Bjoern Seibert, the head of cabinet for European Commission President Ursula von der Leyen, is expected to represent the EU, alongside Pedro Lourtie, the top aide to European Council President Ant\u00f3nio Costa. <\/p>\n<p>Among other points, the Europeans are expected to push Trump\u2019s team to dilute their proposal for handing territory in the Donbas region of eastern Ukraine to Russia. Instead, they want any ceasefire to start from the principle that the conflict will be frozen on the current \u201ccontact line,\u201d but that this would only be to allow talks to begin, not as a final settlement. <\/p>\n<p>Ukraine and its European allies strongly reject the idea that Kyiv should be required to give up land by force. NATO and EU allies worry that such an outcome <a href=\"https:\/\/www.politico.eu\/article\/europe-donald-trump-kaja-kallas-diplomat-ukraine-war-moscow-russia-peace\/\" target=\"_blank\" rel=\"noopener\">would simply encourage Russian leader Vladimir Putin<\/a> to expand his territorial ambitions and attack them next.<\/p>\n<p>More work needed<\/p>\n<p>On Saturday, more than a dozen leaders \u2014 including Germany\u2019s Friedrich Merz, France\u2019s Emmanuel Macron, the U.K.\u2019s Keir Starmer, the EU\u2019s von der Leyen, Finland\u2019s Alexander Stubb and Canada\u2019s Mark Carney \u2014 met for an urgent discussion at the G20 summit in Johannesburg to coordinate their response to Trump\u2019s plan with Ukrainian President Volodymyr Zelenskyy.<\/p>\n<p>\u201cThe draft is a basis which\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/11\/22\/leaders-statement-on-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">will require additional work<\/a>,\u201d the leaders said in a\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/11\/22\/leaders-statement-on-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">joint statement<\/a>\u00a0afterwards. \u00a0\u201cWe are clear on the principle that borders must not be changed by force. We are also concerned by the proposed limitations on Ukraine\u2019s armed forces, which would\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/11\/22\/leaders-statement-on-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">leave Ukraine vulnerable to future attack<\/a>.\u201d<\/p>\n<p>The leaders are seeking to reassure Zelenskyy that they will stick by his side even if Trump does not. And their statement hinted at their displeasure at parts of the U.S. proposals that affect the EU and NATO, saying any such provisions would require proper \u201cconsent\u201d from these bodies.<\/p>\n","protected":false},"excerpt":{"rendered":"The talks will be held at the level of national security advisers.
