A report to the City of Edinburgh Council\u2019s housing, homelessness and fair work committee says there have been ongoing leaks from waste pipes for at least 10 years.<\/p>\n<p>It continues: \u201cIn some cases, wastewater has penetrated tenants and owners\u2019 homes and caused extensive damage including partially or fully collapsed ceilings.\u201d\u00a0<\/p>\n<p>                                    <a href=\"https:\/\/www.scottishconstructionnow.com\/advert-click\/65b10b485e102\" target=\"_blank\" rel=\"nofollow noopener\" data-advert=\"65b10b485e102\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/1763971584_227_Mabey Hire - Scottish Construction Now MPU Mar 25.gif\" class=\"advert\" data-advert=\"65b10b485e102\"\/><\/a><\/p>\n<p>                                    <a href=\"https:\/\/www.scottishconstructionnow.com\/advert-click\/62a089028f66a\" target=\"_blank\" rel=\"nofollow noopener\" data-advert=\"62a089028f66a\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/Presentation9.gif\" class=\"advert\" data-advert=\"62a089028f66a\"\/><\/a><\/p>\n<p>The waste pipes are housed in shafts which can only be accessed from inside people\u2019s flats. The shafts are narrow, long, have no safe access\/working platforms and contain asbestos, the report added.<\/p>\n<p>The June 2025 condition survey revealed worsening problems with failing risers and waste outflow pipes, with repairs deemed uneconomical. Although fire safety works have been completed, councillors were told the building\u2019s overall condition had deteriorated significantly.<\/p>\n<p>Housing convener Cllr Tim Pogson said:\u00a0\u201cIt\u2019s just not a situation that we want at all. I can\u2019t think of anything worse than having dirty water, sewage coming into properties. It\u2019s completely unacceptable on all grounds.\u201d<\/p>\n<p>The council currently owns about a third of the flats in Westfield Court and would need to buy out the remaining owners before demolition could proceed. Options for the site include investment, redevelopment, or sale.<\/p>\n<p>                                    <a href=\"https:\/\/www.scottishconstructionnow.com\/advert-click\/6911cac55275e\" target=\"_blank\" rel=\"nofollow noopener\" data-advert=\"6911cac55275e\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/1763971597_352_hire-fleet-mpu-splash-nov.25-ad-3-live.gif\" class=\"advert\" data-advert=\"6911cac55275e\"\/><\/a><\/p>\n<p>                                    <a href=\"https:\/\/www.scottishconstructionnow.com\/advert-click\/63db81e3989a2\" target=\"_blank\" rel=\"nofollow noopener\" data-advert=\"63db81e3989a2\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/1763971599_333_SCN_MPU 2025.jpg\" class=\"advert\" data-advert=\"63db81e3989a2\"\/><\/a><\/p>\n<p>Members of the committee will also consider whether to approve the demolition of Oxcars Court and Inchmickery Court in Muirhouse.<\/p>\n<p>The two blocks, each 10 storeys high with 75 flats, were originally earmarked for a major refit to tackle damp, improve insulation, and overhaul electrical, mechanical and plumbing systems. But <a href=\"https:\/\/www.scottishhousingnews.com\/articles\/edinburgh-tower-blocks-face-demolition-as-refit-costs-soar\" target=\"_blank\" rel=\"noopener\">costs have surged<\/a> from \u00a351.4 million to \u00a386m, with officers warning that refurbishment no longer represents \u201cvalue for money.\u201d<\/p>\n<p>A council report outlines three options:<\/p>\n<ul>\n<li>Scaled-back retrofit costing \u00a357m<\/li>\n<li>Essential repairs only at \u00a313.6m<\/li>\n<li>Demolition and replacement with two new six-storey blocks, creating 150 flats for \u00a348m<\/li>\n<\/ul>\n<p>Officials also highlighted serious procurement difficulties, with some work packages attracting only one bid\u2014or none at all\u2014leading to what was described as a \u201cvery uncompetitive return.\u201d<\/p>\n<p>                                    <a href=\"https:\/\/www.scottishconstructionnow.com\/advert-click\/68de81e1df127\" target=\"_blank\" rel=\"nofollow noopener\" data-advert=\"68de81e1df127\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/1763971600_547_Res and Bridges Scotland Scottish Construction Now MPU.gif\" class=\"advert\" data-advert=\"68de81e1df127\"\/><\/a><\/p>\n<p>                                    <a href=\"https:\/\/www.scottishconstructionnow.com\/advert-click\/67af2fe6b1a2b\" target=\"_blank\" rel=\"nofollow noopener\" data-advert=\"67af2fe6b1a2b\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/Scottish-Construction-Now-Small.gif\" class=\"advert\" data-advert=\"67af2fe6b1a2b\"\/><\/a><\/p>\n<p>Most residents of Inchmickery Court have already been moved out, with just one tenant remaining and 24 flats empty. Oxcars Court still houses around 68 tenants, though officers are considering relocating them early next year to reduce maintenance costs.<\/p>\n<p>Tenants were formally consulted in September 2023 and had initially \u201cbought in\u201d to the decant-and-renovate proposal. Information sessions are now being arranged to update residents on the revised options.<\/p>\n<p>If demolition of the Muirhouse blocks is approved, work to rehouse tenants will begin in early 2026.
