{"id":577755,"date":"2025-11-18T06:43:27","date_gmt":"2025-11-18T06:43:27","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/577755\/"},"modified":"2025-11-18T06:43:27","modified_gmt":"2025-11-18T06:43:27","slug":"loreal-presses-eu-to-ease-regulatory-burden-on-cosmetics-and-pharma-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/577755\/","title":{"rendered":"L\u2019Or\u00e9al presses EU to ease regulatory burden on cosmetics and pharma \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/loreal\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/loreal\/\">L\u2019Or\u00e9al<\/a> urged the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> to ease what it described as an \u201cever-changing\u201d regulatory burden on business, raising particular concern about new <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> rules that will make the cosmetics and <a href=\"https:\/\/www.irishtimes.com\/tags\/pharma\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pharma\/\">pharmaceutical<\/a> industries pay for water pollution.<\/p>\n<p class=\"c-paragraph paywall \">In a letter to European economy commissioner Valdis Dombrovskis, the French beauty multinational warned that the bloc\u2019s complex rule book was holding back investment and innovation. <\/p>\n<p class=\"c-paragraph paywall \">The company said Europe needed a more \u201cpredictable and proportionate\u201d framework if it was to remain competitive globally.<\/p>\n<p class=\"c-paragraph paywall \">In a January 9th letter, Nicolas Hieronimus, chief executive of L\u2019Or\u00e9al, said Europe needed to \u201cchampion the interests of its industries on the world stage to prevent them falling behind global competition\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The French business executive said European Commission president <a href=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\">Ursula von der Leyen<\/a>\u2019s plan to simplify Brussels\u2019 rules was welcome. <\/p>\n<p class=\"c-paragraph paywall \">\u201cEurope needs a clear, predictable and proportionate regulatory framework, one that enables companies to invest in innovation, and not just ensure continued compliance with ever-changing regulations,\u201d he told Mr Dombrovskis. <\/p>\n<p class=\"c-paragraph paywall \">The long-time Latvian commissioner has been asked to oversee the \u201csimplification\u201d effort by the EU\u2019s executive arm, which has seen the commission propose to pare back various different regulations. <\/p>\n<p class=\"c-paragraph paywall \">In his letter, Mr Hieronimus said the cosmetics industry had \u201cparticular concern\u201d about the EU\u2019s Urban Waste Water Treatment Directive.<\/p>\n<p class=\"c-paragraph paywall \">The recent regulation puts new obligations on EU states to remove harmful micropollutants from urban waste water. The law will make two big polluters, the pharmaceutical and cosmetic industries, pick up most of the tab for the increased cost of waste water treatment in cities. <\/p>\n<p class=\"c-paragraph paywall \">Both sectors have been lobbying against the law, seeking to take advantage of new momentum inside the commission\u2019s Berlaymont headquarters to boost Europe\u2019s economic competitiveness, by cutting back EU red tape.<\/p>\n<p class=\"c-paragraph paywall \">The pharmaceutical industry has pressed Ms von der Leyen\u2019s commission to water down the legislation, asking for <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/09\/25\/pharma-lobbyists-cash-in-on-brussels-red-tape-rampage\/\" rel=\"noopener\" target=\"_blank\">a cap on the financial contributions required of pharma firms<\/a>. The pharma sector is also challenging the law in the EU courts.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/09\/25\/pharma-lobbyists-cash-in-on-brussels-red-tape-rampage\/\" rel=\"noreferrer noopener\" target=\"_blank\">Pharma lobbyists cash in on Brussels red tape rampageOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Cosmetics Europe, an industry body representing Chanel, LVMH, Est\u00e9e Lauder, L\u2019Oreal, Procter &amp; Gamble and Unilever, said the new waste water law would levy a \u201cdisproportionate\u201d financial burden on the sector. <\/p>\n<p class=\"c-paragraph paywall \">In a 9th January letter, John Chave, director general of Cosmetics Europe, asked Mr Dombrovskis to reassess the regulation, which he said was \u201craising great concern for the economic stability and competitiveness of our business\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Mr Chave said estimates of the likely bills companies would have to pay were \u201cextremely high\u201d. It was unfair that the cost of modernising Europe\u2019s urban water treatment plants fell solely on the pharma and cosmetic sectors, he wrote. <\/p>\n<p class=\"c-paragraph paywall \">The correspondence between industry and Mr Dombrovskis was released to The Irish Times following an access-to-information request.<\/p>\n<p class=\"c-paragraph paywall \">Cosmetics Europe complained that \u201cincoherence\u201d across the EU\u2019s vast book of regulations meant companies in the beauty industry were being \u201cforced to divert financial and human resources from innovation to compliance\u201d.<\/p>\n<p class=\"c-paragraph paywall \">That was putting the ability of European businesses to remain economically competitive at risk, Mr Chave wrote. <\/p>\n<p class=\"c-paragraph paywall \">\u201cHistorically, the EU has led the global market for cosmetics, perfumes, and personal care products,\u201d he said.
