A number of elected representatives want to introduce tougher consequences for those who break the council\u2019s code of conduct.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Councillors Holly Harrison and Graham Shuttleworth want to \u2018restore faith in democracy\u2019 by introducing harsher punishments on bullying and other toxic behaviour at local authorities. The call comes after the townhall was found to have one of the highest numbers of standards complaints of any other Greater Manchester council \u2013 with a total of 22 ongoing investigations conducted during 2025.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">In a recently concluded case, Councillor Mark Kenyon was told to apologise after a \u00a310k investigation found him in breach of <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/oldham\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Oldham<\/a>\u2019s code of conduct for \u2018spying\u2019 on a meeting between councillors and officers. CCTV showed the councillor placing a device outside the door of the town hall leader, then walking forwards and appearing to listen to something on his phone in the middle of the corridor.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/0_Standards-Committee-Reviewing-CCTV-footage-of-Mark-Kenyon-spying.jpg\" loading=\"lazy\"  \/>(Image: Charlotte Hall)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The footage was shown as part of a special meeting, in which other councillors determined his punishment. It was deemed by majority vote that councillor Kenyon had \u2018suffered enough\u2019 after losing out on an opportunity to run for MP during the general election and no further action was needed.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">But some council sources made it clear they believed the process of \u2018councillors making decisions on councillor conduct is like marking your own homework\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">At the time of the decision, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a> councillor Umar Nasheen, who argued for harsher sanctions, told the LDRS: \u201cThere is no question that Coun Kenyon brought the Council into disrepute, but in trying to legitimise and excuse these actions some members of the sub-committee have done the people of Oldham a disservice.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">But a new government consultation could be leading to change.
