{"id":583485,"date":"2025-11-20T23:09:18","date_gmt":"2025-11-20T23:09:18","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/583485\/"},"modified":"2025-11-20T23:09:18","modified_gmt":"2025-11-20T23:09:18","slug":"europe-panics-over-secret-us-russia-peace-plan-for-ukraine","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/583485\/","title":{"rendered":"Europe panics over secret US-Russia peace plan for Ukraine"},"content":{"rendered":"<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-0-NM5O4IYA5JC37FT3TLUJAR76R4\"><a href=\"https:\/\/www.thenationalnews.com\/tags\/europe\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/europe\/\">European<\/a> military leaders have been thrown into a panic over a secret peace plan for <a href=\"https:\/\/www.thenationalnews.com\/tags\/ukraine\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/ukraine\/\">Ukraine<\/a> hatched by <a href=\"https:\/\/www.thenationalnews.com\/tags\/us\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/us\/\">the US<\/a> and <a href=\"https:\/\/www.thenationalnews.com\/tags\/russia\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/russia\/\">Russia<\/a>, alongside US proposals for giving up the leadership of Nato. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-1-XVKWSDRLN5B2HEOALTKIYNPDSI\">Under the 28-point <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/11\/19\/ukraines-volodymyr-zelenskyy-visits-turkey-in-bid-to-revive-peace-talks-with-russia\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/11\/19\/ukraines-volodymyr-zelenskyy-visits-turkey-in-bid-to-revive-peace-talks-with-russia\/\">plan<\/a> allegedly agreed between the US and Russia, Ukraine would be forced to give up weapons and prime defensive territory in Donbas, and halve the size of its armed forces, effectively capitulating to Russia\u2019s demands. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-7BDLGN3AIZHPVK7EHBZ2HSSX3Y\">A leading British military figure has told The National that the proposal\u2019s impact on European security \u201cwould be a disaster\u201d. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-5-2CX62E5KGZBIZMMKOEQPOWNT5Q\">\u201cIt would essentially set the conditions for Russia to come again at Ukraine without any Western European authority or ability to stop that,\u201d said retired General Sir Richard Barrons. \u201cSo Ukraine just remains hostage to Russia.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-7-THNYOU5YPVGFZO7FKI6TDB5G4Y\">Furthermore, the US-Russia proposals make no allowance for any peacekeeping force in a postwar Ukraine, undermining Europe\u2019s \u201ccoalition of the willing\u201d proposal to provide troops. <\/p>\n<p><b>Brussels alarm<\/b><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-10-CRFYB5BZ7FCQTMTE4XKDR62NYM\">The alarm among European foreign ministers came as they assembled for a meeting in Brussels on Thursday. The EU\u2019s foreign affairs chief Kaja Kallas said that \u201cfor any plan to work it needs Ukrainians and Europeans on board\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-J7OFFHWSSBHWROW2PZUH4IS7ME\">\u201cAlso, we have to understand that in this war there is one aggressor and one victim,\u201d she added. \u201cWe haven\u2019t heard of any concessions on the Russian side. I mean, if Russia really wanted peace it could have agreed to an unconditional ceasefire some time ago.\u201d Asked if any Europeans had been part of drafting the US-Russia plan, she responded: \u201cNot that I know of.&#8221;<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-AZPYIPD74RHRBJKYPC4AAYKG4E\">Her view was echoed by France\u2019s Foreign Minister Jean-No\u00ebl Barrot, who bluntly stated: \u201cPeace cannot mean capitulation.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-SME4RPDRUFAAPD5735P3O6X42E\">\u201cThe Ukrainians, who have been heroically resisting Russia&#8217;s uninhibited aggression for over three years now, will always refuse any form of capitulation,\u201d he added. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-14-YAPE6FVWZBETLJW2A3PU3Z3YEU\">Secret talks are reported to have been held between Steve Witkoff, President Donald Trump\u2019s special envoy, and Kirill Dmitriev, an adviser to President Putin, for three days in Florida at the end of October. