A fly-tipper who was caught red-handed after repeatedly dumping large amounts of rubbish at a beauty spot will be prosecuted for not paying fines totalling \u00a33,000.<\/p>\n
The dumping took place The Halo in Haslingden<\/a> during September 2025. The landmark structure, popular with walkers and visitors, was targeted on three consecutive weekends, with large amounts of household and commercial waste dumped in broad daylight.<\/p>\n On two of the occasions, members of the public witnessed the fly-tipping taking place and captured photographs and video footage. These were passed to police and then to Rossendale<\/a> Borough Council\u2019s Public Protection Unit.<\/p>\n Council officers were forced to remove the waste at public expense after each incident. An investigation to trace the source of the rubbish revealed evidence linking it to several households outside Rossendale who had paid a man to dispose of their waste legally.<\/p>\n Following enquiries, a 30-year-old man from Bury was interviewed under caution at the council\u2019s offices, where he admitted responsibility for all three offences.He was issued with Fixed Penalty Notices of \u00a31,000 for each incident but has failed to pay.<\/p>\n The council will now seek a prosecution and are awaiting a court<\/a> date.<\/p>\n Councillor Adrian Lythgoe Lead Member for Environment<\/a> and Corporate Services said: “This kind of behaviour shows complete disregard for our environment and for the people who live and visit here. The Halo is one of Rossendale\u2019s best-loved landmarks and it\u2019s unacceptable that public money had to be spent cleaning up after someone who thought they could get away with it.<\/p>\n “We\u2019re very grateful to the residents who reported what they saw, their quick action helped us identify the offender and take enforcement action.
