Credit: Shutterstock\/TK Kurikawa.<\/p>\n<ul class=\"wp-block-list\">\n<li>The UK government has missed its own deadline for publishing the Defence Investment Plan<\/li>\n<li>This long-awaited Plan will be issued after Parliament returns on 5 January 2026<\/li>\n<li>Both the Prime Minister Keir Starmer and National Armaments Director were grilled by parliamentary committees in the last two days<\/li>\n<\/ul>\n<p class=\"drop-cap\">The UK government has missed its own self-imposed deadline to publish the Defence Investment Plan (DIP) in the autumn of this year, extending the still unspecified release date until after Parliament returns on 5 January 2026.<\/p>\n<p>This long-awaited document will be the latest in a string of papers this year that are meant to outline the government\u2019s policies for defence for the next decade. The DIP holds real sway, however, as the cost breakdown will determine the government\u2019s defence priorities. It does not help that the US National Security Strategy, published in November, beyond prioritising the Indo-Pacific theatre, a move that <a href=\"https:\/\/www.army-technology.com\/comment\/us-lectures-europe-in-tirade-that-undermines-nato-foundations\/\" target=\"_blank\" rel=\"noopener\">came as no surprise<\/a> in the early months of the second Trump administration this year, has <a href=\"https:\/\/hansard.parliament.uk\/commons\/2025-12-11\/debates\/4281DC21-390D-44E2-8EA6-EE827414E718\/USNationalSecurityStrategy#:~:text=With%20this%20statement%2C%20Trump&#039;s%20White,%E2%80%9Cconsistent%20with%20our%20vision%E2%80%9D.\" target=\"_blank\" rel=\"noopener\">cast doubt<\/a> on the fidelity of the US in the Nato alliance.<\/p>\n<p>Few details of the DIP have been confirmed with any certainty. However, it is understood that the government will not buy off-the-shelf defence equipment from foreign nations as part of the DIP.<\/p>\n<p>Committee hearings<\/p>\n<p>In this backdrop, the House of Commons Liasion Committee grilled the UK Prime Minister Keir Starmer on 15 December. One member had to remind the leader that \u201cwe need to prepare given the increased propensity and intensity of attacks\u201d.<\/p>\n<p>The First Sea Lord, General Gwyn Jenkins, only a week earlier, <a href=\"https:\/\/www.gov.uk\/government\/speeches\/first-sea-lords-speech-to-the-international-sea-power-conference\" target=\"_blank\" rel=\"noopener\">pointed out<\/a> that Russia\u2019s incursion in UK waters has grown by 30% in the last two years.<\/p>\n<p>In the same session, the Labour Chairman of the Defence Committee Tan Dhesi, exasperated by the lack of decision-making in Whitehall, said \u201cthat really is taking the biscuit.\u201d<\/p>\n<p>On 16 December, the Defence Committee also convened to further excavate the implications of the government\u2019s inaction, hearing evidence from the new National Armaments Director (NAD), Rupert Pierce, who took up the expanded role in mid-October.<\/p>\n<p>Pierce assured members that the Ministry of Defence (MoD) \u201care working flat out to finalise [the DIP] in its final stages\u201d, he said, toeing the government line, \u201cI can\u2019t say anything other than that\u201d.<\/p>\n<p>Pierce reflected on the government\u2019s approach to the DIP, arguing \u201cthe key is to resource properly, financially and in terms of human resources, and to be very disciplined in doing a few things really well as opposed to consistently taking on too much and hoping for the best\u201d.<\/p>\n<p>Trade-offs will be made; cancelled programmes seem likely. This statement comes in light of the the <a href=\"https:\/\/www.army-technology.com\/news\/uk-defence-reaches-largest-equipment-deficit\/?cf-view\" target=\"_blank\" rel=\"noopener\">\u00a317bn defence equipment deficit<\/a> published two years ago, which the National Audit Office found to be 49% of the entire forecast defence budget.<\/p>\n<p>A fight with the Treasury<\/p>\n<p>The failure to publish the DIP has led some observers to point out divisions inside the government. Dhesi suggested \u201cthe way it\u2019s being interpreted by all and sundry outside is that the government is still arguing about money.\u201d<\/p>\n<p>Until now, the Labour government has espoused that defence serve as an \u201cengine for growth\u201d. And this policy has brought Defence Secretary John Healey to work alongside the Chancellor Rachel Reeves to seize what <a href=\"https:\/\/www.gov.uk\/government\/news\/prime-minister-to-set-out-vision-for-defence-dividend-in-a-changed-world\" target=\"_blank\" rel=\"noopener\">Starmer described<\/a> several months ago as the new \u201cdefence dividend\u201d.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" width=\"800\" height=\"615\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/Healey-and-Reeves.jpg\" alt=\"\" class=\"wp-image-265166\"  \/>Healey and Reeves host a round table meeting with defence industry leaders at RAF Waddington on 28 February 2025.
