Months later, the phrase resurfaced, this time from <a href=\"https:\/\/edition.cnn.com\/2025\/10\/09\/politics\/putin-trump-nato-russia-europe-ukraine-war-analysis\" target=\"_blank\" rel=\"noopener\">Germany\u2019s Chancellor Friedrich Merz.<\/a><\/p>\n<p>This happens after 4 years of full-scale war in Ukraine, Russian drones repeatedly entering NATO airspace, including incidents along the Baltic Sea and near Poland\u2019s eastern border, GPS jamming across the Baltic and Nordic regions, and more.<\/p>\n<p>This year marks a shift toward collective action, as Europe addresses the increasing threats. The defense investment across the EU has surged: in 2024, the 27 member states spent about <strong data-start=\"170\" data-end=\"186\">\u20ac343 billion<\/strong>, or roughly 1.9 % of GDP, and this is projected to reach <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/defence-numbers\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">approximately 2.1 % in 2025<\/a>. Moreover, the European Defense Fund <a href=\"https:\/\/defence-industry-space.ec.europa.eu\/eu-defence-industry\/european-defence-fund-edf-official-webpage-european-commission_en?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">has allocated nearly \u20ac7.3 billion<\/a> for 2021-2027 for research and development of defense capabilities.<\/p>\n<p>First close of the largest defense-tech VC fund in Europe<\/p>\n<p>This week, Keen Venture Partners announced the successful first close of its <strong>European defense and security technology fund<\/strong>. The fund has secured <strong>over \u20ac150 million<\/strong>, making it the largest defense-tech venture capital fund in Europe. Keen is now fully operational and actively investing in startups and scale-ups developing defense and security technologies across European NATO member states, reported the fund.<\/p>\n<p data-start=\"762\" data-end=\"994\">Founded in 2016 by <strong data-start=\"781\" data-end=\"803\">Giuseppe Lacerenza<\/strong>, <strong data-start=\"805\" data-end=\"826\">Alexander Ribbink<\/strong>, and <strong data-start=\"832\" data-end=\"851\">Ties Klinkhamer<\/strong>, Keen Venture Partners invests in early-stage European tech companies from its base in Amsterdam.<\/p>\n<p data-start=\"1242\" data-end=\"1672\">Keen typically invests <strong data-start=\"1265\" data-end=\"1304\">\u20ac1\u2013\u20ac8 million from seed to Series B<\/strong>, following a thesis-driven, hands-on approach centered on founder\u2013market fit, defensibility, user-centric design, European scalability, and commercial ambition. Its portfolio includes more than 30 companies, among them Avalor AI (now <strong data-start=\"1539\" data-end=\"1553\">Intelic AI<\/strong>) and <strong data-start=\"1559\" data-end=\"1572\">Perciv AI<\/strong>, supported through a pan-European network of policymakers, military leaders, and industry partners.<\/p>\n<p>Major institutional backing fuels first close<\/p>\n<p>In May 2025, the European Investment Fund (EIF) committed \u20ac40 million to the VC\u2019s new defense and security vehicle, forming the backbone of its first close, which now includes \u20ac40 million from Dutch pension fund PME alongside commitments from TNO (the Netherlands Organisation for Applied Scientific Research), ABN AMRO, and LIOF, the regional development agency for Limburg.<\/p>\n<p data-start=\"2315\" data-end=\"2648\">Keen\u2019s new fund plans to invest <strong data-start=\"2347\" data-end=\"2386\">\u20ac1\u2013\u20ac10 million in over 25 companies<\/strong>, focusing on cybersecurity, autonomous systems, deterrence technologies, and space capabilities.
