European leaders <a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/russia-ukraine-peace-proposal-trump-europe-b2870934.html\" target=\"_blank\" rel=\"noopener\">responded with a counter-proposal<\/a> that reasserted Ukraine\u2019s demands. <\/p>\n<p>It includes respect for <a href=\"https:\/\/www.independent.co.uk\/topic\/ukraine\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>\u2019s territorial integrity, freedom to advance its Nato ambitions and EU membership aspirations and maintain a large military to deter the threat of future Russian aggression. <\/p>\n<p>Several countries and high-profile individuals are involved in the discussions, which have resulted in public disagreements. The Independent looks at some of the key characters below. <\/p>\n<p><strong>Steve Witkoff &#8211; the billionaire real estate investor with strong ties to Russia <\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/GettyImages-2238128796.jpeg\"  loading=\"lazy\" alt=\"Gazapremium\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>Gazapremium (Getty)<\/p>\n<p>Trump\u2019s special envoy has been in the firing line after a tape was leaked of him appearing to coach senior aide to Vladimir Putin, Yuri Ushakov, on how to negotiate in Russia\u2019s interests. <\/p>\n<p>Since Trump\u2019s re-election, the billionaire has served as the United States special envoy to the Middle East and special envoy for peace missions. <\/p>\n<p>He played a key role in negotiating a ceasefire deal between Israel and Hamas earlier this year, alongside Trump\u2019s son-in-law Jared Kushner. <\/p>\n<p>Prior to his political career, Witkoff enjoyed successful business dealings in the Middle East and strong relationships with the Qatari government, which were reported to be a key source of funds for his company, the Witkoff Group. <\/p>\n<p>The real-estate developer and investor also served during the first Trump administration as member of the Great American Economic Revival Industry Groups, set up to deal with the economic impact of the Covid pandemic. <\/p>\n<p><strong>Kirill Dmitriev &#8211; blacklisted Kremlin official behind Trump\u2019s peace plan<\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/11\/FILE-PHOTO-Russian-envoy-Kirill-Dmitriev-talks-to-U-S--presidential-envoy-Steve-Witkoff-in-in-Saint..jpeg\"  loading=\"lazy\" alt=\"Kirill Dmitriev talks to US president Donald Trump's special envoy Steve Witkoff\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>Kirill Dmitriev talks to US president Donald Trump&#8217;s special envoy Steve Witkoff (Reuters)<\/p>\n<p>Dmitriev, the Harvard-educated CEO of the <a href=\"https:\/\/www.independent.co.uk\/topic\/russian-direct-investment-fund\" target=\"_blank\" rel=\"noopener\">Russian Direct Investment Fund<\/a> (RDIF), assumed the office of the special presidential envoy on Foreign Investment and Economic Cooperation on 23 February this year despite having little diplomatic experience.<\/p>\n<p>The businessman and his organisation have been under US sanctions, effectively barring American citizens and companies from dealing with them, since 2022.<\/p>\n<p>The close ally of Putin is not popular among other members of his inner circle, with reports that he has clashed with \u201csidelined\u201d foreign minister Sergei Lavrov and presidential aide Yury Ushakov when they met with American officials in Saudi Arabia in February.<\/p>\n<p>Dmitriev has met several times with some of Trump\u2019s closest officials, including his special envoy Steve Witkoff and son-in-law <a href=\"https:\/\/www.independent.co.uk\/topic\/jared-kushner\" target=\"_blank\" rel=\"noopener\">Jared Kushner.<\/a> <\/p>\n<p>He worked directly with Kushner during the first administration, coordinating with him during the pandemic on the delivery of RDIF-supplied ventilators to the US. All rights reserved.)<\/p>\n<p>A friend and former classmate of JD Vance from the vice president\u2019s Yale Law School days, Driscoll \u2013\u00a0who has a background in the US military and is the son of a Vietnam veteran \u2013\u00a0has made a formidable name for himself in the current Trump administration as US army secretary. <\/p>\n<p>Driscoll served for three and a half years in the US Army, including a deployment in Iraq in 2009, leaving duty as a lieutenant. Despite little diplomatic experience, the former investment banker\u2019s background in politics includes an internship at the Senate Committee on Veterans Affairs. <\/p>\n<p>He has been directly involved in controversial deployments of the national guard across the US, and succeeded Kash Patel as the acting director of the Bureau of Alcohol, Tobacco, Firearms and Explosives.<\/p>\n<p>His high-level involvement comes amid a series of controversies and criticism surrounding secretary of war Peter Hegseth.<\/p>\n<p>\u201cThere\u2019s not a lot of trust in Hegseth to deliver these messages to key leaders,\u201d a source <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2025\/11\/21\/dan-driscoll-army-secretary-trump-administration-prominence-00663917\">told Politico<\/a>. \u201cThere is more trust in Dan to do that right now.\u201d<\/p>\n<p>Experienced in drone technology, he has previously shown respect for Ukraine\u2019s resourcefulness in deploying its relatively limited resources to \u201ccome up with whatever they have to do to get to an outcome they need\u201d. <\/p>\n<p>Marco Rubio &#8211; Trump\u2019s secretary of state<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/bcfc4f98c5d851bc2d54753b440856cdY29udGVudHNlYXJjaGFwaSwxNzY0MDE5MzQ2-2.81643064.jpg\"  loading=\"lazy\" alt=\"US Secretary of State Marco Rubio has said that progress is being made at the talks\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>US Secretary of State Marco Rubio has said that progress is being made at the talks (PA Wire)<\/p>\n<p>The Republican politician represented Florida in the US Senate from 2011 to 2025.
