It is also the third highest borrowing figure for October posted since records began.<\/p>\n<p>In a statement, ONS chief economist Grant Fitzner noted borrowing was down compared to 2024 but warned it was &#8220;still the third-highest October figure on record in cash terms&#8221;.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" id=\"024f7\" data-rm-shortcode-id=\"c41c0e96d2cd4520136340e6f08ca26c\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%201600%20900'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/rachel-reeves-and-october-borrowing-figures.jpg\" width=\"1600\" height=\"900\" alt=\"Rachel Reeves and October borrowing figures\"\/><\/p>\n<p>The Chancellor has been dealt a pre-Budget blow with the latest borrowing figures <\/p>\n<p> | <\/p>\n<p>ONS \/ PA<\/p>\n<p>Treasury Chief Secretary James Murray said next week\u2019s Budget on November 26 would set out how the Chancellor plans to &#8220;cut debt&#8221;.<\/p>\n<p>Mr Murray shared: &#8220;Currently we spend \u00a31 in every \u00a310 of taxpayer money on the interest of our national debt. That money should be going to our schools, hospitals, police and armed forces.<\/p>\n<p>&#8220;That is why we are set to deliver the largest primary deficit reduction in both the G7 and G20 over the next five years \u2013 to get borrowing costs down.<\/p>\n<p>&#8220;At the Budget next week, the Chancellor will set out how we will take the fair choices to deliver on the public\u2019s priorities to cut NHS waiting lists, cut debt and cut the cost of living.&#8221;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" id=\"4efe0\" data-rm-shortcode-id=\"a8679292eb1c41abd64a957175257223\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%20600%20400'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/ons-chart.png\" width=\"600\" height=\"400\" alt=\"ONS chart\"\/><\/p>\n<p>How has Government borrowing changed in recent years? <\/p>\n<p> | <\/p>\n<p>ONS <\/p>\n<p>Shadow Chancellor Sir Mel Stride said: &#8220;Borrowing so far this year has been the highest on record outside the pandemic. If Labour had any backbone, they would control spending to avoid tax rises next week.&#8221;<\/p>\n<p>Despite the Conservatives overseeing record levels of Government borrowing, Mr Stride claimed the Tories had a &#8220;clear plan to control spending, live within our means, and reduce taxes&#8221;.<\/p>\n<p>According to the ONS figures, UK borrowing for the seven months of the financial year to date was \u00a3116.8billion which is \u00a39billion higher than the same period a year ago and \u00a39.9billion above the OBR\u2019s forecasts.<\/p>\n<p>These figures come less than a week before the Chancellor&#8217;s Budget, when Ms Reeves is expected to reveal a raft of measures to help plug a black hole in the UK public finances, estimated at up to \u00a350billion by some economists.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" id=\"2f43b\" data-rm-shortcode-id=\"ea4a32712f7360e1642c002ac4031839\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%201280%20720'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/mel-stride.jpg\" width=\"1280\" height=\"720\" alt=\"Mel Stride\"\/>Sir Mel Stride has criticised the Chancellor&#8217;s track record  | GB News<\/p>\n<p>Professor Joe Nellis, an economic advisor at accountancy firm MHA, shared: &#8220;Despite signs of improving economic momentum in some sectors and a fall in inflation, the UK\u2019s fiscal position remains fragile, shaped by subdued growth, rising welfare pressures, and the ongoing impact of higher interest rates on Government debt servicing.<\/p>\n<p>&#8220;Today\u2019s data show that borrowing for the year has risen compared with the same month last year, driven by a combination of three key factors: weaker-than-expected tax receipts, increased expenditure linked to inflation-indexed benefits, and another sizeable interest bill on index-linked gilts. <\/p>\n<p>&#8220;While the headline numbers stop short of a fiscal shock, they underline the limited room for manoeuvre the Chancellor will have when setting out next week\u2019s Budget measures. This is a sobering reminder of the fiscal reality confronting policymakers. <\/p>\n<p>&#8220;The implications for the Budget are clear.
