It provides new features for anyone interested in understanding and identifying digital competence needs, and supporting their development.<\/p>\n<p>This new edition reflects significant technological and societal developments since the previous 2022 version, and embodies the human-centric values of\u00a0the\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ:JOC_2023_023_R_0001\" target=\"_blank\" rel=\"noopener\">European Declaration on Digital Rights and Principles for the Digital Decade<\/a>.<\/p>\n<p>Digital skills are more essential than ever: in\u00a0<a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/view\/isoc_sk_dskl_i21\/default\/table?lang=en\" target=\"_blank\" rel=\"noopener\">2023, only 56% of adults in the EU had basic digital skills<\/a>, while the spread of AI and new digital opportunities \u2013 and risks \u2013 increase the need for a shared understanding of what it means to be digitally competent.<\/p>\n<p>In response to these needs, the JRC in collaboration with the European Commission\u2019s\u00a0<a href=\"https:\/\/commission.europa.eu\/about\/departments-and-executive-agencies\/employment-social-affairs-and-inclusion_en\" target=\"_blank\" rel=\"noopener\">department for employment, social affairs and inclusion<\/a> compiled an update of the\u00a0<a href=\"https:\/\/joint-research-centre.ec.europa.eu\/projects-and-activities\/education-and-training\/digital-transformation-education\/digital-competence-framework-digcomp_en\" target=\"_blank\" rel=\"noopener\">European Digital Competence Framework<\/a>. First developed and published in 2013, the framework is a tool which describes the digital competences people need for learning, working and participating in society. A\u00a0<a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC143430\" target=\"_blank\" rel=\"noopener\">policy<\/a> brief which takes a look back at the adoption and use of DigComp over the past decade accompanies the launch of DigComp 3.0.<\/p>\n<p>What\u2019s new in DigComp 3.0?<\/p>\n<p>DigComp 3.0 introduces substantial content developments, including a new set of over 500 learning outcomes\u00a0\u2013 an important policy and practical tool that can be used to help bridge digital skills gaps. \u00a0These, along with other new features such as an extended Glossary\u00a0and multipleformats, result in a framework that is relevant, clear\u00a0and agile.\u00a0<\/p>\n<p>The revision also includes a systematic integration of AI competence across all areas of digital competence. At the same time, the structure of the framework remains the same, which means that DigComp continues to act as a stable reference point in a rapidly changing digital landscape.<\/p>\n<p>The new edition of the framework has been shaped by the priorities emerging from policy, research and extensive consultation involving around 300 experts and stakeholders from across Europe and beyond. The update integrates five major themes:<\/p>\n<ul>\n<li>Artificial Intelligence (including generative AI) competence<\/li>\n<li>Cybersecurity and safety competence<\/li>\n<li>Digital rights, choice and responsibilities<\/li>\n<li>Wellbeing and inclusion in digital environments<\/li>\n<li>Competence to tackle misinformation and disinformation.<\/li>\n<\/ul>\n<p>A practical tool to support EU policies and digital transformation<\/p>\n<p>The DigComp framework has increasingly become a reference for EU policies related to digital skills. The framework supports the\u00a0Digital Education Action Plan, the\u00a0<a href=\"https:\/\/commission.europa.eu\/topics\/competitiveness\/union-skills_en\" target=\"_blank\" rel=\"noopener\">Union of Skills<\/a> strategy and related\u00a0<a href=\"https:\/\/education.ec.europa.eu\/sites\/default\/files\/2025-03\/Graphic%20version%20Action%20Plan%20on%20Basic%20Skills.pdf\" target=\"_blank\" rel=\"noopener\">Action Plan on basic skills<\/a> (PDF)\u00a0, and the\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/apply-ai\" target=\"_blank\" rel=\"noopener\">Apply AI strategy<\/a>.\u00a0It is also the conceptual basis of the\u00a0<a href=\"https:\/\/ec.europa.eu\/eurostat\/cache\/metadata\/en\/isoc_sk_dskl_i21_esmsip2.htm\" target=\"_blank\" rel=\"noopener\">Digital Skills Indicator<\/a> (DSI), used to monitor the level of basic digital skills in Europe through the\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/digital-decade-policy-programme\" target=\"_blank\" rel=\"noopener\">Digital Decade Policy Programme<\/a>.\u00a0<\/p>\n<p>By describing competence in terms of knowledge, skills and attitudes, the framework is designed to help policymakers, educators, training providers and employers to develop curricula, assessments, upskilling pathways and sectoral competence profiles. The framework influences and inspires digital skills policies at international and European levels. It is widely used in the EU to help both children and adults, and covers a range of competences, from basic to highly advanced.<\/p>\n<p>As digital technologies continue to evolve, DigComp 3.0 offers a stable yet future-ready and flexible foundation for strengthening digital capacity across Europe. Its publication comes at a critical time: 92% of EU workers now use digital technologies in their jobs, 30% use AI systems, and yet only 15% have received AI training. DigComp 3.0 provides the basis for addressing these gaps in education, lifelong learning, and workforce development.<\/p>\n<p>Background<\/p>\n<p>The European Commission first published DigComp in 2013 and subsequently updated it in 2016, 2017 and 2022.
