The attack is the third sea drone strike in two weeks on vessels part of Russia\u2019s \u201cshadow fleet\u201d of unregulated and often western-sanctioned ships helping Moscow export oil to fund the war.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">The <strong>Dashan tanker was sailing at maximum speed with its transponders off when powerful explosions hit its stern, inflicting critical damage<\/strong>, the official at the Security Service of Ukraine (SBU) said. The strike on the Dashan, which is under EU and British sanctions and is sailing without a known flag registry, was also confirmed by three maritime security sources. \u201cThe SBU continues to take active measures to reduce petrodollar revenues to the Russian budget,\u201d said the official.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">Leaders of the <strong>\u201ccoalition of the willing\u201d group of nations<\/strong> will hold a video call on Thursday as the chaotic American efforts to push through a peace deal to end the war in Ukraine reach a crunch moment, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/10\/coalition-willing-nations-war-ukraine-keir-starmer-emmanuel-macron\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Shaun Walker writes from Kyiv<\/a>. And we said, \u2018before we go to a meeting, we want to know some things,\u2019\u201d Trump added. \u201cThey would like us to go to a meeting over the weekend in Europe, and we\u2019ll make a determination depending on what they come back with. We don\u2019t want to be wasting time.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\"><strong>Voldodymyr Zelenskyy, Ukraine\u2019s president, spoke further about <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/09\/zelenskyy-ready-for-elections-after-trump-questions-ukrainian-democracy\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Ukrainian elections<\/a>, saying he had discussed with parliament the legal and other issues involved.<\/strong> \u201cIf partners, including our key partner in Washington, speak so much and so specifically about elections in Ukraine, about elections under martial law, then we must provide legal Ukrainian answers to every question and every doubt,\u201d he said. \u201cIt is not easy, but <strong>pressure on this issue is definitely not what we need<\/strong>.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">There is <strong>no proof of Russian allegations that western arms sent to Ukraine are being illicitly diverted<\/strong> on a large scale to criminal groups, two NGOs said in a study on Wednesday. The Switzerland-based Small Arms Survey and Ukrainian Center for Security Studies said that while firearms seizures by Ukrainian authorities had increased, \u201cUkrainian authorities have shown a strong commitment to addressing this issue\u201d \u2013 and <strong>Russia\u2019s invading forces were driving illicit arms flows in Ukraine <\/strong>by establishing arms caches and losing or abandoning their weapons on the battlefield. <strong>\u201cWestern hand grenades, shoulder-fired rockets, and portable missiles comprise only a small percentage of all seized weapons.\u201d<\/strong><\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">The <strong>war in Ukraine is endangering pregnant women, and maternal mortality has risen sharply<\/strong>, the United Nations Population Fund has warned. The maternal mortality rate among pregnant women jumped by approximately 37% from 2023 to 2024. The war was putting \u201cmore women at risk of dying and more pregnancies ending in life-threatening complications\u201d said Florence Bauer, the agency\u2019s director for eastern Europe. \u201cThese are not abstract statistics \u2013 they are people and families living under unbearable stress and reflect a health system under attack.\u201d<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">On Capitol Hill, the US House of Representatives passed a <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/11\/us-house-passes-bill-to-bolster-europes-defence-in-apparent-rebuke-to-trumps-foreign-policy-strategy\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">$900bn defence policy bill<\/a> on Wednesday that includes <strong>$400m for each of the next two years to manufacture weapons to be sent to Ukraine<\/strong>. Despite Trump\u2019s capricious attitude to Ukraine and European allies, lawmakers included several provisions meant to keep up US support for countering Russian aggression.<\/p>\n<\/li>\n<li class=\"dcr-130mj7b\">\n<p class=\"dcr-130mj7b\">The bill would need to pass the Senate, where it could be amended, and then also would have to receive the president\u2019s signature. It <strong>requires the Pentagon to keep at least 76,000 troops and major equipment stationed in Europe<\/strong> unless Nato allies are consulted and there is a determination that a withdrawal is in US interests.
