{"id":648159,"date":"2025-12-22T11:10:13","date_gmt":"2025-12-22T11:10:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/648159\/"},"modified":"2025-12-22T11:10:13","modified_gmt":"2025-12-22T11:10:13","slug":"the-eus-deeds-as-much-as-putins-words-will-ensure-the-war-in-ukraine-continues-rajan-menon","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/648159\/","title":{"rendered":"The EU\u2019s deeds as much as Putin\u2019s words will ensure the war in Ukraine continues | Rajan Menon"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Vladimir Putin\u2019s marathon <a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/78815\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">press conference<\/a> on 19 December, an annual year-end event, offered no evidence that Russia may abandon the goals the president set for his \u201cspecial military operation\u201d against Ukraine in February 2022: conquering Donetsk, Luhansk, Zaporizhzhia and Kherson. True to form, Putin seemed unperturbed that nearly four years into the war his army had managed to fully occupy only Luhansk, despite having already taken control of more than a third of that region, as well as Donetsk, by 2015.<\/p>\n<p class=\"dcr-130mj7b\">Putin\u2019s unyielding stance shouldn\u2019t be a surprise. Soon after the invasion, Russia\u2019s State Duma <a href=\"https:\/\/www.theguardian.com\/world\/2022\/sep\/29\/putin-to-sign-treaty-annexing-territories-in-ukraine-kremlin-says\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">adopted legislation<\/a> incorporating these four Ukrainian regions into Russia \u2013 and this month the foreign minister, <a href=\"https:\/\/mid.ru\/ru\/foreign_policy\/news\/2064879\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Sergey Lavrov<\/a>, and the deputy foreign minister, <a href=\"https:\/\/abcnews.go.com\/International\/video\/russia-ukraine-verge-deal-end-war-deputy-foreign-128420597\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Sergei Ryabkov<\/a>, reiterated Putin\u2019s territorial claims.<\/p>\n<p class=\"dcr-130mj7b\">Russia\u2019s inflexibility clashes with Donald Trump\u2019s desperate efforts to achieve a political settlement by Christmas. To meet his self-imposed deadline, Trump even tried to pressure Volodymyr Zelenskyy <a href=\"https:\/\/news.sky.com\/story\/trumps-28-point-ukraine-peace-plan-in-full-including-land-kyiv-must-hand-to-russia-and-when-elections-must-be-held-13473491\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">into surrendering<\/a><strong> <\/strong>the parts of Donetsk that Ukraine still holds. Though Zelenskyy refused, he was willing to end Ukraine\u2019s years-long <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/14\/ukraine-willing-to-drop-ambitions-to-join-nato-zelenskyy-says\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">quest for Nato membership<\/a> and adopt neutrality, in exchange for solid western security guarantees.<\/p>\n<p class=\"dcr-130mj7b\">Zelenskyy\u2019s shift won\u2019t mollify Putin. Russia\u2019s longstanding \u2013 and understandable \u2013 anxiety about Nato\u2019s expansion predates him. But Putin\u2019s 2022 war stems from something deeper, because there\u2019s no evidence that Ukraine was any closer to formal membership in the alliance on the eve of Russia\u2019s 2022 invasion than it had been in 2008, when, <a href=\"https:\/\/www.reuters.com\/world\/europe\/natos-ukraine-debate-still-haunted-by-bucharest-pledge-2023-07-10\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">at its Bucharest summit<\/a>, Nato declared that Ukraine would join its ranks at some future, but unspecified, date.<\/p>\n<p class=\"dcr-130mj7b\">Just as they had been in 2008, Nato countries have been divided on Ukraine candidacy, indeed even more so. That matters: article 10 of Nato\u2019s 1949 founding treaty requires unanimity to admit new members. When Nato truly wants to increase its membership, it can act with speed: note the rapid induction of <a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/04\/finland-nato-member-brussels-ceremony\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Finland (April 2023)<\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/2024\/mar\/07\/sweden-joins-nato-after-ratification-hungary-drops-opposition\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Sweden (March 2024)<\/a>, both of whom applied for membership in May 2022. To explain Putin\u2019s motivation to invade Ukraine, we must take of account of grievances rooted in history.<\/p>\n<p class=\"dcr-130mj7b\">He has stated, repeatedly and <a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/66181\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">at length<\/a>, that Ukrainians and Russians have been one people for centuries; that their separation into two states after the USSR disintegrated was a tragedy; that Ukraine\u2019s south and east, home to large numbers of ethnic Russians or Ukrainians whose native language is Russian, rightly belong to Russia. In short, Putin believes Russia was robbed.<\/p>\n<p class=\"dcr-130mj7b\">Still, at his press conference, Putin applauded Trump for being \u201cabsolutely sincere\u201d in launching negotiations to end the war, adding that <a href=\"https:\/\/www.theguardian.com\/world\/russia\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Russia<\/a> remained committed to them and would end its military offensive, providing its interests are taken seriously.