Asked whether she meant to blame the outbreak of the war on Poland or the Baltic states, Merkel replied: \u201cNo. We all\u00a0failed \u2014 I, everyone else \u2014 we all failed to prevent this war, including in our talks with the Americans.\u201d<\/p>\n

In an October interview with Hungarian media outlet Partiz\u00e1n<\/a>, Merkel noted the refusal by Poland and the Baltic states to permit direct talks between her, French President Emmanuel Macron and Russian President Vladimir Putin\u00a0in response to Moscow\u2019s troop buildup near the Ukrainian border in summer 2021.<\/p>\n

Baltic and Polish leaders\u00a0reacted furiously to Merkel\u2019s comments<\/a>, perceiving it as partly blaming them for Russia\u2019s invasion of Ukraine half a year later.<\/p>\n

On Thursday, Merkel elaborated on that statement, saying: \u201cA few days before I made this proposal at the European Council, U.S. President Joe Biden had met with Vladimir Putin. And I simply didn\u2019t think it was good that we Europeans were not also seeking a conversation with Putin and were leaving that entirely to the American administration.\u201d<\/p>\n
