{"id":590005,"date":"2025-11-24T03:36:24","date_gmt":"2025-11-24T03:36:24","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/590005\/"},"modified":"2025-11-24T03:36:24","modified_gmt":"2025-11-24T03:36:24","slug":"us-and-ukraine-report-progress-on-ending-russia-war-but-offer-few-details","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/590005\/","title":{"rendered":"US and Ukraine report progress on ending Russia war but offer few details"},"content":{"rendered":"<p>US secretary of state Marco Rubio said high-stakes talks in Geneva were \u201cvery worthwhile\u201d and constituted the most productive day in \u201ca very long time\u201d on larger efforts to end the fighting.<\/p>\n<p>\u201cI feel very optimistic that we can get something done,\u201d Mr Rubio said.<\/p>\n<p>But he offered very little information on what was discussed, allowing only that discussions would continue on Monday and perhaps deeper into the week.<\/p>\n<p>He also suggested that Europe\u2019s role and responsibilities as spelled out under the US peace plan might be separated from facets more directly involving the responsibilities of Russia and Ukraine.<\/p>\n<p>And Mr Rubio noted that any final product, once it is ready, will still have to be presented to Moscow: \u201cObviously, the Russians get a vote here.\u201d<\/p>\n<p>In a subsequent statement on Sunday night, the White House said the Ukrainian delegation \u201caffirmed that all of their principal concerns \u2013 security guarantees, long-term economic development, infrastructure protection, freedom of navigation, and political sovereignty \u2013 were thoroughly addressed during the meeting\u201d.<\/p>\n<p>It added that the Ukrainians \u201cexpressed appreciation for the structured approach taken to incorporate their feedback into each component of the emerging settlement framework\u201d.<\/p>\n<p>The White House said changes made to the proposal now reflect \u201ctheir national interests\u201d and provide \u201ccredible and enforceable mechanisms to safeguard Ukraine\u2019s security in both the near and long term\u201d.<\/p>\n<p>Mr Rubio\u2019s attempt to strike such a positive tone while offering no evidence of a breakthrough constituted a more nuanced approach than US President Donald Trump himself.<\/p>\n<p>Before talks even really began, the president blasted Ukraine for a lack of gratitude for US military assistance, while shying away from criticising Russia.<\/p>\n<p>Mr Trump has set a Thursday deadline for Ukraine to respond to the plan.<\/p>\n<p>But he also has suggested that could slide if there was proof of real progress and that the plan was not his final offer.<\/p>\n<p>Mr Rubio also undermined the idea that the deadline was looming, saying simply that officials want to see fighting stop as soon as possible.<\/p>\n<p>Some American and European supporters of Ukraine have panned the plan as too favourable to Moscow.<\/p>\n<p>Questions intensified after a bipartisan group of US senators said Mr Rubio told them on Saturday that the plan had originated with Russia and was actually a \u201cwish list\u201d for Moscow, rather than a serious push for peace.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/e8d090052f7441d6b268d1015c4dc6fb.jpg\" alt=\"US left, and Ukrainian, right, delegations\" data-title=\"APTOPIX Switzerland Russia Ukraine War\" data-copyright-holder=\"AP\" data-copyright-notice=\"\u00a9 KEYSTONE \/ MARTIAL TREZZINI\" data-credit=\"Martial Trezzini\" data-usage-terms=\"This content is intended for editorial use only. For other uses, additional clearances may be required.\"  \/>US left, and Ukrainian, right, delegations at the beginning of their talks in Geneva (Martial Trezzini\/Keystone via AP)<\/p>\n<p>The head of the Ukrainian delegation, presidential chief of staff Andrii Yermak, also confirmed an initial session of talks had concluded and that a second meeting would soon take place.<\/p>\n<p>\u201cI want to confirm that we had a very productive first session with the distinguished American delegation. We have made very good progress and are moving forward to a just and lasting peace,\u201d he said.<\/p>\n<p>\u201cVery soon today the second meeting will take place, where we will continue to work on joint proposals with the engagement of our European partners. Final decisions will be taken by our presidents.\u201d<\/p>\n<p>Before the meeting even began, however, Mr Trump suggested he did not expect much.<\/p>\n<p>He posted on his social media site that: \u201cUKRAINE \u2018LEADERSHIP\u2019 HAS EXPRESSED ZERO GRATITUDE FOR OUR EFFORTS, AND EUROPE CONTINUES TO BUY OIL FROM RUSSIA.\u201d<\/p>\n<p>After Mr Trump\u2019s post, Ukrainian President Volodymyr Zelensky cheered US-led efforts on security while also stressing that \u201cthe crux of the entire diplomatic situation is that it was Russia, and only Russia, that started this war\u201d.