Belgium, where the majority of those assets are held, is\u00a0<a href=\"https:\/\/www.politico.eu\/article\/belgium-shoots-down-eu-commission-offer-unblock-russia-assets-plan-ukraine\/\" target=\"_blank\" rel=\"noopener\">holding out against using them<\/a>, fearing it would be on the hook to repay the full amount if Russia attempted to claw back the money.