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-WD7PLPCJZVBU3EYAN4CCZ2SEM4\">Under a 28-point peace plan, they demanded significant concessions from Ukraine, including recognising Russian as an official state language and giving up its stockpile of American weapons, as well as all of the Donbas.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-UDO62GLVHFFRBO747II4FXY5VQ\">Gen Barrons, who was co-author of the UK\u2019s latest defence review, said the plan would \u201ccement in the eyes of everybody that a country like Russia can use force to impose its will on territory\u201d, something that would be a \u201cdeeply disturbing construct\u201d for the neighbouring Baltic and Nordic countries. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-YQRKZBO7BVFD7NQTMSXLN7ZK5E\">He also agreed that the proposals would mean the capitulation of Ukraine. \u201cIt would not exist as a functioning, independent, sovereign state, in anything other than name.\u201d<\/p>\n<p><b>German Nato<\/b><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-6QHIGLDRBFBG3FGUGVFOBG4GN4\">To the consternation of European military and politicians, the US has also suggested that Germany take the lead in Nato while the country has only just starting to rebuild its weakened military. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-21-LO4CXKTTTFHBPHLEO2VGDQ5U3Y\">A German Nato general looked visibly shocked on Tuesday evening when Matthew Whitaker, President Trump\u2019s envoy to the alliance, suggested that the US would prefer Germany to take over the command of Nato forces in Europe.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-22-KP63CFLFFFBRXHJLMHEAC3B2PY\">Mr Whitaker said it was a long-term US goal for Germany to hold the position of supreme allied commander Europe (Saceur), a post consistently held by US generals for almost 75 years, as the continent takes on greater responsibility for its own defence. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-24-IQ6DLKDB7VHTNAKY6HAGMR4QFM\">While Gen Barrons said he considered the German reaction \u201ca bit squirmy\u201d at the thought of underwriting European security, he argued that the country&#8217;s leadership was \u201cinevitable\u201d. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-25-AEE4NCJW6JBOHCFXQ6JDZIG2BA\">Germany will be spending \u20ac377 billion on military equipment, according to a leaked paper, and by 2029 its defence budget will be double the UK\u2019s. \u201cIn five years Germany will be the pre-eminent army in Europe, and the US is saying \u2018we see this coming, and we&#8217;ll be very happy to hand it on&#8217;.&#8221;<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-26-KNDHNASEPZEEHBSQUAL2GOELPM\">He added that the US was disconnecting from underwriting European security because the Second World War ended 80 years ago, and that given Russia\u2019s aggression it was \u201cappropriate that Germany is attaching military and political power to its economic power\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-27-5ECDRZDNGBGRRFHSX5Z3UTTS3M\">\u201cIt&#8217;s the right thing for Germany to do,\u201d he added. \u201cAnd we should be jolly grateful, because neither the UK nor France, given their economic circumstances, are able to sustain the European military lead that they cling to, with one interesting exception, which is nuclear weapons.\u201d<\/p>\n<p><b>Kellogg quits<\/b><\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-30-XG6VPWSGERCC7KJXVQZUGLRONM\">Further concerns for Kyiv came after Gen Keith Kellogg, the US special envoy to Ukraine, stated that he would step down from the post when his 360-day stint ends in January. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-31-IGSY3DNCDVBCVABKUCF5AKORPA\">Gen Barrons said that was unlikely to be a coincidence, given Gen Kellogg\u2019s pro-Kyiv stance, and that proposals \u201care simply an acceptance of Russian war objectives\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-32-SLAOEYIMIRA4LCUDEU43HMNF6U\">President Volodymyr Zelenskyy was expected to be briefed on the plan by the US army secretary, Daniel P Driscoll, who arrived in Kyiv on Wednesday. It held its first session on December 2, 1972, a year to the day after Federation.<br \/>It has 40 members, eight of whom are women. The members represent the UAE population through each of the emirates.
