a0should note that for\u00a0many years, Gazprom has<br \/>\nbeen stably supplying gas to\u00a0consumers in\u00a0Kazakhstan. Currently, opportunities<br \/>\nare being explored to\u00a0expand these supplies, particularly to\u00a0the\u00a0northern and\u00a0eastern regions where Kazakhstan\u2019s major industrial capacities are<br \/>\nconcentrated.<\/p>\n<p>Companies from both countries are successfully<br \/>\ncollaborating on\u00a0projects in\u00a0the\u00a0automotive industry, agriculture, agricultural<br \/>\nengineering, and\u00a0mineral fertiliser production. There are also plans under<br \/>\ndiscussion to\u00a0step up cooperation in\u00a0the\u00a0chemical industry and\u00a0rare earth<br \/>\nmining.<\/p>\n<p>Russia and\u00a0Kazakhstan are connected by\u00a0a\u00a0network of\u00a0key Eurasian transport routes. Our countries are working to\u00a0increase<br \/>\nthe\u00a0capacity of\u00a0automobile border crossings, while freight traffic by\u00a0air and\u00a0water is expanding, including across the\u00a0Caspian Sea and\u00a0along the\u00a0Irtysh<br \/>\nRiver. <\/p>\n<p>Significant new prospects are emerging with the\u00a0development of\u00a0the\u00a0International North-South Transport Corridor, which runs<br \/>\nfrom Russia to\u00a0the\u00a0Indian Ocean. The\u00a0eastern branch of\u00a0this route crosses<br \/>\nKazakhstan before connecting to\u00a0Turkmenistan and\u00a0Iran.<\/p>\n<p>Close cooperation continues in\u00a0space research,<br \/>\nincluding the\u00a0joint operation of\u00a0the\u00a0Baikonur space centre. The\u00a0Baiterek<br \/>\nproject, which envisions creating a\u00a0new rocket and\u00a0space complex for\u00a0launches<br \/>\nof\u00a0the\u00a0Russian Soyuz-5 vehicle, is underway, with its first launch expected<br \/>\nbefore the\u00a0end of\u00a0this year.<\/p>\n<p>Regional partnerships significantly contribute<br \/>\nto\u00a0the\u00a0practical development of\u00a0our bilateral ties. The\u00a021st Russia-Kazakhstan<br \/>\nInterregional Cooperation Forum is currently being held in\u00a0Uralsk. President<br \/>\nTokayev and\u00a0I\u00a0have just addressed the\u00a0participants of\u00a0its plenary session via<br \/>\nvideoconference. The\u00a0forum focuses on\u00a0the\u00a0pressing issue of\u00a0training professional,<br \/>\nhighly qualified personnel for\u00a0various economic sectors.
