In fact, she was responsible for referring other single parents from her local community group to the charity Little Village, which provides essential supplies for new parents who otherwise wouldn\u2019t be able to afford them \u2013 everything from strollers and cots to clothes, diapers, toys and books.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8vn7ww0000356na7r42a5t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But when Jaffe, who lives in <a href=\"https:\/\/www.cnn.com\/2023\/02\/20\/economy\/london-free-school-meals\" target=\"_blank\" rel=\"noopener\">London<\/a>, became pregnant unexpectedly with her second child, she couldn\u2019t <a href=\"https:\/\/www.cnn.com\/2025\/11\/13\/economy\/job-prices-debt-economy\" target=\"_blank\" rel=\"noopener\">afford<\/a> to buy everything she needed. \u201cIt\u2019s so overwhelming having to accommodate a baby with no budget,\u201d she told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8vrwcs0008356n8q7cixww@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI was already struggling financially\u2026 but I didn\u2019t know how bad things were going to get\u2026 Now things are at a point where I\u2019m working full time, and I cannot pay my bills.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/img-1561.jpg\" alt=\"A Little Village baby bank in Wembley, North London is filled with items new parents might need.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1500\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8vrr690006356n8qmnxcov@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Child poverty has reached a record high in the United Kingdom as the country\u2019s cost of living soars and its social security safety net falters following years of government austerity. With public services much weakened, charities like Little Village have stepped in.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8vryqw000b356n4m8spq6m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Around one-third of Britain\u2019s children \u2013 about 4.5 million \u2013 now live in relative poverty, often measured as living in a household that earns below 60% of the national median income after housing costs, a government <a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/sn07096\/\" target=\"_blank\" rel=\"noopener\">report<\/a> published in April found.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8vzwov000e356nc51djw64@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            One million of these children are destitute, going without their most basic needs of staying warm, dry, clothed and fed being met, according to a 2023 study by the <a href=\"https:\/\/www.jrf.org.uk\/news\/flagship-study-finds-a-million-children-experienced-destitution-in-the-uk-last-year\" target=\"_blank\" rel=\"noopener\">Joseph Rowntree Foundation<\/a>, which studies poverty and formulates policy to tackle it.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w041q000h356np73lpsh4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe came across one family that were just existing on cornflakes and rice,\u201d Little Village chief executive Sophie Livingstone told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w0f7q000m356nhtadbzib@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe have lots of families who are in one room, lots of mold, lots of very poor-quality housing even when people are housed,\u201d she added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w0d9l000k356nliofabvp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even for families that are able to meet their children\u2019s basic needs, life is a month-to-month struggle, without any financial security.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w0j01000p356ndez8tutr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou just live in fear all the time and that\u2019s not a fun place to be when you\u2019ve got children relying on you,\u201d Lia, a single mother to 7-year-old twin girls, told CNN after being connected through the Changing Realities Project, which documents parents living on low incomes. She asked to use a pseudonym to protect her family\u2019s privacy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w0pnl000s356n30t73no8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey want to do all the same things that their peers are doing\u2026 but the budget won\u2019t allow that,\u201d she said. After paying for essentials each month, she has no money left.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w110l000v356nqjkun780@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cEvery single time I go out, I have to vigilantly and diligently make sure I\u2019m not overspending. That\u2019s a really anxiety-provoking situation to be in.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w18bz000y356nru7za29g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A law graduate who lives in Hampshire, southeast England, Lia initially returned to work but says she would often be called mid-meeting by her childcare provider if one of her daughters, who has complex needs, dyspraxia and global developmental delay, was having a \u201ctantrum or a meltdown.\u201d She eventually had to quit her job.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w1fao0011356n2mp9bziy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI go into survival mode,\u201d she said. \u201cI was in the (foster) care system growing up and I remember feeling so much struggle and angst like, \u2018if I can just get through this, it\u2019ll be ok.\u2019 Yet still, that situation hasn\u2019t changed; as much as I know I have a lot to offer and I try to be a good member of society, I still feel like no matter where I turn, there\u2019s difficulty.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w1r6q0014356n1jcld8qw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And even for families earning well above the poverty line, the cost of housing and childcare, especially in London, can be so high that there is simply no money to spend on anything else. Around 70% of children living in poverty have at least one parent in work.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/thea-1.jpg\" alt=\"Thea Jaffe is pictured at a Little Village baby bank with the youngest of her three children.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w28ia0019356ns1jtw89h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Childcare is more expensive in the UK than in most other wealthy countries \u2013 costing about 25% of a couple\u2019s and about 60% of a single parent\u2019s net household income, according to figures released by think tank The Institute for Fiscal Studies in 2022.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w28ia001a356niqgfclsw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Jaffe, the mother who makes use of the Little Village baby bank, works full-time in client solutions and says she earns \u00a345,000 ($59,000) a year to support herself and her three children \u2013 well above the UK\u2019s average. Still, she says she is \u201cstruggling every month to make sure everything is paid, not able to save anything, not able to do things for my kids.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8xkqzx000h356ngjjzkf2x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After paying for essentials \u2013 rent, childcare, food and household bills \u2013 she is left with \u00a3192 (around $250) a month for emergencies and to save for the next month in case there\u2019s an error in her next social security payment \u2013 something she says is a regular occurrence.