We will regularly update customers on the offices most impacted.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">This development follows a turbulent period for the postal operator, which has been grappling with heightened regulatory scrutiny and a spike in seasonal demand.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In October, it emerged that Royal Mail had been hit with a \u00a321 million penalty for missing its annual first and second class mail delivery standards.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">This led to millions of letters arriving late throughout the UK, according to regulator Ofcom.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Throughout the 2024-25 financial year, Royal Mail succeeded in delivering just 77% of first class mail and 92.5% of second class mail punctually, Ofcom found.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">These statistics missed their respective benchmarks of 93% and 98.5%.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">This represents the third year running that the British postal giant has faced financial penalties for failing to meet its service obligations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Ian Strawhorne, director of enforcement at Ofcom, remarked: &#8220;Millions of important letters are arriving late, and people aren&#8217;t getting what they pay for when they buy a stamp.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;These persistent failures are unacceptable, and customers expect and deserve better. Royal Mail must rebuild consumers&#8217; confidence as a matter of urgency. And that means making actual significant improvements, not more empty promises.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;We&#8217;ve told the company to publicly set out how it&#8217;s going to deliver this change, and we expect to start seeing meaningful progress soon,&#8221; Mr Strawhorne added. &#8220;If this doesn&#8217;t happen, fines are likely to continue.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The watchdog disclosed it had considered extraordinary <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.belfastlive.co.uk\/all-about\/weather\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">weather<\/a> events during its investigation, including storms and flooding, but found Royal Mail had still fallen short of delivery standards between April 2024 and March 2025.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The \u00a321 million penalty was reduced from \u00a330 million after Royal Mail acknowledged fault and agreed to settle the case.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The sanction reflected the harm suffered by customers due to the poor service and the reality that targets had been missed for three straight years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It also took into consideration Royal Mail&#8217;s financial position, given the firm had recently returned to annual profitability.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">A Royal Mail spokesperson responded: &#8220;We acknowledge the decision made by Ofcom today and we will continue to work hard to deliver further sustained improvements to our quality of service. A key area of focus and investment has been the detailed work ahead of full implementation of our new delivery model, enabled by Ofcom&#8217;s changes to the universal service.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;This is critical to enable us to drive a step change in quality of service.
