{"id":592270,"date":"2025-11-25T06:21:23","date_gmt":"2025-11-25T06:21:23","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/592270\/"},"modified":"2025-11-25T06:21:23","modified_gmt":"2025-11-25T06:21:23","slug":"britains-government-prepares-a-high-stakes-budget","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/592270\/","title":{"rendered":"Britain&#8217;s government prepares a high-stakes budget"},"content":{"rendered":"<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">LONDON \u2014 After being <a href=\"https:\/\/apnews.com\/article\/uk-election-starmer-sunak-takeaways-cd06c020ad1d3db6d937b0e51981ae81\" target=\"_blank\" rel=\"noopener\">elected in a landslide<\/a> last year, Britain&#8217;s Labour Party government <a href=\"https:\/\/apnews.com\/article\/britain-budget-reeves-labour-tax-spending-11443e4186797dcc91446dc50dcad6c5\" target=\"_blank\" rel=\"noopener\">delivered a budget<\/a> it billed as a one-off dose of tax hikes to fix the public finances, get debt down, ease the cost of living and spur economic growth.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">A year on, inflation remains stubbornly high, government borrowing is up and the economy is turgid. The annual budget, due on Wednesday, is expected to bring more tax hikes in pursuit of the same elusive economic boom.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Rain Newton-Smith, head of business group the Confederation of British Industry, said Monday that \u201cit feels less like we\u2019re on the move, and more like we\u2019re stuck in \u2018Groundhog Day.\u2019\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">It&#8217;s not just businesses who are concerned. Alarmed by the government&#8217;s consistently dire poll ratings, some Labour lawmakers are mulling the once-unthinkable idea of ousting <a href=\"https:\/\/apnews.com\/article\/uk-election-keir-starmer-profile-labour-e98d16e0810273f6041b61747e084aae\" target=\"_blank\" rel=\"noopener\">Prime Minister Keir Starmer<\/a>, who led them to victory less than 18 months ago.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Luke Tryl, director of pollster More in Common, said voters &#8220;don\u2019t understand why there has not been positive change.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">\u201cThis could be a last-chance saloon moment for the government.&#8221;<\/p>\n<p>Not much room for maneuver<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The government says <a href=\"https:\/\/apnews.com\/article\/uk-labour-conference-rachel-reeves-economy-b5d922874c1e817cc66698df635530b8\" target=\"_blank\" rel=\"noopener\">Treasury chief Rachel Reeves<\/a> will make &#8220;tough but right decisions&#8221; in her budget to ease the cost of living, safeguard public services and keep debt under control.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">She has limited room for maneuver. Britain&#8217;s economy, the world&#8217;s sixth-largest, has underperformed its long-run average since the global financial crisis of 2008-2009, and the center-left Labour Party government <a href=\"https:\/\/apnews.com\/live\/uk-election-results-updates\" target=\"_blank\" rel=\"noopener\">elected in July 2024<\/a> has struggled to deliver promised economic growth.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Like other Western economies, Britain&#8217;s public finances have been squeezed by the costs of the COVID-19 pandemic, the Russia-Ukraine war and U.S. President Donald Trump&#8217;s <a href=\"https:\/\/apnews.com\/article\/trump-tariffs-tea-agriculture-china-india-japan-9ea92d8d87c3afd233356ac728de41c0\" target=\"_blank\" rel=\"noopener\">global tariffs<\/a>. The U.K. bears the extra burden of Brexit, which has knocked billions off the economy since the country left the European Union in 2020.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The government currently spends more than 100 billion pounds ($130 billion) a year servicing the U.K.\u2019s national debt, which stands at around 95% of annual national income.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Adding to pressure is the fact that Labour governments historically have had to work harder than Conservative administrations to convince businesses and <a href=\"https:\/\/apnews.com\/article\/britain-budget-bonds-pound-reeves-tax-6ca571a9d5e7a239c37b1f5529bfe407\" target=\"_blank\" rel=\"noopener\">the financial markets<\/a> that they are economically sound.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Reeves is mindful of how financial markets can react when the government&#8217;s numbers don&#8217;t add up. The short-lived <a href=\"https:\/\/apnews.com\/article\/liz-truss-europe-economy-business-e18e6e6007c28f6e11cc1a201c545b71\" target=\"_blank\" rel=\"noopener\">premiership of Liz Truss<\/a> ended in October 2022 after her package of unfunded tax cuts roiled financial markets, drove down the value of the pound and sent borrowing costs soaring.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Luke Hickmore, an investment director at Aberdeen Investments, said the bond market is the \u201cultimate reality check\u201d for budget policy.