$1.15bn (\u00a3870m) package of support to a giant gas project in <a href=\"https:\/\/www.theguardian.com\/world\/mozambique\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Mozambique<\/a> that has been accused of fuelling the climate crisis and deadly terror attacks in the region.<\/p>\n<p class=\"dcr-130mj7b\">The business secretary, <a href=\"https:\/\/www.theguardian.com\/politics\/peter-kyle\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Peter Kyle<\/a>, said the UK would withdraw its export finance to the Mozambique liquified natural gas project, five years after it ignited bitter opposition from campaigners over its impact on human rights, security and the environment.<\/p>\n<p class=\"dcr-130mj7b\">The decision to cut the UK\u2019s support for the project has emerged as its developer, the French oil company TotalEnergies, prepares to restart the troubled scheme, which has been on hold since <a href=\"https:\/\/www.theguardian.com\/global-development\/2021\/apr\/15\/uk-support-mozambique-gas-project-cabo-delgado-fuelling-isis-conflict-foe\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">an Islamist insurgency attacked a nearby town<\/a>, killing more than 800 people in 2021.<\/p>\n<p class=\"dcr-130mj7b\">On Monday, Kyle said that the UK\u2019s export credit body, UK Export Finance (Ukef), had taken the decision to end its participation in the project after a \u201ccomprehensive assessment of the project and the interests of UK taxpayers\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhilst these decisions are never easy, the government believes that UK financing of this project will not advance the interests of our country,\u201d Kyle said.<\/p>\n<p class=\"dcr-130mj7b\">The Mozambique support package was first agreed in 2020, just over a year after MPs on the environmental audit committee and <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/nov\/19\/government-reckless-over-fossil-fuel-projects-overseas-says-labour\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the Labour party<\/a> called for an end to the Conservative government\u2019s support for polluting projects overseas, saying it \u201c<a href=\"https:\/\/www.parliament.uk\/business\/committees\/committees-a-z\/commons-select\/environmental-audit-committee\/news-parliament-2017\/uk-export-finance-report-published-17-19\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">undermines the UK\u2019s climate commitments<\/a>\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Kyle <a href=\"https:\/\/questions-statements.parliament.uk\/written-statements\/detail\/2025-12-01\/hcws1111#:~:text=Mozambique%20LNG%20was%20paused%20in,terms%20it%20had%20agreed%20originally.\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">said<\/a> officials had evaluated the risks around the project and concluded they had increased since 2020.<\/p>\n<p class=\"dcr-130mj7b\">Ukef had originally claimed that the project would support more than 2,000 UK jobs, including small businesses across the country, and could prove \u201ctransformational for Mozambique\u2019s economic and social development\u201d. <a href=\"https:\/\/www.theguardian.com\/business\/gas\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Gas<\/a> from the project may also have helped warm British households through a supply deal struck with Centrica, the owner of British Gas, in 2019.<\/p>\n<p class=\"dcr-130mj7b\">But green groups, including <a href=\"https:\/\/www.theguardian.com\/environment\/friends-of-the-earth\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Friends of the Earth<\/a>, called for a judicial review of the government\u2019s support for the gas project and have argued that the east African nation should be encouraged to invest more heavily in renewable energy to build a sustainable green economy.<\/p>\n<p class=\"dcr-130mj7b\">The project became a lightning rod for terror in the region, and was also accused of violating the human rights of local communities who were relocated from the area when development work began.<\/p>\n<p class=\"dcr-130mj7b\">Antoine Bouhey, a campaigner at Reclaim Finance, which promotes sustainable finance, said the government\u2019s decision showed that ministers had recognised that the project was \u201criddled with problems and cannot be supported\u201d.<\/p>\n<p><a He called on the leading international banks Standard Chartered, Cr\u00e9dit Agricole and Soci\u00e9t\u00e9 Generale to withdraw their support for the project, saying they \u201ccan no longer turn a blind eye to the problems and must immediately withdraw their support\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Asad Rehman, the chief executive of Friends of the Earth, said: \u201cThis Mozambique gas project is a huge carbon timebomb, linked to serious human rights abuses. It should never have been given UK taxpayer-funded support in the first place.
