{"id":613994,"date":"2025-12-05T14:48:24","date_gmt":"2025-12-05T14:48:24","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/613994\/"},"modified":"2025-12-05T14:48:24","modified_gmt":"2025-12-05T14:48:24","slug":"eu-issues-e120-million-fine-to-elon-musks-x-under-rules-to-tackle-disinformation","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/613994\/","title":{"rendered":"EU issues \u20ac120 million fine to Elon Musk&#8217;s X under rules to tackle disinformation"},"content":{"rendered":"<p class=\"paragraph\"> The European Commission on Friday issued a \u20ac120 million ($139 million) fine to Elon Musk\u2019s social media platform X for breaking EU laws that require such services to be transparent with users and external researchers. <\/p>\n<p class=\"paragraph\"> The specific laws, under the <a href=\"https:\/\/therecord.media\/european-parliament-elections-interferance-big-tech-rules\" target=\"_blank\" rel=\"noopener noreferrer\">Digital Services Act<\/a> (DSA), are intended to provide the European Union with a mechanism to tackle online disinformation and influence operations. The largest social media platforms must safeguard their users from manipulation or face fines of up to 6% of their global turnover. <\/p>\n<p class=\"paragraph\"> X, which is privately owned by Musk, does not have a duty to publicly declare its global turnover to shareholders. Musk\u2019s net worth is currently estimated to be around $490 billion, making the fine equivalent to about 0.0245% of his wealth. <\/p>\n<p class=\"paragraph\"> The fine against X is the first issued under the DSA. It is expected to have geopolitical consequences, with the U.S. administration repeatedly complaining that the EU\u2019s regulations are effectively a method to tax American companies and introduce non-tariff barriers to trade. The commission has the power, in extreme, of requesting that access to X is restricted across the EU. <\/p>\n<p class=\"paragraph\"> Shortly after setting out the rules of the DSA last year, the commission <a href=\"https:\/\/therecord.media\/eu-threatens-x-with-fine-digital-services-act\" target=\"_blank\" rel=\"noopener noreferrer\">informed<\/a> X that it believed the company broke those rules by misleading users over its paid-for \u201cverified mark\u201d scheme \u2014 known as the \u201cblue checkmark\u201d \u2014 and by failing to meet transparency requirements over political advertisements and researchers\u2019 access to public data. <\/p>\n<p class=\"paragraph\"> In its announcement on Friday, the commission confirmed those findings, arguing \u201canyone can pay to obtain the \u2018verified&#8217; status without the company meaningfully verifying who is behind the account.\u201d <\/p>\n<p>Researcher access<\/p>\n<p class=\"paragraph\"> The DSA also requires platforms to maintain a publicly available, searchable repository of political advertisements \u201cupdated in as close as possible to real-time\u201d that will offer third parties the ability to identify who had been targeted by what particular content. <\/p>\n<p class=\"paragraph\"> This, the commission said, is \u201ccritical for researchers and civil society to detect scams, hybrid threat campaigns, coordinated information operations and fake advertisements.\u201d <\/p>\n<p class=\"paragraph\"> However the advertisement repository used by X \u201cincorporates design features and access barriers, such as excessive delays in processing, which undermine the purpose of ad repositories\u201d according to the commission, which said the ads that are recorded there are kept without critical information such as the content and topic of the ad, as well as the legal entity who paid for it. <\/p>\n<p class=\"paragraph\"> Under the DSA, platforms also have an obligation to provide researchers with access to their public data. X\u2019s terms of service currently \u201cprohibit eligible researchers from independently accessing its public data, including through scraping,\u201d complained the commission. <\/p>\n<p class=\"paragraph\"> \u201cMoreover, X&#8217;s processes for researchers&#8217; access to public data impose unnecessary barriers, effectively undermining research into several systemic risks in the European Union,\u201d it added. <\/p>\n<p>A long-brewing fight<\/p>\n<p class=\"paragraph\"> X\u2019s own <a href=\"https:\/\/x.com\/GlobalAffairs\" target=\"_blank\" rel=\"noopener noreferrer\">Global Government Affairs<\/a> team has not responded to the fine as of publication. It previously <a href=\"https:\/\/x.com\/GlobalAffairs\/status\/1907963263419297893\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a>: \u201cIf the reports that the European Commission is considering enforcement actions against X are accurate, it represents an unprecedented act of political censorship and an attack on free speech. X has gone above and beyond to comply with the EU\u2019s Digital Services Act, and we will use every option at our disposal to defend our business, keep our users safe, and protect freedom of speech in Europe.\u201d <\/p>\n<p class=\"paragraph\"> Elon Musk has also claimed the regulations are an attempt to coerce the company into censoring speech. Although the multibillionaire has since had a falling-out with President Donal Trump, before the 2024 election now-Vice President JD Vance suggested that the European Union\u2019s treatment of Musk would influence U.S. policy towards NATO. <\/p>\n<p class=\"paragraph\"> An evening before the fine was issued, Vance used X to <a href=\"https:\/\/x.com\/JDVance\/status\/1996701953372704921\" target=\"_blank\" rel=\"noopener noreferrer\">state<\/a>: \u201cRumors swirling that the EU commission will fine X hundreds of millions of dollars for not engaging in censorship.
