women in the north are among those that could facing a \u201cdisproportionate\u201d impact from the government\u2019s future <a href=\"https:\/\/www.irishnews.com\/tags\/climate-change\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.irishnews.com\/tags\/climate-change\/\">carbon-cutting budgets<\/a>, according to a campaign group. <\/p>\n<p class=\"c-paragraph\">It comes at the end of a four-month consultation led by the <a href=\"https:\/\/www.irishnews.com\/tags\/daera\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.irishnews.com\/tags\/daera\/\">Department for Agriculture, Environment and Rural Affairs (DAERA)<\/a> into preparing for the north\u2019s fourth carbon budget, due for 2038. <\/p>\n<p class=\"c-paragraph\">Carbon budgets, which set out the maximum amount of greenhouse gases that can be emitted in a five-year period, are <a href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/a5-explainer-what-is-required-under-northern-irelands-climate-change-act-3FRCB27PEBCMLE3E4H4VVHE3EU\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/a5-explainer-what-is-required-under-northern-irelands-climate-change-act-3FRCB27PEBCMLE3E4H4VVHE3EU\/\">now a statutory requirement legislation was introduced with the aim of providing a system of reducing greenhouse gas emissions \u2013 namely reaching net-zero in the north by 2050.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Agriculture Minister Andrew Muir welcomed the announcement that a similar order is coming into effect in Ireland\" class=\"c-image\" loading=\"lazy\" of the department&#8217;s way of ensuring a &#8220;fair and just&#8221; gradual transition towards net-zero PICTURE: NIALL CARSON\/PA <\/p>\n<p class=\"c-paragraph\">In launching the consultation, DAERA minister Andrew Muir said his department wanted to \u201callow for gradual transition which can be delivered in a fair and just way\u201d as they work towards reducing emissions. <\/p>\n<p class=\"c-paragraph\">In their response, the Women\u2019s Resource and Development Agency (WRDA) said it supported the carbon budget, but urged policymakers to \u201cadopt a gender-sensitive approach to climate action\u201d. <\/p>\n<p class=\"c-paragraph\">Speaking to The Irish News, WRDA policy assistant Meghan Hoyt said that climate change was \u201cnot gender-neutral\u201d and that like \u201cany big, multifaceted crisis or problem\u201d, it will impact society along the \u201cstructures that are already embedded\u201d.<\/p>\n<p class=\"c-paragraph\">\u201cThe structure of gender discrimination, of patriarchy \u2013 whatever name or label you want to put on it \u2013 obviously comes into play when we\u2019re talking about climate change and how we address climate change,\u201d she said.<\/p>\n<p class=\"c-paragraph\">\u201cAnd I would say the same goes for other intersecting oppressed groups.\u201d<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Meghan was not gender-neutral PICTURE: MEGHAN HOYT <\/p>\n<p class=\"c-paragraph\">She added that climate change \u201caffects people who live in poverty in different ways\u201d.<\/p>\n<p class=\"c-paragraph\">\u201cClimate change is happening to everybody, but it\u2019s happening to certain groups in society in different ways,\u201d she said.<\/p>\n<p class=\"c-paragraph\">Ms Hoyt said that among those who will need the greatest consideration are rural women.<\/p>\n<p class=\"c-paragraph\">\u201cRural women are often left out of the equation \u2013 or rural places in general \u2013 and then rural women experience this in particular ways,\u201d she said.<\/p>\n<p class=\"c-paragraph\">\u201cWhen you think about things like transportation and cutting carbon, we have to consider the transportation as a vital lifeline for many rural people.<\/p>\n<p class=\"c-paragraph\">\u201cRural people are going to need to be better connected in order to move away from fossil fuels.\u201d<\/p>\n<p class=\"c-paragraph\">She added that in society \u201cthe burden of care often falls on women\u201d, but that for women in the countryside, carbon-cutting could therefore impact them more.<\/p>\n<p class=\"c-paragraph\">\u201cIt\u2019s often women who are trying to transport their children to school, their mother to her dementia care in rural places,\u201d she said.<\/p>\n<p class=\"c-paragraph\">\u201cIt\u2019s often women who are making those choices, having to be in private vehicles and understandably so in the system we have at the moment.<\/p>\n<p class=\"c-paragraph\">\u201cA just transition for those women looks like better public transportation so they can get between towns and villages in a reliable and sustainable way.\u201d<\/p>\n<p class=\"c-paragraph\">More widely, Ms Hoyt added that women in urban areas will also be disproportionately impacted by climate change. <\/p>\n<p class=\"c-paragraph\">\u201cWomen are heading up the poorest households disproportionately \u2013 your single parent households that are in the worst, dampest accommodation that is most likely to be impacted by rising heating costs, flooding,\u201d she said.<\/p>\n<p class=\"c-paragraph\">\u201cWe know as climate change is changing our society, it is going to be the people who are the most vulnerable in our society who are most affected \u2013 and
