Here are 10 things that the mayor got wrong with his fares announcement.

The 60+ Oyster card is the best free gift in the capital. It enables Londoners aged 60-65 to travel for free on the Tube, buses and trains after 9am. But it costs £80m a year – a bill that is picked up by younger fare-paying passengers. Many Londoners in their early 60s are still in work. They don’t deserve to travel for free at the expense of a younger generation that may earn less, be in greater debt and be contending with hefty mortgages – or having no hope of ever living in a home of their own.

What did the mayor got wrong with his fares announcement?

Getty Images

2: Tell the truth about rising bus fares

London bus fares are the cheapest in the country at £1.75 (though that may seem less of a bargain when your bus is stuck in gridlock and you’re sat beside someone blaring rap music from their phone). Sir Sadiq says bus fares will have to rise, but not until August. He says he’s waiting for the outcome of Government funding negotiations before announcing the new bus fares. With TfL on course to make a third successive annual “operating surplus”, surely he’s only thinking about an extra 10p? Uncertainty does no favours to those most in need of cheap public transport. Tell us what you’re planning, Sadiq.

3: Hike the Silvertown and Blackwall tolls

Yes, they were only introduced in April, with drivers paying £1.50 off-peak and £4 at peak times to drive under the Thames. But it’s a useful cash cow. Failing to increase the tolls annually, and at least matching the increase in Tube fares, creates an incentive to drive.

4: Extend the Hopper fare

The Hopper bus fare is one of TfL’s great innovations (an idea stolen by Sir Sadiq from the Lib-Dems). It allows passengers to interchange between buses for up to an hour, without paying more than one £1.75 fare. But with buses increasingly getting stuck in traffic and journeys taking longer, shouldn’t the clock tick for a bit longer on the Hopper? A 75-minute or 90-minute Hopper ticket would prevent passengers having to pay twice if their bus is delayed.

5: Get more people back on buses

Bus ridership is in long-term decline (though London still leads the way nationally for bus ridership). How to tackle it? Restrict the 60+ Oyster to free bus travel only. Londoners already enjoy more free travel benefits than the rest of the country. Outside the capital, a “free bus pass” really is only that, and doesn’t extend to the Tube or trains, unlike the 60+ Oyster and the Freedom Pass.

The Silvertown bike bus: Free but hardly used

TfL

6: Save the Silvertown bike bus

Cyclists aren’t allowed to ride through the Silvertown tunnel, but they can catch a free bus. It’s great – but barely used, and costs TfL £2m to operate. “Foot passengers” – namely those without a bike – aren’t allowed on board, even when there’s barely a cyclist in sight. Make it free for all passengers – and create a new stop outside IKEA in Greenwich. Swedish meatballs for all!

7: Crack down on fare dodgers

Fare dodging costs TfL £190m a year (soon to be £200m a year, no doubt, once the fare rises are taken into account). If TfL recouped this, there would be no need to hike bus fares. The mayor could have made clear in his fares announcement that fare evasion is unacceptable – and provided money for more ticket inspectors, not to mention barriers at every station.

8: Capitalise on fare capping

The daily and weekly cap on the cost of multiple pay-as-you-go journeys is being frozen. This is massively good news for those passengers who make more than three Tube or train journeys a day. But where is the publicity trumpeting the news? Why is the cap freeze not being advertised to lure people back to TfL services? “See every bit of central London for less than £9 a day” or “Travel five days a week and get your weekend trips free.” This could be just the shot in the arm that our pubs and restaurants need.

9: Get people back on Boris bikes

10: Fund the Bakerloo extension (or help the homeless)

The Bakerloo line extension will cost about £10bn. It would transform South-East London. But there’s no money in TfL’s kitty. Could funds be raised by inviting Londoners to contribute, perhaps by donating a penny, or more, for each Tube trip (via their Oyster or Contactless card)? Or could a similar option be available to raise funds to help rough sleepers?
