href=\"https:\/\/www.theguardian.com\/us-news\/donaldtrump\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Donald Trump<\/a>\u2019s second presidency is written, 26 November 2025 may well go down as a particular landmark.<\/p>\n<p class=\"dcr-130mj7b\">On the eve of Thanksgiving, a lone gunman <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/26\/national-guard-soldiers-shot-washington-dc\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">shot<\/a> two West Virginia national guards, Sarah Beckstrom, and Andrew Wolfe, as they were on patrol outside Washington DC\u2019s Farragut West metro station, a short walk from the White House \u2013 and thereby opened the floodgates to a wave of racist and anti-immigrant invective that seemed extreme even for Trump.<\/p>\n<p class=\"dcr-130mj7b\">Beckstrom, 20, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/28\/national-guard-member-sarah-beckstrom-has-died-after-shooting-in-washington-dc-trump-announces\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">died<\/a> from her injuries the following day, while 24-year-old Wolfe is said to be <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/06\/west-virginia-national-guard-dc-attack\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">slowly recovering<\/a> from \u201ccritical\u201d wounds.<\/p>\n<p class=\"dcr-130mj7b\">But Trump seemed to focus less on the fates of the two guardsmembers whose deployment he had ordered to combat a supposed \u201ccrime wave\u201d than the origins of the suspected assailant, Rahmanullah Lakanwal, a recent immigrant from Afghanistan.<\/p>\n<p class=\"dcr-130mj7b\">Lakanwal, 29, who has been <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/02\/national-guard-shooting-suspect-court-appearance\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">charged<\/a> with murder, served with a CIA-linked Afghan \u201cpartner force\u201d before arriving in the US in 2021 following Washington\u2019s chaotic withdrawal from the long Afghan war in a resettlement program created by Joe Biden\u2019s administration and which saw the admission of 190,000 Afghans in the country.<\/p>\n<p class=\"dcr-130mj7b\">He was granted asylum this year by Trump\u2019s administration, after thorough vetting, but is said to have encountered acute mental health problems.<\/p>\n<p class=\"dcr-130mj7b\">For the president, however, such details counted for little.<\/p>\n<p class=\"dcr-130mj7b\">The following day, Thanksgiving, he issued a social media bereft of any message of gratitude to Afghans who had been admitted to the US after helping American forces in Afghanistan.<\/p>\n<p class=\"dcr-130mj7b\">Instead, in an extraordinary outburst, Trump suggested all Afghan arrivals should be ended and broadened his animus <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/02\/trump-asylum-pause-afghanistan\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">to cover immigrants<\/a> from an undefined list of <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/28\/trump-says-he-will-permanently-pause-migration-from-third-world-countries-after-national-guard-shooting\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">\u201cthird world counties\u201d<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI will permanently pause migration from all Third World Countries to allow the U.S. system to fully recover, terminate all of the millions of Biden illegal admissions\u2026and remove anyone who is not a net asset to the United States,\u201d he <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115625427648743414\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">wrote<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">He vowed to denaturalize US citizens \u201cwho undermine domestic tranquility\u201d and deport \u201cforeign nationals\u201d deemed \u201cnon-compatible with Western Civilization\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Stephen Miller, the powerful White House deputy chief of staff and architect of the president\u2019s immigration crackdown, implied in a social media post that the true goal was ending immigration from what Trump once labelled \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/2018\/jan\/11\/trump-pans-immigration-proposal-as-bringing-people-from-shithole-countries\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">shithole countries<\/a>\u201d and rebutted criticism that it amounted to \u201ccollective punishment\u201d for the crime of a single person.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis is the great lie of mass migration,\u201d he <a href=\"https:\/\/x.com\/StephenM\/status\/1994247172129280225\" data-link-name=\"in body link\">wrote<\/a>. \u201cYou are not just importing individuals. You are importing societies. No magic transformation occurs when failed states cross borders. At scale, migrants and their descendants recreate the conditions, and terrors, of their broken homelands.