In total, <a href=\"https:\/\/www.energy-community.org\/Ukraine\/Fund\/overview.html\" target=\"_blank\" rel=\"noopener\">it has mobilized \u20ac1.5 billion<\/a> in donations from Ukraine\u2019s western partners.<\/p>\n<p>Energy Community Director Artur Lorkowski called the scandal \u201cfrustrating.\u201d But at the Vienna-based organization, the corruption \u201crisk is mitigated,\u201d he said, since it retains \u201cfull control\u201d over the coordination, purchase and post-arrival monitoring of the equipment \u2014 with procurement handled by an independent agency in the U.K.<\/p>\n<p>The EBRD, meanwhile, has allocated \u20ac3.1 billion in aid to Ukraine\u2019s energy sector, a bank spokesperson said, around a third of its total support since 2022.
