{"id":622561,"date":"2025-12-09T17:04:17","date_gmt":"2025-12-09T17:04:17","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/622561\/"},"modified":"2025-12-09T17:04:17","modified_gmt":"2025-12-09T17:04:17","slug":"how-rogue-number-plates-are-beating-traffic-cameras","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/622561\/","title":{"rendered":"How rogue number plates are beating traffic cameras"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Widespread abuse&#8221; of <a data-i13n=\"cpos:1;pos:1\" href=\"https:\/\/uk.news.yahoo.com\/rules-30-ghost-plates-invisible-063209679.html\" data-ylk=\"slk:vehicle number plates;cpos:1;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener\">vehicle number plates<\/a> is allowing dishonest drivers to avoid road fines and is helping to facilitate drug dealing and organised crime, a new report has warned.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As many as one in 15 vehicles may carry plates designed to <a data-i13n=\"cpos:2;pos:1\" href=\"https:\/\/uk.news.yahoo.com\/calls-tougher-laws-ghost-plates-133044692.html\" data-ylk=\"slk:evade detection by automatic number plate recognition;cpos:2;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener\">evade detection by automatic number plate recognition<\/a> (ANPR) cameras, researchers found.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The All-Party Parliamentary Group for Transport Safety (APPGTS), which produced the report, calls on the government to crack down on &#8220;ghost plates&#8221; and &#8220;cloned plates&#8221;, adding that those who sell them &#8220;have gone under the radar for too long&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The problem has &#8220;rapidly ballooned&#8221; in recent years, the report said, with an estimated 2 million rogue motorists doctoring plates to evade ULEZ-style cameras in 2023.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It found that many drivers are not aware that their personalised plates are illegally evading cameras, and sometimes manufacturers don&#8217;t even know they&#8217;re selling illegal plates.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As well as assisting criminals, ghost plates allow &#8220;vulnerabilities that could be exploited by terrorist groups planning vehicle-borne attacks&#8221;, National Trading Standards told the inquiry.<\/p>\n<p><img alt=\"Sarah Coombes, Labour MP for West Bromwich, holding vehicle number plates outside the Houses of Parliament, London ahead of a roundtable event in Parliament with industry experts, the DVLA and police forces to discuss ghost number plates - vehicle registration plates which have a reflective coating preventing them from being identified by police cameras. (Alamy)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sarah Coombes, APPGTS member and Labour MP for West Bromwich, said the report &#8220;makes clear how the whole system is failing&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;It\u2019s totally wrong that people can commit terrible crimes and then set themselves up as number plate sellers with no questions asked,&#8221; she said.<\/p>\n<p>What are ghost plates?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ghost plates, also known as stealth plates, are fake or illegally altered registration plates that are used to avoid speed and enforcement cameras, and sometimes to engage in crime, <a data-i13n=\"cpos:3;pos:1\" href=\"https:\/\/www.rac.co.uk\/drive\/advice\/legal\/illegal-number-plates-all-you-need-to-know\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:the RAC;cpos:3;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">the RAC<\/a> said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">They are designed with &#8220;reflective sprays, transparent films, or slight character modifications&#8221;, which can &#8220;block infrared detection or confuse recognition software&#8221;, the roadside assistance company added<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Others are made to resemble official DVLA-issued number plates but use a different font, colour, or design.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Earlier this year, the <a data-i13n=\"cpos:4;pos:1\" href=\"https:\/\/www.tradingstandards.uk\/news-policy-campaigns\/news-room\/2025\/ctsi-calls-for-tougher-penalties-on-the-use-and-sale-of-ghost-number-plates\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Chartered Trading Standards Institute (CTSI);cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Chartered Trading Standards Institute (CTSI)<\/a> said these plates are &#8220;undermining road safety and allowing dangerous drivers to flout the law with impunity&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;While it is legal to purchase these plates, it becomes a criminal offence the moment they are used on a vehicle on public roads,&#8221; it added.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">These are different from cloned plates, which involve copying someone&#8217;s registration number and assigning it to another car.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Criminals often choose a vehicle with a &#8220;clean history&#8221;, such as no tickets or fines, and may replicate a similar make, model and colour to make it difficult for police to catch them, according to<a data-i13n=\"cpos:5;pos:1\" href=\"https:\/\/www.autotrader.co.uk\/content\/news\/illegal-and-cloned-number-plates\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Autotrader.;cpos:5;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \"> Autotrader.<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Rochdale Trading Standards estimates that Transport for London is losing out on \u00a349.8m in revenue and \u00a3898.8m in lost fines per year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">At the Dartford Crossing, they estimate revenue losses amount to \u00a313.4m and \u00a3402.4m in lost fines.