<\/p>\n<p>\u201cUkraine is grateful to the United States, to every American heart, and personally to President Trump,\u201d Mr Zelensky wrote in a post on Telegram, adding: \u201cWe thank everyone in Europe.\u201d<\/p>\n<p>\u201cIt is important not to forget the main goal \u2013 to stop Russia\u2019s war and prevent it from ever igniting again.\u201d<\/p>\n<p><strong>\u2013 Ukraine and allies have ruled out territorial concessions<\/strong><\/p>\n<p>The 28-point blueprint drawn up by the US to end the nearly four-year war has sparked alarm in Kyiv and European capitals.<\/p>\n<p>Mr Zelensky has said his country could face a stark choice between standing up for its sovereign rights and preserving the American support it needs.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/d73712c815f349db867d81363e6592be.jpg\" alt=\"Donald Trump\" data-title=\"Trump\" data-copyright-holder=\"AP\" data-copyright-notice=\"\" data-credit=\"Jose Luis Magana\" data-usage-terms=\"This content is intended for editorial use only. For other uses, additional clearances may be required.\"  \/>US President Donald Trump walks on the South Lawn upon his arrival to the White House (Jose Luis Magana\/AP)<\/p>\n<p>The proposal, originating from negotiations between Washington and Moscow, acquiesces to many Russian demands that Mr Zelensky has categorically rejected on dozens of occasions, including giving up large pieces of territory.<\/p>\n<p>The Ukrainian leader has vowed that his people \u201cwill always defend\u201d their home.<\/p>\n<p>Before convening with US officials, Mr Yermak and his team also met with national security advisers from the UK, France and Germany.<\/p>\n<p>The allies have rallied around Kyiv in a push to revise the plan, which is seen as favouring Moscow.<\/p>\n<p>On Sunday, Mr Zelensky said that there was an understanding the US would take into account \u201ca number of elements\u201d in a peace deal that are important for Ukraine, but did not elaborate further.<\/p>\n<p>\u201cThere have already been brief reports from the team about the results of the first meetings and conversations,\u201d he said.<\/p>\n<p>\u201cThere is now an understanding that the American proposals may take into account a number of elements based on the Ukrainian vision and are critically important for Ukraine\u2019s national interests.\u201d<\/p>\n<p>Mr Trump has not clarified his comment on Saturday that the US proposal was not his final offer.<\/p>\n<p>\u201cI would like to get to peace. It should have happened a long time ago. For other uses, additional clearances may be required.\"  \/>Head of the Office of the President of Ukraine Andriy Yermak and US secretary of state Marco Rubio talk to the press as their consultations continue (Martial Trezzini\/Keystone via AP)<\/p>\n<p>\u201cOne way or the other, we have to get it ended.\u201d<\/p>\n<p><strong>\u2013 Rubio\u2019s reported comments cause confusion<\/strong><\/p>\n<p>Polish Prime Minister Donald Tusk said on Sunday that Warsaw was ready to work on the plan with the leaders of Europe, Canada and Japan, but also said that it \u201cwould be good to know for sure who is the author of the plan and where was it created\u201d.<\/p>\n<p>Some US lawmakers said on Saturday that Mr Rubio had described the plan as a Russian \u201cwish list\u201d rather than a Washington-led proposal.<\/p>\n<p>A US State Department spokesperson said that account was \u201cblatantly false\u201d.<\/p>\n<p>Mr Rubio took the extraordinary step of suggesting online that the senators were mistaken, even though they said he was their source for the information.<\/p>\n<p>The top Democrat on the US Senate Intelligence Committee, senator Mark Warner told ABC\u2019s \u201cThis Week\u201d on Sunday that the peace plan appeared to be \u201calmost a series of Russian talking points\u201d, had made Europeans \u201cfeel like they\u2019ve been totally left high and dry\u201d and had led to \u201cferocious pushback\u201d.<\/p>\n<p><strong>\u2013 Possibility for additional talks<\/strong><\/p>\n<p>Turkish President Recep Tayyip Erdogan announced that he would hold a phone call with Russian President Vladimir Putin on Monday.<\/p>\n<p>He said he would talk to the Russian leader about reviving a previous deal from July 2022 that allowed Ukraine to safely ship exports of grain via the Black Sea.<\/p>\n<p>The agreement stayed in place until the following year, when Mr Putin refused to extend it, saying that a parallel agreement promising to remove obstacles to Russian exports of food and fertiliser had not been honoured.<\/p>\n<p>\u201cWe had a grain corridor endeavour to open the path to peace,\u201d Mr Erdogan said.<\/p>\n<p>\u201cUnfortunately we were only partially able to succeed.
