In the current plan, range extenders \u2014 small combustion engines that give batteries more range \u2014 will count for a greater emissions reduction than plug-in hybrids, which have both a combustion engine and an electric motor.<\/p>\n<p>Essentially, the scheme would give automakers more emissions credits for range extenders than plug-in hybrids because they emit less CO2 than hybrids, two officials said.<\/p>\n<p>The 2035 reform is part of a broader automotive package being put forward by the Commission on Tuesday that will include a new regulation on greening corporate fleets \u2014 vehicles owned or leased by companies for business purposes \u2014 and an automotive omnibus that was <a href=\"https:\/\/pro.politico.eu\/news\/210171\" data-type=\"link\" data-id=\"https:\/\/pro.politico.eu\/news\/210171\" target=\"_blank\" rel=\"noopener\">obtained by POLITICO<\/a>. <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/GettyImages-1247181699-1024x683.jpg\" alt=\"\" class=\"wp-image-7664355\"  \/>Essentially, the scheme would give automakers more emissions credits for range extenders than plug-in hybrids because they emit less CO2 than hybrids, two officials said. | Lorenzo Di Cola | Getty Images<\/p>\n<p>Automakers will be allowed to pool for the 2035 legislation, meaning that a brand that doesn&#8217;t meet the 90 percent target can buy credits from an automaker that over-delivers.<\/p>\n<p>The pooling scheme is a <a href=\"https:\/\/pro.politico.eu\/news\/194841\" data-type=\"link\" data-id=\"https:\/\/pro.politico.eu\/news\/194841\" target=\"_blank\" rel=\"noopener\">lucrative business<\/a> for all-electric manufacturers like Tesla.<\/p>\n<p>A separate initiative will focus on boosting small electric vehicles \u2014 a demand put forward by Commission President Ursula von der Leyen in her State of the Union address in September.
