On\u00a0the\u00a0occasion of\u00a0your birthday, I\u00a0wish to\u00a0convey my\u00a0heartfelt wishes for\u00a0your
\nhealth, that you may continue this noble service to\u00a0our Motherland with the\u00a0same, if I\u00a0may say, rigorous and\u00a0intense resolve.<\/p>\n

\ncongratulations, and\u00a0most importantly, for\u00a0the\u00a0fact that, with your active
\nparticipation as\u00a0head of\u00a0state, such a\u00a0style and\u00a0model of\u00a0relations between the\u00a0Church and\u00a0the\u00a0state has been established\u00a0\u2013 one that, I\u00a0dare say, would be the\u00a0envy of\u00a0all preceding generations.<\/p>\n
In\u00a0the\u00a0former, tsarist era, the\u00a0Church was not free; it was administered by\u00a0a\u00a0state
\nofficial. In\u00a0Soviet times, we know what happened. Now, for\u00a0the\u00a0first time in\u00a0our
\nlong history, the\u00a0relations between the\u00a0Church and\u00a0the\u00a0state are conducted in\u00a0such a\u00a0manner that no conflicts arise which could, as\u00a0it were, cast a\u00a0shadow
\nover these relations. Furthermore, these relations genuinely serve the\u00a0welfare and\u00a0prosperity of\u00a0our people and\u00a0our beloved Motherland.<\/p>\n