<\/p>\n<p class=\"dcr-130mj7b\">Putin\u2019s flattery has a purpose, not to mention a susceptible target. Trump has <a href=\"https:\/\/www.theguardian.com\/us-news\/2022\/feb\/23\/trump-putin-genius-russia-ukraine-crisis\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">praised Putin\u2019s \u201cgenius\u201d<\/a>. He, like Putin, has <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cg5q0mev07lo\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">blamed Ukraine<\/a> for starting the war. He wants a rapprochement with Russia that includes multibillion-dollar <a href=\"https:\/\/www.wsj.com\/world\/europe\/u-s-blueprint-to-rewire-economies-of-russia-ukraine-sets-off-clash-with-europe-72484515?gaa_at=eafs&amp;gaa_n=AWEtsqfsm3kiRyWADABuF9FB4krVeUZAHKsVMZAyVZ33WZUWChe2xiMnnvOT&amp;gaa_ts=6945bb71&amp;gaa_sig=I_ro3prNWMzN82s-m8Cxu5NUAuvviVDAdNUAjJglchb-VJvUXK2IS-C2BAUlri3RGh1Ft1vgZJy9XP0KxRoeKw%3D%3D\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">joint investments<\/a>. He has <a href=\"https:\/\/www.politico.com\/news\/2025\/12\/09\/trump-dasha-burns-interview-europe-immigration-ukraine-00682016\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">backed Putin\u2019s demand<\/a> that Zelenskyy must hold elections, despite the war, to demonstrate his democratic legitimacy. He, like Putin, disdains Europe and would prefer to cut a deal that leaves the Europeans (and Ukrainians) on the sidelines. These are all reasons for Putin to court Trump and deepen the divide between the US and Europe.<\/p>\n<p class=\"dcr-130mj7b\">Despite their convergent views and Trump\u2019s sympathy for Russia, he hasn\u2019t produced a deal that suits Putin. Unless he does, the bloodshed will continue. It has already taken a terrible toll on Ukraine, which is no surprise: it\u2019s the weaker side by far. The real surprise is the Russian army\u2019s massive losses \u2013 in <a href=\"https:\/\/www.theguardian.com\/world\/ng-interactive\/2025\/jun\/22\/one-million-and-counting-russian-casualties-hit-milestone-in-ukraine-war\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">casualties<\/a> and <a href=\"https:\/\/www.oryxspioenkop.com\/2022\/02\/attack-on-europe-documenting-equipment.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">equipment<\/a>. Russia\u2019s economy is also under <a href=\"https:\/\/adamtooze.substack.com\/p\/chartbook-345-a-house-of-cards-russias\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">increasing stress<\/a> and <a href=\"https:\/\/www.imf.org\/-\/media\/files\/publications\/weo\/2025\/october\/english\/text.pdf\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">barely growing<\/a>, though it hardly faces collapse. But Russians\u2019 hardships, to say nothing of Ukrainians\u2019, won\u2019t matter as long as Putin believes his objectives remain achievable \u2013 whether at the bargaining table, by persuading Trump to keep coercing Zelenskyy, or on the battlefield.<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, the EU has taken a major step that will reduce the chances of Russia succeeding quickly on either front by ensuring that Kyiv\u2019s coffers won\u2019t run dry. The bloc\u2019s leadership had hoped to use the interest earned from the \u20ac210bn (\u00a3185bn) in frozen Russian assets to bolster Ukraine. Although that plan failed because of outright opposition from a few EU members and reservations expressed by others, the EU managed to find a different solution. It will <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/19\/eu-ukraine-loan-plan-b-frozen-russian-assets\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">borrow \u20ac90bn<\/a> (\u00a379bn) to support Ukraine for two years \u2013 and with no repayment obligation unless Russia pays reparations, it is something no one expects.<\/p>\n<p class=\"dcr-130mj7b\">The press coverage highlighted the EU\u2019s disunity over the frozen Russian assets, but what is really significant is that a bloc of 27 unruly sovereign states managed to come up with the money to ensure <a href=\"https:\/\/www.theguardian.com\/world\/ukraine\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a> wouldn\u2019t collapse. Just as Putin\u2019s words ensure the war will continue, so do the EU\u2019s deeds. The EU\u2019s decision is also important because it shows Europe\u2019s willingness to act independently on the war, even if it means putting distance between itself and the US.<\/p>\n<p class=\"dcr-130mj7b\">In August, Trump remarked that Americans have no stake in Ukraine\u2019s war because they are separated from it by a \u201c<a href=\"https:\/\/www.democrats.senate.gov\/newsroom\/trump-transcripts\/transcript-donald-trump-calls-in-for-an-interview-on-fox-and-friends-81925\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">big, beautiful ocean<\/a>\u201d. Europe lacks this geographical luxury. That, along with Trump\u2019s new <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/dec\/05\/civilisational-erasure-us-strategy-document-appears-to-echo-far-right-conspiracy-theories-about-europe\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">National Security Strategy<\/a>, which depicts the continent as a place drowning in problems and therefore of diminishing importance to the US, may have convinced European leaders to start acting independently.<\/p>\n<p class=\"dcr-130mj7b\">Given <a href=\"https:\/\/www.theguardian.com\/world\/2025\/mar\/04\/us-military-aid-ukraine-pause-trump-zelenskyy-updates\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Trump\u2019s suspension<\/a> of all direct military aid to Kyiv in March, Europe\u2019s assistance alone may not be enough to ensure that Ukrainians obtain a peace that they deem just. Then again, this has been a war of surprises, the greatest of which is that Ukraine\u2019s army remains unvanquished.<\/p>\n<p class=\"dcr-130mj7b\">Europe has thrown Ukraine a lifeline, but we should be under no illusions. Ukraine will continue to fight with its back to the wall against an adversary that has vastly more of every war-relevant resource \u2013 and whose leader\u2019s idea of compromise is indistinguishable from his adversary\u2019s capitulation. Barring a sudden change in Russia\u2019s position on the territorial question, Trump will be denied the Christmas gift he yearns for.
