{"id":566186,"date":"2025-11-12T20:38:16","date_gmt":"2025-11-12T20:38:16","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/566186\/"},"modified":"2025-11-12T20:38:16","modified_gmt":"2025-11-12T20:38:16","slug":"property-experts-urge-rachel-reeves-to-abolish-sin-tax-of-stamp-duty-in-budget-stamp-duty","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/566186\/","title":{"rendered":"Property experts urge Rachel Reeves to abolish \u2018sin tax\u2019 of stamp duty in budget | Stamp duty"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Rachel Reeves has been urged to abolish the \u201csin tax\u201d of stamp duty in the budget by property experts including TV presenter Kirstie Allsopp, as the chancellor faced calls to replace it with an annual property tax.<\/p>\n<p class=\"dcr-130mj7b\">Allsopp, presenter of Channel 4 property shows including Location, Location, Location, said \u201cpeople are in a panic\u201d about potential stamp duty changes, and \u201csitting tight\u201d ahead of the 26 November budget.<\/p>\n<p class=\"dcr-130mj7b\">Speaking to MPs on the Treasury committee, she said: \u201cWe have to be very careful not to see buying property as a sin, because at the moment it\u2019s a sin tax. It\u2019s like cigarettes and alcohol and first-class travel.<\/p>\n<p class=\"dcr-130mj7b\">\u201cYou are actually punished for wanting to buy a more expensive property than the previous one, and that is wrong \u2026 Everybody tells you that it is an economic positive to encourage people to move house.\u201d<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/money\/2025\/aug\/18\/rachel-reeves-stamp-duty-property-tax-council-tax\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">The Treasury is considering a new tax<\/a> on the sale of homes worth more than \u00a3500,000 as a step towards a radical overhaul of stamp duty and council tax, the Guardian revealed in August.<\/p>\n<p class=\"dcr-130mj7b\">The Treasury is also reportedly considering changes to capital gains tax relief on main homes (at the higher end), and a \u201cmansion tax\u201d on more expensive properties.<\/p>\n<p class=\"dcr-130mj7b\">The comments came as <a href=\"https:\/\/www.theguardian.com\/business\/taylorwimpey\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Taylor Wimpey<\/a>, one of the UK\u2019s biggest housebuilders, <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/12\/housebuilder-taylor-wimpey-hit-by-sales-fall-amid-budget-uncertainty\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">reported a drop in sales in the key autumn period<\/a>, and blamed uncertainty in the run-up to the budget for potential buyers holding back purchases.<\/p>\n<p class=\"dcr-130mj7b\">The other experts who were quizzed by the committee also said stamp duty, which is <a href=\"https:\/\/www.gov.uk\/stamp-duty-land-tax\/residential-property-rates\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">levied on property purchases above \u00a3125,000<\/a>, should be abolished.<\/p>\n<p class=\"dcr-130mj7b\">Kate Willis, property taxes technical officer at the Chartered Institute of Taxation, said: \u201cIt\u2019s relatively easy to collect. It\u2019s quite difficult to avoid. It raises revenue. But economists are almost universally agreed that it does distort economic activity.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Richard Donnell, research director at the property website Zoopla, said 40% of first-time buyers looking to buy through Zoopla \u2013 nearly 80% in London \u2013 would pay stamp duty, with an average bill of \u00a316,000 \u2013 about 3% of the value of the property \u2013 \u201cso it\u2019s quite a big hit to them\u201d.<\/p>\n<p>Kirstie Allsopp told the Treasury committee that buying a property shouldn\u2019t be considered a sin. Photograph: House of Commons\/UK Parliament\/PA<\/p>\n<p class=\"dcr-130mj7b\">He added: \u201cYou\u2019re also trapping a lot of people out of home ownership and that puts big pressure on the rental market.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Tim Leunig, director of economics at Public First Consulting and a former adviser to several ministers including Rishi Sunak, said: \u201cEvery single person in the country is a loser from stamp duty land tax because it restricts people from moving. It restricts you from moving to opportunity to get a better job and so on. And as a result, GDP is lower.<\/p>\n<p class=\"dcr-130mj7b\">\u201cTax returns are lower, from income tax, VAT, etc. The people who are the biggest losers are genuinely young people because they move more often.\u201d<\/p>\n<p class=\"dcr-130mj7b\">But he warned that if stamp duty was just abolished, house prices would go up, especially in London.<\/p>\n<p class=\"dcr-130mj7b\">Instead, Leunig has proposed an annual property tax payable by buyers of homes over \u00a3500,000. In a <a href=\"https:\/\/www.ukonward.com\/wp-content\/uploads\/2024\/08\/Onward-A-Fairer-Property-Tax.pdf\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">report for the centre-right thinktank Onward<\/a>, he suggested a 0.54% yearly levy on home value, with a higher rate for any home worth more than \u00a31m.<\/p>\n<p class=\"dcr-130mj7b\">Asked about a mooted mansion tax, for example a levy of 1% on properties worth more than \u00a32m, Allsopp said: \u201cI think there\u2019ll be a lot more properties worth \u00a31.9999m.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Leunig said: \u201cI\u2019m not sure why someone who pays \u00a32m for a house should be taxed more than someone who spends half of that money on a house in the south of France, or on a yacht.