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w1zcp0017356ndymtdy4x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although child poverty has always been present in the UK, the rate of it is rising \u2013 and much faster than in other wealthy countries. Between 2012 and 2021, it rose by almost 20%, <a href=\"https:\/\/www.unicef.org\/innocenti\/media\/3296\/file\/UNICEF-Innocenti-Report-Card-18-Child-Poverty-Amidst-Wealth-2023.pdf\" target=\"_blank\" rel=\"noopener\">UNICEF<\/a> found. Now, in 2025, the UK\u2019s child poverty rate is higher than that of any European Union country except Greece, according to the <a href=\"https:\/\/www.resolutionfoundation.org\/app\/uploads\/2025\/02\/Turning.the_.tide_.pdf\" target=\"_blank\" rel=\"noopener\">Resolution Foundation<\/a>, a living standards think tank.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w2l33001f356n4gi0lz1r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The organization estimates that <a href=\"https:\/\/www.resolutionfoundation.org\/publications\/no-half-measures\/\" target=\"_blank\" rel=\"noopener\">another 300,000 children<\/a> will fall into poverty by 2030 if nothing changes.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w322l001i356nfkosv2dv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The current poverty rate reflects inequalities present elsewhere in society, too. Almost half of children in Black and Asian communities are living in poverty, compared with 24% of White children, while children living in single-parent families or in families where someone is disabled are also more likely to live in poverty, figures from campaign organization the <a href=\"https:\/\/cpag.org.uk\/child-poverty\/poverty-facts-and-figures\" target=\"_blank\" rel=\"noopener\">Child Poverty Action Group<\/a> show.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w38we001l356n71oy7omh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Part of this rise is down to the same economic conditions afflicting other parts of the Western world \u2013 sluggish growth, and employment no longer offering the same financial security, as well as stubborn inflation that disproportionately affects essential goods and, therefore, people on low incomes.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/img-1587.jpg\" alt=\"Renata Acioli (center), who manages Little Village's baby bank in Wembley, is pictured with fellow staff members Sharna Singh (left) and Yosr Bahr (right).\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1334\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w3g31001o356n2cs541ne@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But academics and advocates say policy decisions have also played a part. Britain\u2019s public services were slashed by the center-right Conservative-led coalition and subsequent Conservative government in power from 2010 to 2024.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w3mab001r356n6c1u06v9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And as part of its austerity program, which aimed to reduce public spending in the wake of the 2008 financial crisis, the Conservatives introduced three policies that \u201care very largely responsible for the increase in child poverty today,\u201d said Jonathan Bradshaw, an emeritus professor of social policy at the University of York who also served as one of the academic advisers to the current government\u2019s upcoming child poverty strategy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w3t0q001u356n6yh1i0gb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            These limited the amount of welfare people are eligible to claim \u2013 one is an overall cap on the benefits a household can receive, another limits housing benefits and the third is a two-child benefit cap, meaning that parents cannot claim anything for their third or subsequent children born after 2017.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w41jl001x356n2tsnswku@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Charities and academics say it is this two-child benefit cap in particular that is largely responsible for Britain\u2019s rising rates of child poverty.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w47zt0020356n2ubenm9g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cMost of the increase in child poverty has occurred in large families,\u201d Bradshaw told CNN.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/2010-10-06t120000z-366819077-gm1e6a61kr901-rtrmadp-3-austerity-britain.JPG\" alt=\"Britain's former finance minister, George onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w4oqb0025356nnwsglonr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            All this demonstrates the \u201cinadequacy of the benefits system,\u201d says Peter Matejic, chief analyst at the Joseph Rowntree Foundation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w4oqb0026356n4wmxjd6u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf you tot up how much you need for food, energy, all these things, and look at how much (benefits are)\u2026 it\u2019s below that level,\u201d he told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w4mee0023356n12r6q2de@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When UN envoys Philip Alston and Olivier De Schutter visited the UK in 2018 and 2023, respectively, they both condemned the poverty they saw there, though De Schutter noted that the country conformed to a pattern of increasing inequality seen in other wealthy countries.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w4qxx0029356ngs39svz3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A spokesperson for the current Labour government, which has been in power since July last year, told CNN that \u201cevery child, no matter their background, deserves the best start in life.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w54am002e356n31tqzrkc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe are investing \u00a3500 million in children\u2019s development through the rollout of Best Start Family Hubs, extending free school meals and ensuring the poorest don\u2019t go hungry in the holidays through a new \u00a31 billion crisis support package.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w54an002f356ntwfjywix@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Addressing child poverty has been a stated priority for the center-left government and, at the same time, an issue that illuminates the fault lines within it.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8w54an002g356ns73chh39@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ever since Labour came to power, it has grappled with balancing the mandate for change on which it was elected, and its traditional inclination to invest in public services, with scant available funds and a manifesto pledge not to increase taxes on working people.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8wefyj0000356npcxdp8c8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Its plans to reduce child poverty have thus far been stymied by this conundrum. More details of the government\u2019s spending and tax plans are due to be unveiled in the budget on Wednesday, in which Chancellor Rachel Reeves, the UK\u2019s finance minister, is expected to address the two-child benefit cap, a policy the government has oscillated between keeping and scrapping for the past year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8wohvi0006356n236kzsre@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But for parents already on the breadline, their household budgets have been stretched too thin, for too long.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8wohvi0007356nn90vh7k1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cPeople have got no resilience left,\u201d says Livingstone, remembering that when she first began her role as the head of Little Village \u201cwe were talking about the safety net having lots of holes in it.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi8wohvi0008356n3tfh711o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019m actually not sure that there is much of a safety net anymore,\u201d she says.\n    <\/p>\n","protected":false},"excerpt":{"rendered":"London \u00a0\u2014\u00a0 Thea Jaffe never expected to use a baby bank.
