{"id":649738,"date":"2025-12-23T05:19:17","date_gmt":"2025-12-23T05:19:17","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/649738\/"},"modified":"2025-12-23T05:19:17","modified_gmt":"2025-12-23T05:19:17","slug":"sudans-prime-minister-takes-his-peace-plan-to-the-un-but-us-urges-humanitarian-truce-now","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/649738\/","title":{"rendered":"Sudan&#8217;s prime minister takes his peace plan to the UN, but US urges humanitarian truce now"},"content":{"rendered":"<p class=\"EkqkG IGXmU nlgHS yuUao MvWXB TjIXL aGjvy ebVHC \">UNITED NATIONS &#8212; Sudan\u2019s prime minister on Monday proposed a wide-ranging peace initiative to end <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/sudan-war-rsf-army-famine-children-killings-213e8d787c40ddcb5a62679c0377ede2\" target=\"_blank\" rel=\"noopener\">a nearly 1,000-day war<\/a> with a rival paramilitary force, but the United States urged both sides to accept the Trump administration\u2019s call for an immediate humanitarian truce.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Kamil Idris, who heads Sudan\u2019s transitional civilian government, told the <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/hub\/united-nations-security-council\" target=\"_blank\" rel=\"noopener\">Security Council<\/a> his plan calls for a ceasefire monitored by the United Nations, African Union and Arab League, and the withdrawal of paramilitary forces from all areas they occupy, their placement in supervised camps and their disarmament.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Sudan plunged into chaos in April 2023 when a power struggle between the military and the powerful <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/sudan-war-amnesty-report-rsf-atrocities-darfur-befe180d6d2c30b563ce87f3b4b6c8f2\" target=\"_blank\" rel=\"noopener\">paramilitary Rapid Support Forces<\/a> exploded into open fighting, with widespread mass killings and rapes, and ethnically motivated violence. This has amounted to <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/sudan-war-rsf-military-darfur-camp-4c5a44d2935ebe21a2789af97f033ad0\" target=\"_blank\" rel=\"noopener\">war crimes<\/a> and crimes against humanity, according to the U.N. and international rights groups.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">It seemed highly unlikely the RSF would support the prime minister\u2019s proposal, which would essentially give government forces a victory and take away their military power.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">In an indirect reference to the truce supported by the U.S. and key mediators Saudi Arabia, Egypt and the United Arab Emirates, known as the Quad, Idris stressed to the U.N. Security Council that the government\u2019s proposal is \u201chomemade &#8212; not imposed on us.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">In early November, the Rapid Support Forces <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/sudan-talks-paramilitaries-agrees-truce-c95d461ffb963f6a0214cb717b11c488\" target=\"_blank\" rel=\"noopener\">agreed to a humanitarian truce<\/a>. At that time, a Sudanese military official told The Associated Press the army welcomed the Quad\u2019s proposal but would only agree to a truce when the RSF completely withdraws from civilian areas and gives up their weapons \u2014 key provisions in the plan Idris put forward on Monday. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Idris said unless the paramilitary forces were confined to camps, a truce had \u201cno chance for success.\u201d He challenged the 15 members of the Security Council to back his proposal. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThis initiative can mark the moment when Sudan steps back from the edge and the international community \u2014 You! You! \u2014 stood on the right side of history,&#8221; the Sudanese prime minister said. He said the council should \u201cbe remembered not as a witness to collapse, but as a partner in recovery.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">U.S. deputy ambassador Jeffrey Bartos, who spoke to the council before Idris, said the Trump administration has offered a humanitarian truce as a way forward and \u201cWe urge both belligerents to accept this plan without preconditions immediately.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Bartos said the Trump administration strongly condemns the <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/sudan-rsf-war-darfur-d22aba25401c5e4981b9ddd9612d5ecd\" target=\"_blank\" rel=\"noopener\">horrific violence across Darfur<\/a> and the Kordofan region \u2014 and the atrocities committed by both the Sudanese Armed Forces and the Rapid Support Forces, who must be held accountable.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">UAE Ambassador Mohamed Abushahab, a member of the Quad, said there is an immediate opportunity to implement the humanitarian truce and get aid to Sudanese civilians in desperate need.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cLessons of history and present realities make it clear that unilateral efforts by either of the warring parties are not sustainable and will only prolong the war,\u201d he warned.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Abushahab said a humanitarian truce must be followed by a permanent ceasefire \u201cand a pathway towards civilian rule independent of the warring parties.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">U.N. Assistant Secretary-General for political affairs Khaled Khiari reflected escalating council concerns about the Sudan war, which has been fueled by the <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/sudan-rubio-rsf-paramilitary-fighters-a01141f71b33e07a14318844300098cd\" target=\"_blank\" rel=\"noopener\">continuing supply of increasingly sophisticated weapons.<\/a><\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">He criticized unnamed countries that refuse to stop supplying weapons, and both government and paramilitary forces for remaining unwilling to compromise or de-escalate.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cWhile they were able to stop fighting to preserve oil revenues, they have so far failed to do the same to protect their population,\u201d Khiari said. \u201cThe backers of both sides must use their influence to help stop the slaughter, not to cause further devastation.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC eTIW sUzSN \">The devastating war in Sudan has killed more than 40,000 people according to U.N. figures, but aid groups say the true number could be many times higher.
