{"id":598509,"date":"2025-11-28T04:23:11","date_gmt":"2025-11-28T04:23:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/598509\/"},"modified":"2025-11-28T04:23:11","modified_gmt":"2025-11-28T04:23:11","slug":"eu-countries-tighten-rules-on-port-and-railway-bids-politico","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/598509\/","title":{"rendered":"EU countries tighten rules on port and railway bids \u2013 POLITICO"},"content":{"rendered":"<p>It&#8217;s also a worry in Poland, Austria and inside EU institutions \u2014 all of which are rushing to put in safeguards to block, or at least monitor, third-country investment in key tech and transport infrastructure.<\/p>\n<p>What accelerated Sweden\u2019s move was <a href=\"https:\/\/pro.politico.eu\/cases\/137058\/overview\" target=\"_blank\" rel=\"noopener\">a recent EU<\/a> <a href=\"https:\/\/curia.europa.eu\/jcms\/upload\/docs\/application\/pdf\/2024-10\/cp240183en.pdf\" target=\"_blank\" rel=\"noopener\">court ruling<\/a> involving Turkish and Chinese companies bidding on two railway projects. Judges concluded that suppliers from countries without a free-trade agreement with the EU do not enjoy the same rights as EU firms \u2014 a reading Stockholm took as both a green light and a warning signal.<\/p>\n<p>Sweden\u2019s new rules are due to take effect in 2027. No specific cases were cited, but the investigation repeatedly pointed to China \u2014 which also sits at the center of very similar concerns in Poland.<\/p>\n<p>Warsaw has long been <a href=\"https:\/\/www.politico.eu\/article\/hong-kong-based-chinese-company-presence-polish-port-creates-security-worries-nato\/\" target=\"_blank\" rel=\"noopener\">uneasy about the scale of Chinese involvement in its ports<\/a>. A <a href=\"https:\/\/www.prezydent.pl\/storage\/file\/core_files\/2025\/10\/22\/6060c8460b12ae105a9e9f8dba3c0ac7\/ustawa%20portowa%20-%20projekt.pdf\" target=\"_blank\" rel=\"noopener\">new draft bill<\/a> put forward by the country&#8217;s president would \u201cadapt the existing regulations concerning the operation of ports, and in particular the ownership of real estate located within the boundaries of ports.\u201d<\/p>\n<p><a href=\"https:\/\/www.prezydent.pl\/storage\/file\/core_files\/2025\/10\/22\/cfb95b413548a6bb22ccaaa266483609\/uzasadnienie%20do%20ustawy%20portowej.pdf\" target=\"_blank\" rel=\"noopener\">The president argued<\/a> that the current model \u2014 state-owned port authorities holding land and infrastructure and leasing it long-term to terminal operators \u2014 needs tightening if the country wants to maintain control over assets of \u201cfundamental importance to the national economy.\u201d<\/p>\n<p>Gen.
