And there\u2019s agency in which they operate. And that\u2019s one of the reasons why we have made all these commitments.\u201d<\/p>\n<p>Nadella said that true sovereignty goes beyond infrastructure. \u201cThe new chapter of sovereignty is \u2026 what is a German automaker or a German industrial company? How are they going to have their own AI factory and foundation model that is unique to them?\u201d he said. \u201cThat is, to me, the true definition of sovereignty.\u201d<\/p>\n<p>Nadella\u2019s comments come as <a href=\"https:\/\/www.politico.eu\/article\/germany-france-us-tech-dominance\/\" target=\"_blank\" rel=\"noopener\">European leaders increasingly warn<\/a> that the continent cannot afford to cede the \u201cdigital sphere\u201d to the global superpowers of the U.S. and China without serious consequences.<\/p>\n<p>At the Digital Sovereignty Summit in Berlin on Nov. 18, Germany and France <a href=\"https:\/\/pro.politico.eu\/news\/208617\" target=\"_blank\" rel=\"noopener\">unveiled a series of initiatives<\/a> aimed at strengthening European technological independence, spanning cloud services, AI and public procurement.
