Macron&#8217;s visit is one of several top-level engagements between European and Chinese leaders amid the complex and shifting geopolitical relationships among <a href=\"https:\/\/www.hrw.org\/europe\/central-asia\/european-union\" target=\"_blank\" rel=\"noopener\">Europe<\/a>, China, and the United States.<\/p>\n<p>President Macron should signal his commitment to taking concrete action in response to <a href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/china\" target=\"_blank\" rel=\"noopener\">deepening repression<\/a> by China. Key issues include labor rights abuses in China&#8217;s supply chains; <a href=\"https:\/\/www.hrw.org\/report\/2025\/06\/03\/hunted-from-above\/russias-use-of-drones-to-attack-civilians-in-kherson-ukraine\" target=\"_blank\" rel=\"noopener\">commercial drones produced by China-based companies being used by Russia to attack civilians<\/a> in Ukraine; and China&#8217;s use of transnational repression to target critics abroad, including in France.<\/p>\n<p>&#8220;China&#8217;s disregard for human rights has important implications for France, from weapons used in unlawful Russian attacks in Ukraine to abusive supply chains that hinders fair competition for European industries,&#8221; said <a href=\"https:\/\/www.hrw.org\/about\/people\/benedicte-jeannerod\" target=\"_blank\" rel=\"noopener\">B\u00e9n\u00e9dicte Jeannerod<\/a>, France director at Human Rights Watch. &#8220;Macron should break the silos between human rights and other issues and show leadership by including rights concerns in high-level policy discussions with China.&#8221;<\/p>\n<p>Efforts by France and other EU countries to address serious human rights violations in China have been hindered by a willingness to distinguish them from other economic and political aspects of the relationship, Human Rights Watch said. Macron should acknowledge their interconnection and demonstrate leadership by including human rights in its broader policy discussions with China.<\/p>\n<p>The opening of the Chinese company Shein&#8217;s first physical store in Paris has raised various concerns, including a company business model that allegedly relies on <a href=\"https:\/\/www.bhrrc.org\/en\/from-us\/briefings\/shein-ultra-fast-fashion-and-forced-labour-risks-key-issues-for-investors\/\" target=\"_blank\" rel=\"noopener\">labor abuses<\/a> and deceptive <a href=\"https:\/\/www.beuc.eu\/enforcement\/click-buy-more\" target=\"_blank\" rel=\"noopener\">commercial practices<\/a> that include <a href=\"https:\/\/chinalaborwatch.org\/fast-fashion-slow-justice-labor-conditions-in-sheins-supply-workshops-kangle-village-guangzhou\/\" target=\"_blank\" rel=\"noopener\">sourcing from state-imposed forced labor<\/a> in Xinjiang.<\/p>\n<p><a href=\"https:\/\/www.bbc.com\/news\/articles\/cdrylgvr77jo\" target=\"_blank\" rel=\"noopener\">Media<\/a> and <a href=\"https:\/\/www.publiceye.ch\/en\/topics\/fashion\/interviews-with-factory-employees-refute-sheins-promises-to-make-improvements\" target=\"_blank\" rel=\"noopener\">nongovernmental organizations<\/a> have reported that Shein workers in China toil for excessive hours for very little pay. Shein has <a href=\"https:\/\/www.publiceye.ch\/fileadmin\/doc\/Mode\/20240412_Response_Shein_geschwaerzt.pdf\" target=\"_blank\" rel=\"noopener\">said<\/a> it is committed to supporting suppliers to create working conditions that meet international standards for health and safety, labor, and social welfare.<\/p>\n<p>Human rights groups have also documented the use of Chinese state-imposed forced labor involving Uyghurs and other Turkic Muslim communities in China&#8217;s <a href=\"https:\/\/www.shu.ac.uk\/news\/all-articles\/latest-news\/laundering-cotton-report\" target=\"_blank\" rel=\"noopener\">cotton<\/a>, <a href=\"https:\/\/www.hrw.org\/news\/2024\/02\/01\/china-carmakers-implicated-uyghur-forced-labor\" target=\"_blank\" rel=\"noopener\">automotive<\/a>, <a href=\"https:\/\/www.shu.ac.uk\/-\/media\/home\/research\/helena-kennedy-centre\/projects\/pdfs\/evidence-base\/in-broad-daylight.pdf\" target=\"_blank\" rel=\"noopener\">solar<\/a>, and <a href=\"https:\/\/globalrightscompliance.org\/wp-content\/uploads\/2025\/06\/GRC-critical-minerals.pdf\" target=\"_blank\" rel=\"noopener\">critical mineral<\/a> supply chains. The United Nations, Human Rights Watch, and other organizations have for several years reported on <a href=\"https:\/\/www.hrw.org\/report\/2021\/04\/19\/break-their-lineage-break-their-roots\/chinas-crimes-against-humanity-targeting\" target=\"_blank\" rel=\"noopener\">crimes against humanity<\/a> by Chinese authorities in Xinjiang. a predominantly Muslim Uyghur region.