We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p><strong class=\"sc-1uza6dc-1 cglitp\">Your support makes all the difference.<\/strong>Read more<\/p>\n<p>The presidential palace in <a href=\"https:\/\/www.independent.co.uk\/topic\/kyiv\" target=\"_blank\" rel=\"noopener\">Kyiv<\/a> is roiling. <a href=\"https:\/\/www.independent.co.uk\/topic\/volodymyr-zelensky\" target=\"_blank\" rel=\"noopener\">Volodymyr Zelensky<\/a>\u2019s chief of staff, Andriy Yermak, has resigned as his office and home were raided by <a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/ukraine-russia-trump-putin-zelensky-peace-deal-latest-news-b2874076.html\" target=\"_blank\" rel=\"noopener\">anti-corruption police<\/a> and detectives on the trail of a \u20ac100m fraud.<\/p>\n<p>The racket, which has already claimed the <a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/ukraine-corruption-zelensky-andriy-yermak-b2874195.html\" target=\"_blank\" rel=\"noopener\">political heads of two ministers <\/a>and sent a former business partner and close friend of Zelensky into exile and on the run outside the war-torn nation, is a strategic blow.<\/p>\n<p>It proves, as if it were needed, how wide and deep and how cynical corruption goes. The missing funds were allegedly creamed off by Zelensky\u2019s cronies from contacts to fix and defend <a href=\"https:\/\/www.independent.co.uk\/topic\/ukraine\" target=\"_blank\" rel=\"noopener\">the Ukrainian energy<\/a><a href=\"https:\/\/www.independent.co.uk\/news\/ukraine-victor-russia-kyiv-gas-b2872631.html\" title=\"As Russia pummels Ukraine\u2019s energy systems, Kyiv hopes US gas will fill the gap\" target=\"_blank\" rel=\"noopener\"> sector,<\/a> which has been under sustained Russian attacks for more than two years.<\/p>\n<p>It comes as winter takes its icy grip on the country. The Ukrainian president won landslide elections, and so did his party, so the former is an outright lie. <\/p>\n<p>The latter issue cannot be argued. Money for war has been stolen by a group of powerful people. Their actions may have already resulted in Ukrainian deaths. They\u2019d be lucky to get off a treason rap.<\/p>\n<p>But they have been arrested. They are or will be charged, and tried, sentenced and subjected to the full force of public law in Ukraine and were caught by a body specifically set up after <a href=\"https:\/\/www.independent.co.uk\/topic\/russia\" target=\"_blank\" rel=\"noopener\">Russia<\/a>\u2019s 2014 invasion to go after crooks in the system.<\/p>\n<p>In short, the imperfect system appears to have worked. Ukraine\u2019s government is functioning as it should. <\/p>\n<p>Which is more than one can say for Russia where this kind of operation would only be possible if Putin had ordered it. Zelensky has no legal say over the anti-corruption police. <\/p>\n<p>This is a very bad moment for Zelensky and for Ukraine. In Washington the strongly pro-Putin administration of <a href=\"https:\/\/www.independent.co.uk\/topic\/donald-trump\" target=\"_blank\" rel=\"noopener\">Donald Trump<\/a> will be certain to join Moscow\u2019s efforts to undermine the legitimacy of Ukraine\u2019s president.<\/p>\n<p>Trump has, just like Putin, repeatedly demanded that Zelensky must seek re-election even though he is a wartime leader and no election can be legally held until peace has been achieved. Trump has demanded that he cede territory to Russia \u2013 he cannot do that legally either.<\/p>\n<p>Putin meanwhile, says Zelensky\u2019s government is \u201cillegal\u201d. It isn\u2019t by any definition and this is a lie but it\u2019s one that will suit the White House\u2019s pro-Kremlin staff and their supreme leader.<\/p>\n<p>But, as every Ukrainian will say, Zelensky is not Ukraine and Ukraine is not Zelensky. If he left office another leader would emerge \u2013 technically the speaker in the parliament is next in line. <\/p>\n<p>Zelensky has been a great ambassador but there\u2019s no blind personality cult in Ukraine around him. Ukrainians have always been nonplussed by the fascination the outside world holds for their wartime leader. <\/p>\n<p>Ukraine, unlike Russia, is not a one-man state.
