{"id":618535,"date":"2025-12-07T19:32:21","date_gmt":"2025-12-07T19:32:21","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/618535\/"},"modified":"2025-12-07T19:32:21","modified_gmt":"2025-12-07T19:32:21","slug":"how-europe-is-gearing-up-to-follow-australias-teen-social-media-ban","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/618535\/","title":{"rendered":"How Europe is gearing up to follow Australia&#8217;s teen social media ban"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">The European Union is &#8220;watching and will be learning&#8221; from Australia&#8217;s new laws to bar under 16s from social media which officially roll out on December 10.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia led the world in introducing laws to require <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-05\/what-social-media-apps-are-getting-banned-in-australia\/105973258\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105973258\" target=\"_blank\" rel=\"noopener\">10 platforms<\/a> including TikTok, Instagram and Snapchat to take reasonable steps to block young users or face fines of up to $49.5 million.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-11-05\/what-social-media-apps-are-getting-banned-in-australia\/105973258\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">What apps are getting banned in Australia?<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Ten platforms are included in Australia&#8217;s world-first social media ban for under 16s next month.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Europe is now eyeing similar bans, as well as proposals for a late-night &#8220;curfew&#8221;, curbs on addictive features, and an EU-wide age verification app.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Here&#8217;s what&#8217;s happening overseas \u2014 and what Australia could learn from it.<\/p>\n<p>Which EU countries already have restrictions in place?<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-10-09\/denmark-to-ban-social-media-for-under-15s-following-australia\/105870694\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105870694\" target=\"_blank\" rel=\"noopener\">Denmark has already promised to bar under 15s<\/a> from social media unless they have parental consent.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In late November, the European Parliament voted in favour of banning under-16s without parental consent from social media, and an outright ban on under-13s.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The parliament also voted in favour of protecting minors from addictive features such as infinite scrolling, automatic videos, excessive push notifications and rewards for repeated use of a site.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The non-binding resolution came after European Commission (EC) president <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-09-25\/united-nations-general-assembly-social-media-ban\/105814246\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105814246\" target=\"_blank\" rel=\"noopener\">Ursula von der Leyen praised Australia&#8217;s laws<\/a>, telling a United Nations event in September she was &#8220;inspired&#8221; by Australia&#8217;s &#8220;bold&#8221; move.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;It is obvious this is plain common sense,&#8221;<\/p><\/blockquote>\n<p>  she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We all agree that young people should reach a certain age before they smoke, drink, or access adult content. The same can be said for social media.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms von der Leyen is due to receive expert advice by the year&#8217;s end &#8220;on the best approach for Europe&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Italy has laws requiring under-14s on social media to have parental consent, while Spain and Norway have both moved towards rolling out similar restrictions.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In June 2023, France introduced laws requiring platforms to verify users&#8217; ages and obtain parental consent for users under 15.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And French President Emmanuel Macron has recently promised his government will ban all under-15s from social media if progress isn&#8217;t made at the EU level.<\/p>\n<p><img decoding=\"async\" alt=\"Emmanuel Macron looking slightly to the left in a crowd.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/b0289f661ee3d27f2e363e523efbfc64\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Emmanuel Macron wants to ban French children under the age of 15 from social media. (Reuters: Jean-Christophe Verhaegen)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">French parliamentarians have also proposed an overnight &#8220;digital curfew&#8221; for 15 to 18-year-olds, while French prosecutors have opened a criminal investigation into TikTok over <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.euronews.com\/next\/2025\/11\/05\/france-opens-criminal-probe-into-tiktok-over-impact-on-childrens-mental-health\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">claims it exposes children to content that promotes suicide<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Lisa Given, an RMIT professor specialising in age assurance technology, says while Australia was the first country to legislate an outright ban on under-16s using social media, other jurisdictions had &#8220;been toying with different solutions&#8221; in recent years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Many, many countries in the world are really watching us closely to see if the social media restrictions that we&#8217;re putting in place are going to be something they could replicate or adapt to their own context,&#8221; she said.<\/p>\n<p>How Europe is developing its own age verification app<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The EC has been working with five countries \u2014 Denmark, France, Greece, Italy and Spain \u2014 on developing an age verification app.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The aim is to allow users to prove their age through <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/eu-age-verification\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">an official EU-wide app<\/a> without giving sensitive information to social platforms, unlike Australia&#8217;s approach.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Professor Given says the Australian government has left age-assurance checks &#8220;in the hands of tech companies&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"A white woman with dark red hair sitting at a table and using a laptop\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/53d4aa02ba58b835e0ab79b62d46c921\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Lisa Given says there are privacy concerns around how social media platforms will verify their users&#8217; ages. (ABC News: Patrick Stone)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Having government oversight around the interventions that are going to be used to ensure that companies are complying with privacy legislation is really critical,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Many individuals, including parents, will be quite concerned about what technologies the companies are using for age assurance.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Do these raise any risks around privacy? If information is being stored or shared about their children as part of the age assurance process, is that data going to be safe?&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Cybersecurity experts have raised the alarm with <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-28\/snapchat-age-verification-concerns-social-media-ban-children-16\/106047210\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106047210\" target=\"_blank\" rel=\"noopener\">Snapchat&#8217;s approach to verifying Australian users&#8217; ages,<\/a> which includes sending a selfie or government-issued ID to a third-party platform.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-11-28\/snapchat-age-verification-concerns-social-media-ban-children-16\/106047210\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Cybersecurity experts alarmed by Snapchat&#8217;s age-verification plan<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">As the social media ban for kids under 16 approaches, messaging app Snapchat says users will be able to verify their age by sending a selfie or their ID to a third-party platform.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A government spokesperson told the ABC its new laws had &#8220;strong protections for personal information&#8221; collected for age assurance checks, including &#8220;serious penalties&#8221; for platforms that fail to protect personal data.<\/p>\n<p>What else could Australia learn from Europe?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While Australia is the first country to ban under-16s from social media, the government&#8217;s approach could be influenced by what&#8217;s happening abroad.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In November, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.esafety.gov.au\/newsroom\/media-releases\/esafety-joins-forces-with-the-european-commissions-dg-cnect-and-the-uks-ofcom-to-strengthen-global-cooperation-on-child-online-safety\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">Australia&#8217;s eSafety Commission signed a joint pledge<\/a> with its UK counterpart and the EC that will see them share knowledge on age assurance technologies.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It could see Australia follow Europe&#8217;s lead in developing its own age-assurance checks, with the government&#8217;s new laws to be independently reviewed in two years&#8217; time.<\/p>\n<p><img decoding=\"async\" alt=\"Julie Inman Grant is Australia\u2019s eSafety Commissioner stands in her officer in front of windows with her armed crossed\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/7d22093ea2ba161211baa0d5baae4f2f\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Julie Inman Grant, Australia&#8217;s eSafety Commissioner, says age restrictions are just one tool to address online safety. (ABC News: Craig Hansen)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The EU&#8217;s move towards forcing platforms to disable addictive features on young users&#8217; accounts could gain traction here too.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It&#8217;s not just the content on the platform or the platform itself.