<\/p>\n<p>The European Union&#8217;s <a href=\"https:\/\/www.hrw.org\/news\/2024\/11\/19\/eu-adopts-new-regulation-curtail-forced-labor\" target=\"_blank\" rel=\"noopener\">Forced Labor Regulation<\/a>, once fully implemented in December 2027, will provide an important tool to block products made with forced labor from the EU market, including those from China. The risk of human rights abuses in supply chains also underscores the need to preserve the EU&#8217;s <a href=\"https:\/\/www.asso-sherpa.org\/corporate-sustainability-due-diligence-directive-france-advocates-indefinite-postponement-to-the-detriment-of-social-and-environmental-justice\" target=\"_blank\" rel=\"noopener\">corporate sustainability legislation<\/a>, which the EU, with the support of the French government, is currently seeking to water down.<\/p>\n<p>Macron has pushed for the EU to use its &#8220;trade bazooka&#8221; law, the Anti-Coercion Instrument, to address China&#8217;s coercive trade practices. But he should reiterate that China&#8217;s full compliance with international conventions recently ratified by China-International Labour Organization (ILO) Convention No. 29 on <a href=\"https:\/\/normlex.ilo.org\/dyn\/nrmlx_en\/f?p=NORMLEXPUB:13100:0::NO::P13100_COMMENT_ID%2CP13100_COUNTRY_ID:4420131%2C103404\" target=\"_blank\" rel=\"noopener\">forced labor<\/a> and ILO Convention No. 105 on <a href=\"https:\/\/normlex.ilo.org\/dyn\/nrmlx_en\/f?p=NORMLEXPUB:13100:0::NO::P13100_COMMENT_ID%2CP13100_COUNTRY_ID:4420125%2C103404\" target=\"_blank\" rel=\"noopener\">state-imposed forced labor<\/a>-are critical for strengthening ties between the two countries.<\/p>\n<p>Human Rights Watch in June documented Russia&#8217;s use of <a href=\"https:\/\/www.hrw.org\/report\/2025\/06\/03\/hunted-from-above\/russias-use-of-drones-to-attack-civilians-in-kherson-ukraine\" target=\"_blank\" rel=\"noopener\">commercial drones produced by China-based companies to attack civilians<\/a> in Kherson, Ukraine. Macron should press the Chinese government to ensure that these drone companies prevent sales to sanctioned entities and cooperate with investigations into unlawful attacks on civilians in Ukraine.<\/p>\n<p>China has also increasingly carried out cross-border abuses-known as <a href=\"https:\/\/www.hrw.org\/report\/2024\/02\/22\/we-will-find-you\/global-look-how-governments-repress-nationals-abroad\" target=\"_blank\" rel=\"noopener\">transnational repression<\/a>-to oppress critics of the government abroad and <a href=\"https:\/\/www.hrw.org\/news\/2025\/09\/28\/china-draft-ethnic-unity-law-tightens-ideological-control\" target=\"_blank\" rel=\"noopener\">impose ideological control<\/a>, including in <a href=\"https:\/\/www.hrw.org\/news\/2025\/10\/09\/uyghur-scholar-activist-faces-charges-in-france-for-criticizing-beijing\" target=\"_blank\" rel=\"noopener\">France<\/a>.<\/p>\n<p>In a recent case, Chinese authorities in July arrested <a href=\"https:\/\/www.hrw.org\/news\/2025\/09\/23\/china-free-student-advocate-for-tibetan-rights\" target=\"_blank\" rel=\"noopener\">Tara Zhang Yadi<\/a>, a Chinese student who had been studying in France, upon her return to China. She faces up to 5 years in prison, or up to 15 if found to be a ringleader, under charges of &#8220;inciting others to split the country and undermine national unity,&#8221; because she advocated for Tibetan rights while in France. This arrest comes amid broader Chinese government efforts to demand that foreign institutions, including <a href=\"https:\/\/chinadigitaltimes.net\/2024\/10\/french-museums-waver-between-tibet-and-xizang-amid-uproar-over-chinese-influence\/\" target=\"_blank\" rel=\"noopener\">museums in France<\/a>, refer to Tibet as Xizang, a Mandarin name for the region.<\/p>\n<p>&#8220;Millions of people in China, France, and the EU continue to bear the weight of Beijing&#8217;s repression and abuses,&#8221; Jeannerod said. &#8220;Macron should stop trying to justify France&#8217;s silence on rights and make clear that the Chinese government&#8217;s repression affects many core French and EU interests, and that China needs to reverse course to maintain strong relations.&#8221;<\/p>\n<p>    \/Public Release.