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Coming after months of mass arrests carried out by Immigration Customs and Enforcement (<a href=\"https:\/\/www.theguardian.com\/us-news\/ice-us-immigration-and-customs-enforcement\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">ICE<\/a>) agents, it seemed to foretell a fearful intensification of actions against US citizens and legal residents with origins in a startling range of foreign countries.<\/p>\n<p class=\"dcr-130mj7b\">Such fears were borne out in the following days as the president <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/nov\/21\/trump-protections-somalis-minnesota\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">focused on<\/a> the US\u2019s Somali community, mainly based in Minnesota. He also insulted the state\u2019s Democratic governor, Tim Walz, with an <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/01\/trump-indiana-state-senator-redistricting-vote\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">offensive slur<\/a> after he defended ethnic Somalis and one of its members of Congress, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/05\/trump-ilhan-omar-somalia\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Ilhan Omar<\/a>, who emigrated from Somalia.<\/p>\n<p class=\"dcr-130mj7b\">But it was the nakedly racist nature of Trump\u2019s comments on Somalians in general that shocked.<\/p>\n<p class=\"dcr-130mj7b\">Having first attacked Somalians at Mar-a-Lago, and then again onboard Air Force One, he <a href=\"https:\/\/www.youtube.com\/watch?v=XiXL_rBeWp8\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">raised the ante in a cabinet meeting<\/a> in the White House, calling Somalians and Omar herself \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/02\/trump-somali-immigrants-minnesota\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">garbage<\/a>\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI don\u2019t want them in our country,\u201d he said, as Marco Rubio, the secretary of state, and the defence secretary, Pete Hegseth, sat on either side of him.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe\u2019re going to go the wrong way if we keep taking in garbage into our country. Ilhan Omar is garbage, just garbage. These are people that do nothing but complain.<\/p>\n<p class=\"dcr-130mj7b\">\u201cLet them go back to where they came from and fix it.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Shamefully, the splenetic outpouring was greeted with applause by members of Trump\u2019s cabinet.<\/p>\n<p class=\"dcr-130mj7b\">The diatribe recalled his outburst against Mexican immigrants in 2015, who he smeared as \u201crapists\u201d, \u201ccriminals\u201d and \u201cdrug dealers\u201d when he launched his first presidential bid.<\/p>\n<p class=\"dcr-130mj7b\">It also resembled his <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/sep\/30\/springfield-ohio-republicans-haitian-immigrants-lies\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">denigration of Ohio\u2019s Haitian community<\/a> in the 2024 election campaign, when he <a href=\"https:\/\/www.theguardian.com\/us-news\/article\/2024\/sep\/10\/trump-springfield-pets-false-claims\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">falsely accused them<\/a> of eating pet cats and dogs.<\/p>\n<p class=\"dcr-130mj7b\">Yet with Trump now holding power, the tangible impact was much greater, according to Larry Jacobs, a political professor at the University of Minnesota.<\/p>\n<p class=\"dcr-130mj7b\">\u201cYou have Somalis who are not leaving their houses,\u201d he said. \u201cThey don\u2019t go to school, they\u2019re not going to work. They expect to be kidnapped off the streets by ICE. So this is, you know, just the extraordinarily harmful, you know, actually by the president.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe main thing that stands out today is just the extraordinary harm that he\u2019s done to a group of people who play a very significant and positive role for Minnesota.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt also hurts him. The Republican party in Minnesota has been making headway in recruiting Somalis. There are plenty of Somalis who are conservative on cultural and economic issues \u2013 and what Trump is doing is shattering that effort.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Any hopes that Trump\u2019s sentiments would not extend beyond rhetoric has been dispelled in recent days by the actions of his closest associates and ICE agents on the ground.<\/p>\n<p class=\"dcr-130mj7b\">New Orleans <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/03\/new-orleans-ice-crackdown\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">became the latest Democratic-run city<\/a> to be <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/04\/new-orleans-ice-immigration-raid\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">targeted by ICE<\/a> as the agency launched Operation Catahoula Crunch, in which Trump administration officials set a target of 5,000 arrests. That would surpass the numbers detained during a recent two-month crackdown in Chicago and match the figures arrested last summer in Los Angeles, a third of whose 10 million inhabitants are foreign-born.