Putin, known for keeping foreign leaders waiting, arrived late in the evening for the meeting, which also included Trump\u2019s son-in-law, Jared Kushner. (Umerov took over the helm from Andriy Yermak, who resigned as Zelensky\u2019s chief of staff last week after a raid on his home by two national anti-corruption agencies amid a widespread corruption scandal.)<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Rubio told reporters after the meeting that while the sit-down was \u201cproductive,\u201d there was still \u201cmore work to be done.\u201d \u201cObviously, there\u2019s another party involved [Russia] that will have to be a part of the equation,\u201d he added, having previously said that both Russia and Ukraine \u201cmust agree to difficult but necessary concessions.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">European allies are strongly opposed to the idea of Ukraine making land concessions\u2014something Zelensky has repeatedly ruled out. Many have warned that asking Ukraine to give up territory would reward Russian aggression, noting that Moscow <a href=\"https:\/\/time.com\/6150708\/russia-ukraine-invasion-war\/\" target=\"_blank\" rel=\"noopener\">invaded Ukraine in 2022.<\/a><\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cWe shouldn\u2019t lose focus that it\u2019s actually Russia who has started this war, and Russia that is continuing this war,\u201d Kaja Kallas, the E.U. high representative for foreign affairs and security policy,<a href=\"https:\/\/www.facebook.com\/Reuters\/videos\/2200170087173302\" target=\"_blank\" rel=\"noopener\"> told reporters on Monday<\/a>. Kallas shared her fear that Ukraine could be pressured to stop the war by surrendering, something she warns would have major repercussions and is \u201cnot in anybody\u2019s interest.\u201d<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Putin\u2019s comments on Tuesday echoed his recent statements about the futility of a negotiated peace. During a trip to Kyrgyzstan last week, Putin <a href=\"https:\/\/www.youtube.com\/watch?v=I9dDAItngfU\" target=\"_blank\" rel=\"noopener\">said<\/a> pursuing any kind of peace deal was \u201cpointless\u201d as long as Zelensky remained in power. Celebrating Russia\u2019s recent advances on the battlefield, Putin asserted that \u201cif Ukrainian forces leave the territories they hold then we will stop combat operations\u201d but \u201cif they don\u2019t, then we will achieve it by military means.\u201d<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Putin\u2019s willingness to keep fighting despite mounting casualties, and his insistence that Ukraine withdraw from territory claimed by Moscow stands in direct opposition to Zelensky\u2019s vow never to cede land, leaving the sides locked in a stalemate.<\/p>\n<p><img alt=\"\" loading=\"lazy\" width=\"750\" height=\"782\" decoding=\"async\" data-nimg=\"1\" class=\"h-auto w-full object-cover\" style=\"color:transparent\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/1764731579_284_\"\/><\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">There is little sign Putin is prepared to compromise. Trump previously said the Russian leader has \u201clet [him] down\u201d by refusing to change his position. The pair met in Alaska in August for a summit intended to explore a potential cease-fire. But the meeting ended earlier than planned, with no agreement reached. Critics argued that <a href=\"https:\/\/time.com\/7310132\/trump-putin-summit-ukraine-alaska-2\/\" target=\"_blank\" rel=\"noopener\">Putin left<\/a> the meeting with more leverage than Trump.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">In October, <a href=\"https:\/\/time.com\/7327889\/trump-united-states-european-union-sanctions-russia-oil-gas\/\" target=\"_blank\" rel=\"noopener\">Trump and the E.U. imposed new sanctions on Russia<\/a>, demanding that \u201cnow is the time to stop killing.\u201d But the sanctions have done little to slow the Kremlin\u2019s campaign. In fact, the Kremlin all but dismissed the new levies, with Russia\u2019s Foreign Ministry spokesperson <a href=\"https:\/\/tass.com\/politics\/2034113\" target=\"_blank\" rel=\"noopener\">Maria Zakharova arguing<\/a> that Russia has a \u201cstrong immunity\u201d to Western sanctions.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Zelensky remains supported by his European allies, but the issue of proposed land concessions and concerns over security guarantees for the future of both Ukraine and Europe remain unresolved.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">For now, the Ukrainian President has said he is \u201cwaiting for signals from the American delegation after its meetings in Russia.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">In an <a href=\"https:\/\/x.com\/zelenskyyua\/status\/1995923175650328944?s=46\">update shared via social media<\/a>, as the talks in Moscow took place, Zelensky said the U.S. delegation is set to brief him \u201cimmediately\u201d after the meetings end and the \u201cnext steps will depend on those signals.\u201d<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cIf the signals work out in a certain way\u2014if it is fair play with our partners\u2014then we may meet with the American delegation very quickly.
