Severe <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/weather\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">weather<\/a> caused disruption <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/roads-flooded-across-merseyside-region-32899132\" target=\"_blank\" aria-label=\"across the city last weekLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">across the city last week<\/a>, with heavy rainfall leaving multiple roads flooded and transport services heavily affected ahead of a yellow weather warning for ice coming into force overnight.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Among the areas impacted included <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/allerton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Allerton<\/a> Road and Mather Avenue with cars seen driving through heavy rain. Queens Drive, under the Briardale Road bridge, was also shut off to drivers on Tuesday night.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">This was the same area where a couple were killed when their car became hydrolocked in flash flooding two years ago. Now, the city council\u2019s Liberal Democrat group leader wants to see further action to clear highway gullies to prevent further flooding.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Cllr Carl Cashman, who represents the Church ward, said: \u201cEnough is enough. Liverpool shouldn\u2019t turn into a lake every time it rains.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cThat\u2019s why the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liberal-democrats\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Lib Dems<\/a> are calling on the council to inspect and clear every gully at least twice a year.\u201d Cllr Cashman cited issues with Queens Drive and Allerton Road, as well as Smithdown Road, County Road in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/walton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Walton<\/a> and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/aigburth\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Aigburth<\/a> Road.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/0_Carl-Cashman-in-front-of-Bins.jpg\" alt=\"Cllr Carl Cashman in front of some bins\" loading=\"lazy\"  \/>Cllr Carl Cashman in front of some bins<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">To combat these issues, Cllr Cashman\u2019s group has called for twice-yearly gully inspections alongside what they call \u201cpreventive action\u201d in flooding hotspots ahead of major storms and heavy rainfall. The opposition is also calling on the city\u2019s neighbourhoods scrutiny committee to consider a report about what the council can do to address long-term flooding hotspots.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Cllr Cashman added: \u201cThese aren\u2019t freak incidents \u2013 they\u2019re the result of neglect. Other councils manage routine gully cleaning, Liverpool can too.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cThis isn\u2019t going to stop flooding in Liverpool \u2013 with climate change and heavier rainfall, it\u2019s going to happen, but that doesn\u2019t mean we can\u2019t manage this better. For the past 15 years, what\u2019s missing is leadership.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/0_Queens-Drive-closed-due-to-flooding-at-Mossley-HillPic-Andrew-Teebay.jpg\" alt=\"Queens Drive closed due to flooding at Mossley Hill on Tuesday November 18\" loading=\"lazy\"  \/>Queens Drive closed due to flooding at Mossley Hill on Tuesday November 18(Image: Andrew Teebay Liverpool Echo)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cLiverpool deserves better than repeated flooding and constant excuses.\u201d Cllr Cashman\u2019s comments come after his predecessor in the role, Cllr Richard Kemp, who represents the Penny Lane ward where <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/what-began-day-celebration-ended-32922195\" target=\"_blank\" aria-label=\"Elaine and Philip Marco dieLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Elaine and Philip Marco die<\/a>d two years ago, said he had raised concerns about flooding continually, particularly during the multiple events of 2023.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">He said: \u201cWe ramped up complaints about lighting and blocked gullies after the first, second and third strandings but too little was planned and done too late. Clearly lives were at risk although no flooding had ever reached the magnitude of the one on that terrible night.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">A <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Liverpool Council<\/a> spokesperson said:<strong class=\"Strong_strong__e2x35\"> <\/strong>\u201cWe recognise the frustration residents feel when flooding occurs and we take these concerns seriously. While flooding cannot be eliminated entirely, we are working to reduce its impact wherever possible.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cWe have a scheduled and proactive programme of gully cleansing, and each year our leaf fall removal programme clears more than 2,350 tonnes of leaves from highways and footways to help prevent blockages.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cIn addition, during heavy rainfall, we operate a 24\u2011hour service to respond to reports and remove blockages so water can flow into the drainage system.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Last week after the inquest into the Marcos&#8217; deaths Andrew Lewis, Liverpool Council chief executive said: &#8220;Substantial work has been carried out at the site to mitigate the risk of future flooding. This included installing barriers, signage, and early warning systems, including CCTV monitoring and warning sensors.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">&#8220;The council commissioned an independent expert review under Section 19 of the Flood and Water Management Act.