<\/p>\n<p>How do drivers create them?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The report highlights that rogue drivers &#8220;can exploit weaknesses in the ANPR system with ease, buying plates for less than \u00a310 online, with no questions asked&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sometimes &#8220;nothing more sophisticated than cellophane, leaves or a marker pen&#8221; is enough, the group of MPs and peers say.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Very simple measures, like plastic film, appear reflective to ANPR cameras, which rely on infrared light, and render a plate unreadable,&#8221; the group says.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Raised digits made of gels or plastics can cause ANPR misreads by either appearing see-through to infrared light, or creating shadows that distort images of the plate.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;In ANPR footage, those plates show up as white or yellow rectangles, or have certain characters missing or obscured.&#8221;<\/p>\n<p><img alt=\"High traffic density on highway\" loading=\"lazy\" width=\"960\" height=\"540\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/13ec6c70-d457-11f0-bdcb-1e8fbeded6d4.jpeg\"\/><\/p>\n<p>Many drivers could be using ghost plates without even realising, a new report warns. (Getty Images)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The group is calling for the design of plates to be standardised, which would include banning 3D and 4D versions, which were permitted to &#8220;satisfy a growing demand for plate personalisation&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Its report says these plates comprising raised characters &#8220;can be made from a variety of plastics, including those that look black to the naked eye but disappear when viewed through ANPR cameras, sometimes unbeknown to their owners&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The APPGTS found many sellers of ghost plates were operating from private homes or small workshops, with no background checks.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The report quotes Rochdale Trading Standards, who found a supplier &#8220;making plates from the back bedroom of a house&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;We seized about \u00a370,000 worth of equipment, and they didn&#8217;t blink an eye. So we&#8217;re thinking: \u2018this is out of control\u2019,&#8221; the team said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Some of those handling customers\u2019 identity documents were found to have criminal convictions for violence and fraud, the APPGTS found.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It calls for the number of licensed sellers to be &#8220;significantly&#8221; reduced from its current level of 34,455 by introducing annual fees and higher standards.<\/p>\n<p>What are the fines for using ghost plates?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Many drivers are not aware that their personalised plate is cheating ANPR, and around 42% aren\u2019t aware that number plate tampering is a criminal offence.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sometimes manufacturers aren\u2019t even aware \u2013 they might just be buying the cheapest plastic they can.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">This could help explain why an estimated one in 15 vehicles in the UK may be carrying non-compliant plates, and also means that many drivers don&#8217;t realise they are at risk of incurring penalties.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;For drivers who contravene the rules, the benefit is often seen to outweigh the risk,&#8221; the APPGTS report says.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The maximum fine available is \u00a31,000 via a magistrates\u2019 court, but more often drivers are fined just \u00a3100 for a non-compliant number plate.&#8221;<\/p>\n<p>What are the rules for legal UK number plates?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Number plates in the UK must be made from a reflective material, display black characters with a white background for the front plate and a yellow background for the rear plate, the government says.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">They must not have a background pattern or be tinted, and must be marked to show who supplied the number plate.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">They should also be marked with a British Standard Number (currently BS AU 145e for plates fitted after 1 September 2021), which you can find in the bottom right-hand corner of the plate.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Number plates can also display certain flags, symbols and identifiers,<a data-i13n=\"cpos:6;pos:1\" href=\"https:\/\/www.gov.uk\/displaying-number-plates\/flags-identifiers-and-stickers\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:which are listed here;cpos:6;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \"> which are listed here<\/a>, and a green flash if you have a zero-emission vehicle.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Despite 3D plates being implicated in the debate on ghost plates, they are not illegal themselves.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Utopia Plates, a manufacturer of custom 3D and 4D number plates, defended itself on its website after news reports emerged of one of its models, which happens to be named &#8220;GHOST 4D&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It says the plates &#8220;couldn\u2019t be more different from the plates&#8221; described by the media, adding that by &#8220;lumping together illegal ghost plates with perfectly legal 3D and 4D plates, these articles risk demonising an entire sector of legitimate businesses&#8221;.<\/p>\n","protected":false},"excerpt":{"rendered":"&#8220;Widespread abuse&#8221;