<\/p>\n<p class=\"dcr-130mj7b\">Local authority leaders denounced the target as unrealistic and said it could only be achieved by arresting those without criminal records.<\/p>\n<p class=\"dcr-130mj7b\">ICE agents also <a href=\"https:\/\/www.cnn.com\/us\/live-news\/immigration-enforcement-minnesota-nola-12-04-25\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">swooped on Minnesota\u2019s twin cities<\/a> of Minneapolis and St Paul, where the homeland security department <a href=\"https:\/\/www.dhs.gov\/news\/2025\/12\/04\/ice-arrests-worst-worst-criminal-illegal-aliens-during-operation-metro-surge\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">claimed<\/a> \u201cthe worst of the worst criminal illegal aliens\u201d had been arrested.<\/p>\n<p class=\"dcr-130mj7b\">The homeland security secretary, <a href=\"https:\/\/www.theguardian.com\/us-news\/kristi-noem\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Kristi Noem<\/a>, announced a \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/02\/kristi-noem-travel-ban-national-guard-shooting\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">full travel ban<\/a>\u201d on unnamed countries in a social media post that, for sheer vitriol, matched Trump.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI am recommending a full travel ban on every damn country that\u2019s been flooding our nation with killers, leeches, and entitlement junkies,\u201d she <a href=\"https:\/\/x.com\/Sec_Noem\/status\/1995642101779124476\" data-link-name=\"in body link\">wrote<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cOur forefathers built this nation on blood, sweat, and the unyielding love of freedom\u2014not for foreign invaders to slaughter our heroes, suck dry our hard-earned tax dollars, or snatch the benefits owed to AMERICANS. WE DON\u2019T WANT THEM. NOT ONE.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On Thursday, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/05\/kristi-noem-travel-ban\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Noem told Fox News<\/a> that her travel ban would extend to 32 unspecified countries \u2013 a prohibition that would dwarf the highly controversial exclusion of ban against seven predominantly Muslim countries of Trump\u2019s first presidency.<\/p>\n<p class=\"dcr-130mj7b\">The effect on some legal foreign residents has already been felt, including some waiting for citizenship appointments. Some green card holders have reported having had their naturalization appointments \u2013 at which they were due to become US citizens \u2013 cancelled.<\/p>\n<p class=\"dcr-130mj7b\">Writing in the <a href=\"https:\/\/www.nytimes.com\/2025\/12\/05\/opinion\/immigration-restrictions-dc-shooting.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">New York Times<\/a>, Amanda Frost, a law professor at the University of Virginia, said the aspects of the crackdown were illegal.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAs the supreme court <a href=\"https:\/\/supreme.justia.com\/cases\/federal\/us\/585\/17-965\/#tab-opinion-3920355\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">explained<\/a> when upholding Mr Trump\u2019s first travel ban back in 2018, the president has statutory authority to suspend entry into the United States based on national origin, at least for some period of time,\u201d she wrote. \u201cBut that does not permit him to deny visas, cancel green cards or denaturalize immigrants based on nothing more than their country of origin.\u201d<\/p>\n<p class=\"dcr-130mj7b\">But Joe Walsh, a former Republican congressman who joined the Democrats after turning against Trump, said the president was unconcerned with legal niceties and was likely to amplify his racist demagoguery if his approval ratings continue to sag, a trend that has led to the GOP suffering several recent successive election defeats.<\/p>\n<p class=\"dcr-130mj7b\">\u201cHe was always on this track. The reason it seems more extreme right now is his numbers are tanking,\u201d said Walsh. \u201cWhat triggers him is he\u2019s not doing well, and Republicans aren\u2019t doing well. He\u2019s getting his butt handed to him in all these special elections. He doesn\u2019t give a damn about those two national guard members.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhat they\u2019re going to do is get uglier and uglier and more racist to appeal to their base, to try to scare voters again.<\/p>\n<p class=\"dcr-130mj7b\">\u201cHe\u2019s inciting violence against brown and Black immigrants in this country but I am from the right and this is the MO and their favorite go-to tactic.