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">\u201cIf investors lose faith, the cost of borrowing rises sharply, and political leaders have little choice but to change course,\u201d he said.<\/p>\n<p>Mixed pre-budget signals<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The government has ruled out public spending cuts of the kind seen during 14 years of Conservative government, and its attempts to cut Britain\u2019s huge welfare bill have been stymied by Labour lawmakers.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">That leaves tax increases as the government\u2019s main revenue-raising option.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">\u201cWe\u2019re very much not in the position that Rachel Reeves hoped to be in,\u201d said Jill Rutter, a senior fellow at the Institute for Government think tank.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Instead of an economy that has \u201csparked into life,\u201d enabling higher spending and lower taxes, Rutter said Reeves must decide whether \u201cto fill a big fiscal black hole with tax increases or spending cuts.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The budget comes after weeks of messy mixed messaging that saw Reeves <a href=\"https:\/\/apnews.com\/article\/uk-economy-rachel-reeves-budget-tax-3c2fcdbf0ada3016a5cf5f1765dcdf41\" target=\"_blank\" rel=\"noopener\">signal she would raise income taxes<\/a> \u2013 breaking a key election promise \u2013 before hastily reversing course.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">In a speech on Nov. 4, Reeves laid the groundwork for income tax hikes by arguing that the economy is sicker and the global outlook worse than the government knew when it took office.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">After an outcry among Labour lawmakers, and a better-than-expected update on the public finances, the government signaled it preferred a smorgasbord of smaller revenue-raising measures such as a \u201cmansion tax\u201d on expensive homes and a pay-per-mile tax for electric vehicle drivers.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The government will try to ease the sting with sweeteners including an above-inflation boost to pension payments for millions of retirees and a freeze on train fares.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Critics say more taxes on employees and businesses, following <a href=\"https:\/\/apnews.com\/article\/britain-budget-reeves-labour-tax-spending-11443e4186797dcc91446dc50dcad6c5\" target=\"_blank\" rel=\"noopener\">tax hikes<\/a> on businesses in last year&#8217;s budget, will push the economy further into a low-growth doom loop.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">Patrick Diamond, professor in public policy at Queen Mary University of London, said satisfying both markets and voters is difficult.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">\u201cYou can give markets confidence, but that probably means raising taxes, which is very unpopular with voters,\u201d he said. \u201cOn the other hand, you can give voters confidence by trying to minimize the impact of tax rises, but that makes markets nervous because they feel that the government doesn\u2019t have a clear fiscal plan.\u201d<\/p>\n<p>High stakes for Reeves and Starmer<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The budget comes as Starmer is facing mounting concern from Labour lawmakers over his dire poll ratings. Opinion polls consistently put Labour well behind the hard-right Reform UK party led by <a href=\"https:\/\/apnews.com\/article\/nigel-farage-reform-uk-donald-trump-dc542381b77903eca33771c22bb841b0\" target=\"_blank\" rel=\"noopener\">Nigel Farage<\/a>.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">The prime minister&#8217;s office sparked a flurry of speculation earlier this month by preemptively telling news outlets that Starmer would fight any <a href=\"https:\/\/apnews.com\/article\/uk-politics-starmer-leadership-labour-6f98bda720518a67149aee38a97ea718\" target=\"_blank\" rel=\"noopener\">challenge to his leadership<\/a>. What looked like an attempt to strengthen Starmer&#8217;s authority backfired. The reports set off jitters verging on panic among Labour lawmakers, who fear the party is heading for a big defeat at the next election.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">That election does not have to be held until 2029, and the government continues to hope that its economic measures will spur higher growth and ease financial pressures.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">But analysts say a misfiring budget could be another nail in the coffin of Starmer\u2019s government.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph\">\u201cBoth Starmer and Reeves are really unpopular,\u201d Rutter said. \u201cThey may be hanging on for now, but I don\u2019t think people will be giving you great odds that they\u2019ll necessarily last the course of the Parliament,\u201d which runs until the next election.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 dbPNdY body-paragraph body-copyright\">Copyright 2025 The Associated Press.
